DIPOLOG CITY, ZAMBOANGA DEL NORTE – The National Irrigation Administration (NIA) Central Office – Institutional Development Division (IDD) conducted the validation of the Irrigation Management Transfer (IMT) Contract and the utilization of the Operations and Maintenance (O&M) Subsidy among selected Irrigators' Associations (IAs) in Zamboanga del Norte. The validation team from the NIA Central Office was composed of Melyn T. Jover, Community Development Officer (CDO) IV, Ristine Christian Heart Navarro, CDO II, and Rodel Adiao, CDO II. They were joined by personnel from the NIA Regional Office led by Ms. Rosie Lyn R. Bayawa, Supervising Irrigators Development Officer.

The validation covered two Irrigators' Associations representing the National Irrigation System (NIS) and the Communal Irrigation System (CIS): Punta-Sinaman Irrigators Association under Dipolog NIS – Division 2 and Saygano Farmers Irrigators Association under Magsaysay CIS. Guided by the leadership of Regional Irrigation Manager Engr. June Nathaniel S. Plaza, both Irrigators' Associations successfully presented the required documentary requirements covering operations and maintenance, financial and organizational governance. The validation team thoroughly reviewed the records to ensure compliance with the provisions of the IMT Contract and the proper utilization of the O&M Subsidy.

The activity forms part of NIA's continuing commitment to strengthen institutional development and promote transparency and accountability among partner Irrigators' Associations. It also serves as a mechanism to assess the effectiveness of the IMT Program and identify opportunities for further improvement in irrigation management. Through this validation, NIA ensures the efficient monitoring of the IMT Program, particularly in tracking the proper utilization of the Operations and Maintenance (O&M) Subsidy. The initiative reinforces the agency's commitment to empowering Irrigators' Associations, improving irrigation service delivery, and enhancing agricultural productivity for the benefit of farming communities in the region.

ZAMBOANGA DEL NORTE – The Department of Social Welfare and Development (DSWD), in partnership with the National Irrigation Administration (NIA) Zamboanga del Norte Regional Sub-Office (ZDNRSO), successfully turned over a ₱200,000.00 Project Development and Advancement Grant (PDAG) incentive to the Balubuhan-Umbay Zero Hunger Sustainable Livelihood Program Association (SLPA) during a ceremonial turnover held at Balubuhan, Rizal, Zamboanga del Norte on July 28, 2026.

With the guidance and support of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza, the activity was attended by NIA ZDNRSO Acting Manager Engr. Rex L. Armentia, Municipal Mayor Hon. Marissa D. Manigsaca of Rizal, and representatives from the Department of Social Welfare and Development (DSWD) led by Provincial Coordinator Ms. Therese Maravel B. Arcenal. Also in attendance were the officers and members of the Balubuhan-Umbay Zero Hunger Sustainable Livelihood Program Association (SLPA), who are likewise members of the Irrigators Association under the Balubuhan Communal Irrigation System (CIS). The grant serves as an incentive under the Project Development and Advancement Grant (PDAG), recognizing the association's commendable performance and successful implementation of its livelihood initiatives. Now on its second year of implementation, the Balubuhan-Umbay Zero Hunger SLPA has demonstrated effective management, organizational growth, and compliance with programme standards, making it eligible for an additional ₱200,000.00 financial assistance following a favourable assessment conducted by DSWD.

The turnover of the PDAG incentive reflects the continued commitment of DSWD and NIA in empowering organized farmer-beneficiaries through sustainable livelihood interventions, institutional strengthening, and collaborative community development. The partnership also highlights the vital role of Irrigators Associations in promoting not only efficient irrigation management but also inclusive socio-economic growth in rural communities.

SIBUCO, ZAMBOANGA DEL NORTE – The National Irrigation Administration – Zamboanga del Norte Regional Sub-Office (NIA ZDNRSO), under the guidance of NIA Regional Office IX Regional Manager Engr. June Nathaniel S. Plaza, in collaboration with the Department of Agriculture – Philippine Center for Postharvest Development and Mechanization IX (DA-PhilMech), conducted a site validation for the proposed Rice Processing System II in the Municipality of Sibuco, Zamboanga del Norte on July 16, 2026. The validation aimed to assess the suitability of the proposed project site and evaluate its potential to serve rice farmers and irrigators' associations within the clustered cooperative.

