The Office of Transportation Cooperatives (OTC), an attached agency of the Department of Transportation (DOTr), is tasked to administer and/or manage the promulgation and implementation of rules and regulations governing the promotion, organization, registration (accreditation) supervision, and development of the transportation cooperatives nationwide pursuant to E.O. 898 dated May 28, 1983.

What once began with humble beginnings has now become a venue where transportation cooperatives can learn, grow, and be empowered through the various activities, seminars, trainings, and projects of the Office of Transportation Cooperatives.

Every improvement reflects OTC’s commitment to bring its programs and services closer to transportation cooperatives and create more opportunities for learning and development.

The Office of Transportation Cooperatives (OTC), under the leadership of Chairperson Atty. Teofilo E. Guadiz III, CESO V, continues to strengthen its partnership with transport cooperatives in support of the Public Transport Modernization Program (PTMP).

In a recent meeting with the National Federation of Transport Cooperatives (NFTC), both parties engaged in a productive dialogue focused on the current developments, implementation efforts, and emerging concerns surrounding transport modernization. The discussion also provided an opportunity to hear valuable insights and recommendations from transport cooperatives operating across the country.

The meeting highlighted the shared goal of building a modern, efficient, and sustainable public transportation system while ensuring that the welfare and livelihood of transport workers, operators, and cooperatives remain protected as the sector moves toward modernization.

The OTC reaffirms its commitment to open collaboration and continuous engagement with stakeholders to help create responsive policies and inclusive programs that will contribute to a safer, more reliable, and commuter-centered transport system for every Filipino.

The Office of Transportation Cooperatives (OTC) successfully conducted the Strategic Performance Management System (SPMS) Orientation on 05 May 2026 at the OTC Premises, with the active participation of all OTC and COS personnel.

The orientation featured Acting Director II Mark Anthony V. Bercando as the resource speaker, who delivered an in-depth discussion on the key components of SPMS, including performance planning, target setting, monitoring, and evaluation.

Participants gained a clearer understanding of their respective roles in the SPMS cycle, as well as the significance of accurate documentation, regular monitoring, and timely evaluation in achieving organizational targets. The session also highlighted the value of fostering a performance-driven culture that promotes transparency, collaboration, and continuous improvement across all offices.

This initiative supports OTC’s commitment to improving organizational efficiency and delivering responsive, high-quality public service to the transport cooperative sector.

Sa patuloy na paggabay ng Office of Transportation Cooperatives (OTC), sa ilalim ng pamumuno ni Tagapangulo Atty. Teofilo E. Guadiz III, CESO V, isinusulong ang isang mas maayos, makabago, at maka-kalikasang sistema ng pampublikong transportasyon. Masasalamin ito sa tagumpay ng South Metro Transport Cooperative sa Lungsod ng Las PiΓ±as.

Mula sa simpleng pagtalima sa Public Transportation Modernization Program (PTMP), naging huwaran sila ng pagbabago sa pamamagitan ng paggamit ng mga Solar-Powered Electric Modernized Jeep na pinatatakbo ng enerhiya mula sa araw (solar-powered) at ng kuryente. Bukod sa wala itong ibinubugang usok, mas matipid din ang operasyon nito at nagbibigay ng mas komportableng paglalakbay para sa mga mananakay.

Patunay ito na sa tulong ng OTC at sa pagkakaisa ng mga kooperatiba, ang modernisasyon ay hindi lamang isang polisiya, kundi isang kongkretong solusyon
para sa bayan.

Sa bawat lansangan, nasusulat ang kwento ng tagumpay at makabagong dalumat. Hindi lamang ito pagbabago ng sasakyan, kundi pagbabago ng kinabukasan ng bawat Pilipino.

Mabuhay ang mga kooperatibang pang transportasyon! Ang tunay na makina ng pag-unlad na nagpapatakbo sa puso ng ating bayan!
