𝗗𝗢𝗦𝗧-𝗣𝗗𝗜, 𝗟𝗔𝗡𝗗𝗕𝗔𝗡𝗞 𝗗𝗶𝘀𝗰𝘂𝘀𝘀 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗱 𝗔𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝗦𝗘𝗧𝗨𝗣 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝗠𝗦𝗠𝗘𝘀

The Department of Science and Technology – Provincial Science and Technology Office of Dinagat Islands (DOST-PSTO PDI), headed by Provincial Director 𝗗𝗿. 𝗔𝗻𝗻 𝗢. 𝗧𝗶𝗯𝗲, 𝗖𝗘𝗦𝗘 conducted a courtesy call with Branch Head 𝗠𝗮𝗿𝗶𝗮 𝗖𝗲𝗹𝗲𝘀𝘁𝗲 𝗙. 𝗔𝗱𝘃𝗶𝗻𝗰𝘂𝗹𝗮 of the Land Bank of the Philippines (LANDBANK) – San Jose, Dinagat Islands Branch, to strengthen coordination in support of local Micro, Small, and Medium Enterprises (MSMEs) assisted under the Small Enterprise Technology Upgrading Program (SETUP).

The meeting focused on the requirements and processes involved in opening checking accounts and securing post-dated checks (PDCs), a key requirement for the release of SETUP assistance.

Both institutions discussed possible avenues for a smoother and more collaborative process that upholds the standards of both DOST and LANDBANK while ensuring that qualified MSMEs can access SETUP assistance in a timely manner. The courtesy call reaffirmed the shared commitment of DOST and LANDBANK to support the growth, innovation, and competitiveness of enterprises in Dinagat Islands through accessible and responsible government assistance programs.

𝐃𝐎𝐒𝐓 𝐛𝐨𝐨𝐬𝐭𝐬 𝐒𝐓𝐀𝐑𝐁𝐎𝐎𝐊𝐒 𝐝𝐞𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐭𝐨 𝐫𝐞𝐚𝐜𝐡 𝐥𝐞𝐚𝐫𝐧𝐞𝐫𝐬 𝐚𝐜𝐫𝐨𝐬𝐬 𝐂𝐚𝐫𝐚𝐠𝐚

More learners, educators, researchers, and communities across Caraga can soon gain better access to science and technology information through DOST's STARBOOKS, the country's first digital science library.

To support this effort, Department of Science and Technology (DOST) Caraga Region trained STARBOOKS Deployment Officers on June 15, 2026 at The Pavilion Watergate, Butuan City, equipping them with the skills needed to install, manage, and maintain the system in beneficiary institutions.

Through hands-on training and technical guidance from resource speakers Reynaldo A. Morales Jr. and Gyver C. Basaya of DOST-Science and Technology Information Institute (DOST-STII), deployment officers are now better prepared to bring valuable learning resources to schools, libraries, and communities, especially in areas with limited internet connectivity.

By strengthening STARBOOKS deployment, DOST Caraga continues to make knowledge more accessible and create more opportunities for learning through science, technology, and innovation.

𝐒𝐀𝐑𝐀𝐈 𝐂𝐞𝐍𝐓𝐑𝐎 𝐂𝐚𝐫𝐚𝐠𝐚 𝐎𝐧 𝐀𝐢𝐫: Ang Project SARAI CeNTRO padayon nang ginapatuman sa nagkalain-laing LGUs sa Caraga, lakip na ang Dinagat Islands.

Kini usa ka inisyatibo nga nagtumong sa pagtabang sa atong mga mag-uuma pinaagi sa pag-adopt sa smart farming technologies ug systems.

Isip kabahin sa programa, mag-deploy ang DOST Caraga ug Automatic Weather Station (AWS) sa Municipality of Libjo aron makatabang sa mas tukmang local weather forecasting ug pagplano sa mga kalihokan sa umahan.