The initiative forms part of the government's continuing efforts to strengthen post-harvest infrastructure, reduce production losses, and improve the efficiency and profitability of rice farming in the province. A major highlight of the activity was the commitment of the Local Government Unit of Sibuco, led by Municipal Mayor Hon. Joel Ventura, to donate a 5,000-square-meter lot for the establishment of the proposed facility. The property will be donated to the Siocon Irrigators Marketing Cooperative (SIMCOOP), one of the recognized clustered cooperatives in Zamboanga del Norte, further demonstrating the LGU's strong support for agricultural development and farmer empowerment. Following the site inspection, the NIA ZDNRSO and DA-PhilMech IX team also conducted field validation of several Irrigators' Associations (IAs) under the SIMCOOP clustered cooperative in the municipalities of Sibuco and Siocon.

The activity assessed the operational status, service areas, and readiness of the member associations to benefit from the proposed post-harvest facilities. Through the continued collaboration among NIA, DA-PhilMech, the LGU of Sibuco, and farmers' organizations, the project represents a significant step toward strengthening the rice value chain and promoting sustainable agricultural development in the province of Zamboanga del Norte.

BALINTAWAK, PAGADIAN CITY – The National Irrigation Administration (NIA) Region IX recently conducted a four-day training to further enhance the capabilities of its engineering personnel in modern land surveying and mapping. Through a combination of lectures and hands-on field exercises, participants learned how to use advanced surveying equipment, GPS technology, drones, and digital mapping tools to collect accurate land information needed for the planning, design, and implementation of irrigation projects.

The training equipped participants with the knowledge and skills needed to carry out accurate field surveys, efficiently collect and manage spatial data, and produce dependable engineering outputs such as topographic maps, contour maps, and digital elevation models. By providing practical exposure to both conventional surveying techniques and modern geospatial technologies, the program helped participants improve the accuracy, efficiency, and reliability of survey activities essential to infrastructure planning and development.

Through initiatives like this, NIA Region IX continues to invest in the professional development of its workforce by embracing innovative technologies that enhance engineering operations. Strengthening technical competencies in modern surveying supports informed decision-making, improves project implementation, and contributes to the sustainable development of irrigation infrastructure that ultimately benefits farming communities across the region.

BALINTAWAK, PAGADIAN CIY - The National Irrigation Administration (NIA) marked its 63rd Founding Anniversary through a simultaneous nationwide livestream on June 23, 2026, carrying the theme “Perlas ng Kasaganaan: Ika-63 Taon ng Patubig at Tagumpay.” The celebration culminated with the “Daloy ng Tagumpay” anniversary program, which featured recognition of outstanding employees, irrigators’ associations (IAs), and partners who continue to contribute to the advancement of the irrigation sector and Philippine agriculture. The event also served as a venue to reaffirm NIA’s commitment to strengthening irrigation services, empowering farmers, and promoting excellence across the agency.

