MWSS Regulatory Office The MWSS Regulatory Office (RO) was created in August 1997 by virtue of the Concession Agreements for the West Zone and Maynilad Water Services, Inc.

The Regulatory Office

The MWSS Regulatory Office (RO) was created in August 1997 by virtue of the Concession Agreements signed between the MWSS and the two concessionaires, Manila Water Company, Inc. for the East Zone. The MWSS RO functions as a collegial body composed of five (5) members headed by the Chief Regulator who has over-all responsibility for the operation of the office. Other members

are the Deputy Administrators for Technical Regulation, Customer Service Regulation, Financial Regulation and Administration and Legal Affairs. Any action or decision by the MWSS RO on substantive matters affecting the Concession Agreement requires at least a majority vote of three (3) members. The Chief Regulator chairs the meetings of the RO and has the final approval over the hiring and dismissal of all professional staff. He also acts as the principal spokesperson of the office. The MWSS RO is mandated to monitor the Concession Agreement. Among its many functions, the RO reviews, monitor and enforces rates and service standards; arranges and reports regular independent audits of the performance of the Concessionaires; and monitors the infrastructure assets. However, RO functions may change over time for the effective regulation of water and sewerage services.

The MWSS Regulatory Office (RO) congratulates Manila Water Company, Inc. (Manila Water) for winning the "Water Project of the Year" award at the 2026 Global Water Awards for its Upper Wawa Bulk Water Project.

The Upper Wawa Dam is designed to augment raw water supply exclusively for the East Concession Area by delivering a total capacity of 710 million liters per day (MLD). The Global Water Awards recognized the project for representing “a colossal stride towards system reliability in one of Southeast Asia's largest and most climate-exposed water systems.”

This follows Manila Water’s “Water Company of the Year” win in 2022 and the MWSS RO’s “Public Water Agency of the Year” award in 2023. These milestones reflect the continued progress of the sector in strengthening water security and climate resilience in the country.

NEWS SPLASH: MWSS RO, kinilala bilang "Community Service Partner" ng Rotary Club of Pasay

Kinilala ng Rotary Club of Pasay ang MWSS Regulatory Office(RO) bilang “Community Service Partner” sa ginanap na ika-67 Charter Anniversary Celebration ng samahan noong ika-20 ng Mayo 2026 sa Pasay City.

Ang pagkilalang ito ay iginawad bilang pasasalamat sa mahalagang suporta ng MWSS RO sa mga programa at adhikain ng Rotary Club of Pasay, partikular sa mga inisyatibang naghahatid ng epektibong serbisyo para sa kapakinabangan ng komunidad.

Sa pamamagitan ng mga nilagdaang Memorandum of Agreement noong 2025 sa pagitan ng MWSS RO at iba’t ibang organisasyon, kabilang ang Rotary Club of Pasay, matagumpay na naisakatuparan ang watershed reforestation initiative na “28K Trees for 28 Years.”

Nakatakda ring maging katuwang ng MWSS RO ang Rotary Club of Pasay sa pamamahagi ng mga Refrigerated Drinking Fountain (RDF) sa ilang komunidad upang maghatid ng ligtas na inuming tubig at isulong ang pagbawas sa paggamit ng single-use plastics.

Patuloy ang MWSS RO sa pagpapatibay ng mga ugnayang may layuning itaguyod ang pangangalaga sa kalikasan at kapakanan ng publiko.

ABOT-KAYANG SERBISYONG PATUBIG | Noong ika-29 Abril 2026, nagsagawa ng Enhanced Lifeline Program (ELP) Edu-Caravan ang MWSS Regulatory Office (RO) para sa mga Maynilad Water Services, Inc. customer sa SAMGBANAI Social Housing, Novaliches, Quezon City. Naisakatuparan ang inisyatibo katuwang ang Social Housing Finance Corporation (SHFC).

Sa kanyang mensahe sa mga homeowner, tiniyak ni MWSS RO Chief Regulator Patrick Lester N. Ty na ginagawa ng ahensya ang lahat para manatiling available, accessible, at affordable para sa lahat ang serbisyong patubig. Ipinaliwanag din nya na sa ilalim ng ELP ng Maynilad, ang mga benepisyaryo na kumokonsumo ng hindi hihigit sa 20 cubic meters kada buwan ay makatatanggap ng karampatang diskwento sa kanilang water bills.

Aniya, ang benepisyong hatid ng ELP ay makatutulong upang mas maging wais at responsable ang bawat pamilya sa pagkonsumo ng malinis na tubig na dumadaloy sa ating mga gripo.

News Splash: Pitong Major Pipe Replacement Projects ng Maynilad Water Services, Inc. sa Quezon City, natapos na

Mahigit 100,000 residente sa nasabing lungsod ang nakikinabang sa mga natapos na pipe replacement projects noong 2025. Magreresulta ito sa mas maayos na water pressure sa 14 barangay sa Quezon City. Tinatayang nasa 32 kilometro ng luma at tumatagas na mga tuang napalitan ng Maynilad.

Kabilang sa mga lugar na nakikinabang sa isinagawang pipe replacement projects ay ang mga sumusunod:

- Bahay Toro
- Granvills Neighborhood
- Lourdes
- Maharlika
- Nagkaisang Nayon
- Pag-ibig sa Nayon
- Real Estate Neighborhood
- Sangandaan
- San Agustin
- San Isidro Labrador
- San Jose
- Sta. Monica
- Santa Teresita

Nasa 8 million liters per day (MLD) na Non-Revenue Water (NRW) ang nare-recover dahil sa natapos na proyekto. Ang NRW ay tumutukoy sa malinis na supply ng tubig na nasasayang o natatapon dahil tumatagas mula sa mga sirang tubo, o nakokonsumo ng mga ilegal na koneksyon.

Ang mga pipe replacement projects ng Maynilad ay bahagi ng kanilang Non-Revenue Water (NRW) Management Program. Naka-focus ito sa pagbabawas ng water loss at pagpapahusay ng water distribution system sa West Zone.

On 30 April 2026, the MWSS Regulatory Office (RO) held a "Public Information Drive (PIDr) on the Rebate Program for Maynilad Customers Affected by Water Supply Service Obligation Failure." Conducted virtually via Zoom and livestreamed on Facebook, the session was opened by MWSS RO Chief Regulator Patrick Lester N. Ty, who outlined the financial penalty imposed on Maynilad in relation to service interruptions in the southern portion of the West Concession Area from 09 to 31 March 2026.

The penalty was implemented this May through bill rebates for affected customers in the Cities of Muntinlupa, Parañaque, Las Piñas, Bacoor, and Imus. MWSS RO Deputy Administrator for Technical Regulation Evelyn B. Agustin presented the nature and scope of the Rebate Program, while Maynilad representatives briefed stakeholders on the ongoing and planned measures to address water supply issues in its service area.

The MWSS RO extends its appreciation to Maynilad customers, local chief executives, stakeholders, and media partners for their active participation and continued support. This collaborative engagement ensures that the voices of the customers are heard and that utility providers remain accountable for their service obligations.

Upholding its core values of participatory governance, transparency, and accountability, the MWSS RO will continue to empower consumers through information drives that keep the public informed of their rights and ensure their protection under existing regulatory frameworks.
