PCAT-VAWC 2nd Quarter Meeting Strengthens Inter-Agency Commitment to Protect Women and Children

The Zamboanga del Norte Provincial Committee on Anti-Trafficking and Violence Against Women and Their Children (PCAT-VAWC) successfully conducted its 2nd Quarter Meeting on June 18, 2026, at the 2nd Floor Hall 2, Provincial Capitol Building, Estaka, Dipolog City.

On behalf of Provincial Governor and GFPS Chairperson Hon. Darel Dexter T. Uy, the meeting was presided over by Ms. Hannah Lou G. Mandantes, Acting Provincial Social Welfare and Development Officer (PSWDO), who led the discussions and reaffirmed the importance of strengthened inter-agency collaboration in addressing issues concerning human trafficking, violence against women and children, and gender-responsive governance.

Among the key agenda discussed were the salient features of DILG Memorandum Circular No. 2023-181, updates on the activation of Teen Centers presented by the Provincial Health Office and Philippine National Police, as well as the accomplishments, concerns, and recommendations of PCAT-VAWC member agencies and provincial offices.

The quarterly meeting served as an avenue to assess ongoing initiatives, share best practices, and formulate collective actions that will further enhance the protection, welfare, and empowerment of women, children, and vulnerable sectors throughout the province.

Through the continued commitment of its member agencies and partners, the Provincial Government of Zamboanga del Norte remains steadfast in building safer communities and promoting a more responsive and inclusive system of protection for all.

ERPAT CONNECT: “A Father’s Day Special”

In celebration of Father’s Day, the Provincial Government of Zamboanga del Norte, through the Provincial Social Welfare and Development Office (PSWDO) headed by Ms. Hannah Lou G. Mandantes, successfully conducted ERPAT CONNECT: “A Father’s Day Special” on June 18, 2026, at the Ground Floor, Plenary Hall, ZNCEC, Estaka, Dipolog City.

The activity gathered 60 ERPAT members (Empowerment and Reaffirmation of Paternal Abilities) from across the province, providing a meaningful platform to strengthen fathers’ roles as responsible parents, community leaders, and advocates for child and family welfare.

Although Governor Hon. Darel Dexter T. Uy was unable to attend due to official business commitments, his unwavering support for family-centered programs was conveyed through Vice Governor Hon. Jose Julius C. Napigquit, who represented him during the event and delivered his message to the participants.

Also present was Hon. Michael “Jojo” M. Documento, 2nd District Board Member and Chairperson of the Committee on Police, Peace and Order, and the Committee on Social Services, Human Settlement and Community Development. As the Keynote Speaker, BM Documento emphasized the significant role of fathers in fostering strong family values, promoting child welfare, and building peaceful and resilient communities.

The activity was further enriched by the expertise of two distinguished resource persons whose topics are essential in the implementation of family welfare and child protection programs:

⚖️ Atty. Natasha Kaye V. Angeles, ZN-IBP Lawyer, who discussed Family and Parenting Laws, empowering participants with legal knowledge and awareness of parental rights and responsibilities.

🛡️ Ms. Lovely Q. Belotendos of CPTCSA, who shared vital insights on Child Protection and Welfare, highlighting the collective responsibility of families and communities in safeguarding children’s rights and well-being.

Through initiatives such as ERPAT Connect, the Provincial Government of Zamboanga del Norte continues to promote responsible fatherhood, strengthen family relationships, and empower communities toward a more caring, protective, and family-centered society.

The Provincial Government of Zamboanga del Norte, under the leadership of Governor Darel Dexter T. Uy, continues to extend assistance to families affected by the fire incident that occurred in the early morning of June 14, 2026, at Purok Bulahan, Barangay Turno, Dipolog City.

Based on the initial report from the Bureau of Fire Protection (BFP) Dipolog, a total of 17 households comprising 22 families were affected by the incident, with several houses sustaining total and partial damage.

In response, the Provincial Social Welfare and Development Office (PSWDO), in coordination with the Provincial Disaster Risk Reduction and Management Office (PDRRMO), immediately deployed personnel on the same day to conduct an initial assessment of the affected families and determine their immediate needs.