One of the highlights of the celebration was the recognition received by irrigators’ associations from NIA Region IX at the national level. Batayan United Farmers IA, Inc. was named the Most Outstanding CARP-IC Irrigators’ Association for CY 2025 (Rice Category) and received a plaque of recognition and a ₱300,000 cash award. Meanwhile, Starbright Farmers Irrigators Association, Inc., represented by IA President Celso O. Simborio, was recognized as one of the National Outstanding Irrigators’ Association Performers under the National Irrigation System (NIS) Category, receiving a plaque of recognition and a ₱500,000 livelihood project grant. In the Communal Irrigation System (CIS) Category, Balibaan Irrigators Association, Inc., led by IA President Eleazar S. Ricaborda, likewise received a plaque of recognition and a ₱500,000 livelihood project grant. The region also acknowledged Ever Green Malamboon Farmers Irrigators Association, Inc. and Bingon Farmers Irrigators Association, Inc. for their achievements under the Gawad Saka: Parangal sa mga Natatanging Magsasaka at Mangingisda in the NIS and CIS categories, respectively.
During the program, NIA officials emphasized the agency’s renewed direction and long-term vision for the irrigation sector. In his inspirational message, OIC-Deputy Administrator for Engineering and Operations Engr. Reyne B. Ugay encouraged NIA personnel and stakeholders to renew their sense of purpose in serving Filipino farmers. NIA Administrator Engr. Eddie G. Guillen underscored that “Ang NIA ay matatag, makabago, at progresibong institusyon na handang tumugon sa hamon ng panahon,” while reaffirming efforts to strengthen irrigators’ associations and support their transition into sustainable and empowered cooperatives. He also stressed the importance of transparency and collaboration among stakeholders. As Guest of Honor and Speaker, Undersecretary Erwin D. Sta. Ana, Chairperson of the NIA Board of Directors, echoed the national government’s vision for food security, stressing that irrigation remains the backbone of agricultural productivity. Citing the administration’s priorities, he emphasized that NIA’s role extends beyond delivering irrigation services, as the agency continues to maximize its water resources and infrastructure to drive economic growth, strengthen community resilience, and support a stable food supply. “Walang matatag na supply ng pagkain kung walang maaasahang patubig,” he said, highlighting the vital role of irrigation in sustaining the country’s agricultural future.

POLANCO, ZAMBOANGA DEL NORTE – The Silalela Irrigators Association, Inc. (SILALELA IA) of Barangay Silawe, Polanco, Zamboanga del Norte formalized a convergence partnership with the Department of Labor and Employment (DOLE) on June 17, 2026, to undertake the desilting of irrigation canals within its service area. Through this collaborative initiative, twenty-five (25) beneficiaries were engaged to carry out canal desilting activities for a period of forty-five (45) days, aimed at improving water delivery efficiency and ensuring reliable irrigation services for farmers.

With a total project cost of Php 493,875.00, the program provides both livelihood opportunities for IA members and immediate improvements to irrigation infrastructure. The desilting works are expected to enhance the operational efficiency of the irrigation system by restoring the carrying capacity of canals, thereby contributing to increased agricultural productivity and sustained water supply for irrigated farms.

This undertaking highlights the importance of inter-agency collaboration in supporting rural development and strengthening agricultural communities. With the guidance and support of the National Irrigation Administration (NIA) Regional Office IX, the NIA-Zamboanga del Norte Regional Sub-Office continues to foster partnerships that promote inclusive growth, improve irrigation services, and uplift the welfare of irrigators and farming communities across the province.

ZAMBOANAGA DEL NORTE – The Department of Labor and Employment (DOLE), in partnership with the National Irrigation Administration Zamboanga Del Norte Regional Sub-Office (NIA ZDNRSO), successfully conducted a TUPAD Orientation on May 19, 2026 for two Irrigators Associations (IAs) in the Municipality of Sibutad and Dapitan City, Zamboanga del Norte. A total of fifty (50) beneficiaries, all members of the participating Irrigators Associations, attended the orientation and are set to benefit from the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program. Of the total beneficiaries, thirty (30) are members of the Saygano Irrigators Association located in Magsaysay, Sibutad, Zamboanga del Norte, while twenty (20) beneficiaries are from Payan Irrigators Association in Ilaya, Dapitan City, Zamboanga del Norte.

The initiative is in line with the convergence efforts of NIA aimed at strengthening partnerships with various government agencies to provide additional support and livelihood opportunities to farmer-beneficiaries. The activity was conducted under the guidance and leadership of Regional Manager Engr. June Nathaniel S. Plaza.

Through the TUPAD Program, the beneficiaries will be provided temporary employment for twenty (20) working days. Their assigned work will focus on the clearing and maintenance of irrigation facilities within their respective service areas, contributing to the continuous and efficient delivery of irrigation services to farmers. The program highlights the commitment of both DOLE and NIA in uplifting the welfare of irrigators and farming communities by providing immediate employment assistance while promoting the proper maintenance of vital irrigation infrastructures.