The Department of Science and Technology – Dinagat Islands (DOST-PDI), the Provincial Local Government Unit of Dinagat Islands (PLGU-PDI), and the Philippine Coconut Authority – Dinagat Islands (PCA-PDI) are advancing plans for the establishment of an 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗚𝗿𝗮𝗱𝗲 𝗦𝗮𝗹𝘁 𝗙𝗲𝗿𝘁𝗶𝗹𝗶𝘇𝗲𝗿 (𝗔𝗚𝗦𝗙) production facility through the proposed 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗔𝗦𝗜𝗡𝗦𝗢 (𝗔𝗴𝗿𝗶-𝘁𝗲𝗰𝗵 𝗦𝗼𝗹𝘂𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗡𝘂𝘁𝗿𝗶𝗲𝗻𝘁 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝗢𝗽𝘁𝗶𝗺𝗶𝘇𝗮𝘁𝗶𝗼𝗻). The initiative seeks to harness seawater—one of the province’s most abundant natural resources—as a locally available nutrient source to support agricultural productivity and strengthen the farming sector.

To assess the project’s feasibility and outline its implementation strategy, representatives from the partner agencies, led by 𝗗𝗢𝗦𝗧 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗗𝗿. 𝗔𝗻𝗻 𝗢. 𝗧𝗶𝗯𝗲, 𝗖𝗘𝗦𝗘, and 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿 𝗟𝗼𝗿𝗱 𝗜𝘃𝗲𝗲𝗻 𝗧. 𝗠𝗮𝘆𝗯𝘂𝗲𝗻𝗮, convened a coordination meeting on June 11, 2026, at the IJN Yamashiro Building in Barangay Cuarinta, San Jose, Dinagat Islands. Discussions focused on the project framework, environmental safeguards, seawater sourcing requirements, infrastructure development, and approaches for production, distribution, and farmer adoption. The meeting also consolidated key insights from a recent benchmarking visit to KGL Salt Farm in Alubijid, Misamis Oriental, which provided valuable inputs for the proposed rollout of AGSF production in the province.

Beyond establishing a production facility, Project ASINSO is envisioned as a science- and technology-driven initiative that can contribute to agricultural revitalization, livelihood generation, and long-term community resilience. By transforming seawater into a valuable agricultural input, the project highlights the potential of innovation and inter-agency collaboration to create sustainable opportunities for farmers and strengthen the province’s agricultural future.

On June 11, 2026, the Department of Science and Technology – Provincial Science and Technology Office of Dinagat Islands (DOST-PDI) successfully conducted the Training on Improving Production Efficiency through Effective Plant Layout and Workflow Design for Micro, Small, and Medium Enterprises (MSMEs). The activity was formally opened by 𝗗𝗿. 𝗔𝗻𝗻 𝗢. 𝗧𝗶𝗯𝗲, 𝗖𝗘𝗦𝗘, Provincial Director of DOST–Province of Dinagat Islands, who emphasized the vital role of efficient plant layout and workflow design in enhancing productivity, ensuring food safety, and improving the overall performance of food manufacturing enterprises. Through this initiative, DOST-PDI continues to equip local MSMEs with the knowledge and tools necessary to strengthen their operations, improve product quality, and increase their competitiveness in the market.

The training featured 𝗠𝘀. 𝗠𝗮𝗿𝗶𝗲 𝗞𝗿𝗶𝘀 𝗣. 𝗗𝗲𝗹𝗮𝗿𝗺𝗲𝗻𝘁𝗲, Provincial Director of DOST–Agusan del Sur, as the resource person. She discussed key concepts on effective facility layout and workflow optimization, highlighting the importance of proper personnel and product flow, waste management systems, zoning, space planning, and compliance with regulatory requirements. Her presentation also emphasized how well-designed production facilities can help enterprises maximize efficiency, reduce operational costs, and meet food safety standards.

To reinforce the learning gained from the lectures, participants actively engaged in workshop activities where they assessed their existing facility layouts, identified workflow bottlenecks, and proposed improvements to their production areas. The interactive workshop provided practical learning opportunities and allowed participants to receive technical recommendations tailored to their specific business needs, enabling them to develop safer, more organized, and more efficient production facilities.

The Department of Science and Technology – Provincial Science and Technology Office of Dinagat Islands (DOST-PDI) successfully conducted the Small Enterprise Technology Upgrading Program (SETUP) Forum on June 10, 2026, bringing together local MSMEs, community stakeholders, and development partners. As DOST’s flagship program for enterprise development, SETUP continues to empower MSMEs through technology interventions that enhance productivity, improve operational efficiency, and strengthen business competitiveness. In her opening message, Dr. Ann O. Tibe, CESE, Provincial Science and Technology Director, underscored the crucial role of science, technology, and innovation in driving local economic growth, creating sustainable livelihood opportunities, and improving the quality of life of Dinagatnon communities.

