AUGUST 17, 2026 | TOGETHER AGAINST DRUGS (TAD) MONDAY ✨

During the Traditional Flag Raising Ceremony, Agent Raymond Refuerzo of PDEA Aurora Provincial Office discussed the anti-illegal drugs campaign activities and programs of PDEA.

This is in line with the MADAC Dipaculao Initiative: TAD Mondays to strengthen drug prevention and community awareness in this municipality and to sustain its Drug Cleared Status.

Together, we work for a safer, healthier, and drug-free Dipaculao. 💪🇵🇭

August 10, 2026 | Together Against Drugs (TAD) Monday 💪

MLGOO Hannah Marie A. Dizon briefly discussed the Drug Free Workplace Policy (DFWP) Certification of the LGU Dipaculao, in line with MADAC’s best practice, TAD Monday, during the Flag Raising Ceremony, yesterday, August 10, 2026.

The Drug-Free Workplace Policy is highly relevant for LGUs because it promotes a healthy, safe, and productive work environment for all employees while ensuring that public service remains efficient and credible. By institutionalizing the policy, LGUs demonstrate good governance and serve as models for the community in upholding a drug-free workplace.

Compliance with DILG’s Drug-Free Workplace Certification Program also enables LGUs to receive recognition through the Drug-Free Workplace Seal, which reflects their commitment to employee welfare and public trust.

Furthermore, the DFWP supports the national anti-illegal drugs campaign and aligns the LGU with existing laws and issuances from the Dangerous Drugs Board, DILG, and the Civil Service Commission.

MADAC Members on Together Against Drugs: TAD Mondays✨

•MHO: Drug-Free Workplace Policy and CBRDP | CSAR by Doctor Edelmer B. Azcueta

On July 13, 2026, the Municipal Health Office (MHO), as part of the “Together Against Drugs: TAD Mondays” initiative, conducted an orientation on the Drug-Free Workplace Policy and the Community-Based Rehabilitation and Aftercare Development Program (CBRDP). The activity aimed to strengthen the implementation of a drug-free environment within the municipal workplace and to promote health, safety, and productivity among employees. The MHO also discussed the Client Status and Aftercare Report (CSAR), which serves as a monitoring tool to track the progress of Persons Who Use Drugs (PWUDs) enrolled in CBRDP. The program emphasizes rehabilitation, aftercare support, and reintegration of PWUDs into the community as an alternative to punitive measures.

•HRMO: CSC Random Mandatory Drug Testing of Personnel and Employee Assistance Program (EAP)

•Dipaculao MPS, and DDB Regulation No. 3 s. 2017 BIDA

The Human Resource Management Office (HRMO), headed by Mylene A. Armonio, discussed CSC Memorandum Circular No. 18, s. 2018 on the Random Mandatory Drug Testing of Personnel, which mandates all government agencies to conduct random drug testing to ensure a drug-free workplace and to reiterate the prohibition of illegal drug use among government employees. The HRMO also presented the Employee Assistance Program (EAP), which provides counseling, referral, and support services to employees who may be affected by drug-related concerns.

Meanwhile, the Dipaculao MPS, through PLT Susan España, presented its role in anti-illegal drug operations and supported the advocacy of the Buhay Ingatan, Droga'y Ayawan (BIDA) Program under DDB Regulation No. 3, s. 2017. The BIDA program underscores a whole-of-nation approach in drug prevention, law enforcement, rehabilitation, and community participation.

The conduct of TAD Mondays, as one of the Best Practices and initiative of MADAC Dipaculao, chaired by Mayor Danilo A. Tolentino, aims to continuously raise awareness, ensure compliance with national policies, and promote collective action toward a drug-free and resilient municipality.