Through the collaborative efforts of the PDRRMO and the Office of Civil Defense (OCD), Family Shelter Kits were distributed to the affected families. Likewise, the PSWDO extended shelter assistance and distributed used clothing to all affected families as part of the Provincial Government’s commitment to providing timely support and helping communities recover from disasters.

The Provincial Government remains steadfast in ensuring that no family is left behind during times of crisis and will continue to work closely with concerned agencies and local government units to assist those affected and support their recovery efforts.

A rain-induced and human-induced landslide incident occurred on June 12, 2026, at approximately 10:00 AM in Don Eleno, Municipality of Sergio Osmeña, Zamboanga del Norte, affecting a total of 45 families and causing partial damage to 12 houses.

In response, the Provincial Government of Zamboanga del Norte, through the Provincial Social Welfare and Development Office (PSWDO) headed by Ms. Hannah Lou G. Mandantes, immediately deployed personnel to the affected area to provide relief assistance and support evacuation efforts. The operation is being conducted in close coordination with the Local Disaster Risk Reduction and Management Office (LDRRMO) and the Municipal Social Welfare and Development Office (MSWDO) of Sergio Osmeña.

Continuous monitoring and assessment are ongoing as rainfall persists in the area. The Provincial Government remains committed to ensuring the safety and welfare of all affected families and communities.

DIPOLOG CITY, Zamboanga del Norte [June 9, 2026] —Dugang tabang pinansyal gikan sa kagamhanang probinsyal ang gitunol ni Acting Provincial Administrator Charmie A. Yu karong adlawa ngadto sa pamilya sa OFW nga nakabsan sa kinabuhi sa Lebanon niadtong Abril 15 ning tuiga.

Ang pinansyal nga ayuda gidawat sa inahan sa biktima samtang naghulat sa pag-abot sa patay’ng lawas sa iyang anak, nga gilauman nga moabot ugmang adlawa human sa duha ka bulan nga proseso sa repatriation.

Kahinumdoman nga gibisita sa mga opisyal ug personahe sa Department of Migrant Workers (DMW) pinangulohan ni DMW Undersecretary Bernard P. Olalia ang panimalay sa biktima didto sa Brgy. Olingan ning dakbayan kaniadtong Abril 21, kauban ang mga opisyal sa Probinsya sa Zamboanga del Norte.

Atol sa maong pagbisita, gawas sa inisyal nga tabang nga gidawat sa pamilya gikan sa nasyonal, gi-asumir sa kagamhanang probinsyal ang galastuhon sa lungon ug embalsamar samtang giangkon sa Pangagamhanang Lokal sa Dipolog ang lubnganan sa biktima.

Sa usa ka emosyonal nga mensahe, mipadayag sa iyang pagpasalamat ang inahan sa biktima ngadto kang Gob. Darel Dexter Uy ug mga kauban sa probinsya tungod kay nabati niya nga wala siya pasagdi panahon sa kalisod nga giatubang sa ilang pamilya.

“Magpasalamat ko’g dako ni Gob. Darel Uy ug sa (Dipolog)City nga ilang gihatag tanan nakong gipangayo, ang lubnganan sa akong anak, sa iyang lungon, sa iyang pagbalsamar, ug cash assistance nga ilang gihatag sa akoa…Magpasalamat gyud ko ila kong gitabangan aning akong problema ug wala ko nila pasagdi”, sulti sa inahan sa biktima.

The Provincial Social Welfare and Development Office (PSWDO) warmly welcomes the eleven (11) Bachelor of Science in Social Work Interns from Mindanao State University - Marawi Campus as they officially begin their Day 1 field instruction and internship at the Provincial Capitol of Zamboanga del Norte.

The student interns were accompanied by Mr. Jopfler P. Ruedas, faculty member of the Social Work Deparment, who joined them in this significant step forward their professional development and practical learning experience in the field of social work.

This partnership was initiated through a courtesy call held on May 18, 2026, wherein Mr. Ruedas together with Ms. Sheeh Casie L. Montilla, met with Governor Darel Dexter T. Uy to discuss potential collaborations and partnerships between Mindanao State University - Marawi Campus and the Provincial Government of Zamboanga del Norte.