The forum served as a venue for showcasing the various programs and services of DOST that support both enterprise development and community empowerment. 𝗠𝘀. 𝗠𝗮𝗿𝘆 𝗚𝗿𝗮𝗰𝗲 𝗧𝗮𝗺𝗯𝗶𝘀-𝗣𝘂𝗹𝗶𝗱𝗼, Senior Science Research Specialist, presented the SETUP program and highlighted the transformative impact of technology adoption among SETUP-assisted MSMEs. Participants were also introduced to DOST Laboratory Services, community-based science and technology initiatives, and the Food Innovation Center through presentations by 𝗘𝗻𝗴𝗿. 𝗔𝗿𝗺𝗲𝗹 𝗕. 𝗖𝘂𝗿𝗮𝗱𝗮, Science Research Specialist I. Furthermore, 𝗠𝗿. 𝗥𝗼𝗯𝗲𝗿𝘁𝗼 𝗭𝗮𝗻𝗱𝗿𝗼 𝗝. 𝗢𝗹𝗮𝗴𝘂𝗲𝗿, Supervising Science Research Specialist, discussed the DOST Scholarship Program, encouraging the development of future science and technology professionals. Through this forum, DOST-PDI reinforced its commitment to expanding access to science, technology, and innovation while fostering stronger partnerships that contribute to resilient enterprises, empowered communities, and sustainable development in Dinagat Islands.

With the vision to continuously uphold professionalism and flawless ex*****on in handling VIP events, the Department of Science and Technology –Province of Dinagat Islands (DOST-PDI) personnel successfully participated in the Training on Diplomatic and Ceremonial Protocols on June 9, 2026, aimed at strengthening the participants’ knowledge and skills in managing official functions, engaging with dignitaries, and ensuring the proper observance of protocol in government events.

Spearheaded by Provincial Director Dr. Ann O. Tibe, CESE, the training forms part of DOST-PDI’s continuing efforts to enhance the competencies of its personnel to implement proper diplomatic and ceremonial protocols, contributing to more organized, professional, and effective delivery of public service.

The training was facilitated by Roberto Zandro J. Olaguer, Supervising Science Research Specialist of DOST-PDI, who served as the resource person shared invaluable insights on navigating the fine lines of diplomatic decorum.

The activity emphasized the importance of professionalism, respect, coordination, and attention to detail in handling official engagements and interactions with high-ranking officials, stakeholders, and partners. It also reinforced the role of protocol officers in ensuring the smooth and successful conduct of events while upholding the image and integrity of the organization.

What if one of Dinagat Islands' most abundant natural resources could help revive one of its most vital industries? For a province surrounded by vast seawaters, the answer may be closer than expected.

With coconut rehabilitation remaining a key priority following the widespread damage brought by Typhoon Odette, the Department of Science and Technology (DOST) – Dinagat Islands, represented by Supervising Science Research Specialist Roberto Zandro J. Olaguer, and the Philippine Coconut Authority (PCA) – Dinagat Islands, represented by Agriculturist II Bobbit Tomarong, recently held a coordination meeting on June 2, 2026, to discuss the development of Project ASINSO (Agri-tech Solutions for Innovative Nutrient Systems Optimization).

The initiative explores the potential of processing locally abundant seawater into Agricultural Grade Salt Fertilizer (AGSF) through science-based technologies. To support its planning and implementation, the meeting provided an opportunity to assess the current status of the coconut industry following Typhoon Odette, including rehabilitation targets, projected AGSF requirements, supply chain considerations, quality standards, and potential areas for technical collaboration and data sharing.

The discussions also highlighted the need for sustainable and locally available nutrient sources to support the province's coconut rehabilitation efforts. By harnessing an abundant yet underutilized natural resource, Project ASINSO seeks to transform seawater into a strategic agricultural input that could help reduce dependence on externally sourced fertilizers while supporting the long-term productivity of local coconut farms.

For Dinagat Islands, the future of coconut rehabilitation may not only lie in the land where coconuts grow—but also in the sea that surrounds it.
