𝙇𝙤𝙧𝙚𝙩𝙤, 𝘿𝙞𝙣𝙖𝙜𝙖𝙩 𝙄𝙨𝙡𝙖𝙣𝙙𝙨 - The Department of Science and Technology–Caraga (DOST-Caraga), through its Provincial Science and Technology Office–Dinagat Islands (PSTO-PDI), successfully conducted a three-day series of activities from December 9 to 11, 2025, aimed at enhancing the technical capacities of the Local Government Unit (LGU) of Loreto under the 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗩𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗹𝗲 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝘀 (𝗦𝗧𝗥𝗜𝗩𝗘) 𝗣𝗿𝗼𝗷𝗲𝗰𝘁.

The activities brought together personnel from the LGU, particularly the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Municipal Environment and Natural Resources Office (MENRO). Key initiatives included the 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝘃𝗲 𝗠𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗦𝗔𝗙𝗘𝗪𝗧𝗥𝗦 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆, 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗶𝗻𝗴 𝗪𝗮𝘀𝘁𝗲 𝘁𝗼 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲, 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗦𝗧𝗥𝗜𝗩𝗘 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗟𝗮𝘂𝗻𝗰𝗵𝗶𝗻𝗴 𝗮𝗻𝗱 𝗧𝘂𝗿𝗻𝗼𝘃𝗲𝗿 𝗖𝗲𝗿𝗲𝗺𝗼𝗻𝘆.

During the training, MDRRMO personnel received hands-on instruction from Mr. Benjie B. Benitez of Bestmark Manufacturing Corp. on the proper operation and preventive maintenance of SAFEWTRS equipment, ensuring continuous access to safe drinking water during disasters and emergencies. Meanwhile, MENRO personnel gained practical experience operating the Plastic Shredder and Glass/Bottle Pulverizer, reinforcing efforts in waste reduction, resource recovery, and circular economy practices.

Through these initiatives, DOST-Caraga continues to demonstrate its commitment to advancing innovative and sustainable technologies that enhance water security, improve waste management, and strengthen community resilience. The STRIVE Project equips Loreto communities with practical solutions that promote public health, disaster preparedness, and sustainable development.

Meet Mr. and Mrs. Osiang, the heart behind Osiang Welding Shop of Sta. Cruz, Loreto, Dinagat Islands. After years of working abroad, Mr. Randy returned home with a mission and goal to make a living, share his expertise and create jobs for his community.

Starting in 2017 with just P 20,000.00, his welding and fabrication shop has grown into a hub of innovation and local pride.

With the support of DOST Caraga’s Small Enterprise Technology Upgrading Program (SETUP), Osiang Welding Shop improved its facility, adopted advanced welding technologies, and even developed a self-invented reboring machine. Also, productivity has increased by 45%, and the shop now provides precise, high-quality services, proving how local businesses can thrive with the right guidance and support.

Osiang Welding Shop was also hailed as the 2025 DOST SETUP PRAISE Provincial Winner of the Province of Dinagat Islands.

𝐏𝐃𝐈 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐨𝐫𝐬 𝐬𝐭𝐞𝐩 𝐟𝐨𝐫𝐰𝐚𝐫𝐝 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐒𝐭𝐚𝐫𝐭𝐮𝐩 𝐁𝐨𝐨𝐭𝐜𝐚𝐦𝐩

In line with its commitment to strengthen grassroots innovation and empower emerging founders, the Department of Science and Technology (DOST) Caraga, together with the PSTO-PDI, successfully conducted a two-day Innovation and Startup Bootcamp on November 27–28, 2025, at the PSTO-PDI Innovation Hub in the Province of Dinagat Islands.

The Bootcamp featured the lectures of Dr. Marieru H. Gawat, who provided participants with an in-depth understanding of the regional innovation ecosystem and the essential role of human-centered design in developing meaningful solutions. Her sessions guided attendees through the core stages of Design Thinking, emphasizing problem validation, user understanding, and evidence-based innovation.

The activity brought together local entrepreneurs, LGU representatives, and faculty members, strengthening their capacity to conceptualize user-centered innovations and prepare fund-ready concepts aligned with regional development needs. Participants also explored digital prototyping, enabling them to visually translate ideas into mock-ups and better understand user flow and early product design.

Through initiatives like this, DOST Caraga continues to build innovation capabilities in the Province of Dinagat Islands—equipping local stakeholders to design sustainable, impactful, and community-responsive solutions that support inclusive development.

On October 20, 2025, the Department of Science and Technology Caraga (DOST-Caraga) through the Department of Science and Technology - Province of Dinagat Islands (DOST-PDI) held a Food Safety Stakeholder’s Meeting at HappyNest Homestay in San Jose, Dinagat Islands. The event gathered Sanitary Inspectors and the Nutrition Action Officers from across the Dinagat Islands to identify members of the Provincial Food Safety Team and share orientation on upcoming food safety initiatives in the Caraga Region.

Ms. Marie Kris P. Delarmente, Chief Science Research Specialist and Regional Food Safety Coordinator, led the meeting. She began with an overview of the DOST Food Safety Program, followed by an orientation on the FASST Caraga project (Food Assurance and Safety through Science and Technology in the Caraga Region). She also presented the Food Safety Roadmap and discussed key provisions of Philippine National Food Safety Laws and Regulations.

Participants actively engaged in the session and completed the Provincial Food Safety Team Membership Form to formalize their commitment to the initiative. This step reflects their support for DOST’s food safety efforts in the coming years.

The meeting helped build stronger collaboration among local agencies and laid the groundwork for expanding the food safety network in the Caraga Region.

In a strong partnership between the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁 (𝗟𝗚𝗨) 𝗼𝗳 𝗦𝗮𝗻 𝗝𝗼𝘀𝗲, 𝗗𝗶𝗻𝗮𝗴𝗮𝘁 𝗜𝘀𝗹𝗮𝗻𝗱𝘀 and the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 - 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗲 𝗼𝗳 𝗗𝗶𝗻𝗮𝗴𝗮𝘁 𝗜𝘀𝗹𝗮𝗻𝗱𝘀 (𝗗𝗢𝗦𝗧 𝗣𝗗𝗜), a three-day backcasting and mind mapping workshop was successfully held to advance the formulation of the municipality’s 𝗦𝗺𝗮𝗿𝘁 𝗮𝗻𝗱 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (𝗦𝗦𝗖𝗣) 𝗥𝗼𝗮𝗱𝗺𝗮𝗽.

The activity gathered the SSCP Technical Working Group (TWG) and key sectoral stakeholders to craft a long-term vision for San Jose and identify the strategic steps needed to achieve it. Through the use of backcasting and mind mapping tools and methodologies, participants envisioned San Jose’s desired future and worked backward to determine the critical milestones, programs, and interventions required along the way. These approaches are vital in identifying emerging opportunities, shaping long-term aspirations, and co-developing innovative strategies that will support the locality’s transition into a smart and sustainable community.

The workshop proper was jointly facilitated by Mr. Roberto Zandro J. Olaguer, Supervising SRS, and Engr. Honey Y. Tumala, PTA I, who led participants through strategic foresight, planning, and innovation exercises.

This serves as the final planning workshop prior to drafting the San Jose Smart and Sustainable Community Roadmap, underscoring the municipality’s dedication to becoming a people-focused, innovation-driven, and technology-enabled community—anchored on the continuing collaboration between LGU San Jose and DOST–PDI.
