DepED Dipolog DRRMS The office was elevated into a Service in 2015.

The Disaster Risk Reduction and Management Service (DRRMS) is the Department of Educationโ€™s focal and coordination unit for Disaster Risk Reduction and Management, Climate Change Adaptation, and Education in Emergencies. In recognition of the various disaster risks arising from natural and human-induced hazards, through Department Order (DO) no. 50 series of 2011, DepEd created the Disaster Risk R

eduction and Management Office, in line with the Philippine Disaster Risk Reduction Management Act of 2010 (Republic Act 10121). The DRRMS, as stipulated in its Charter, is tasked to:
Empower the DepEd personnel, offices, schools and learners in ensuring safety and learning continuity;
Institutionalize Disaster Risk Reduction and Management (DRRM), Climate Change Adaptation (CCA), and Education in Emergencies (EiE); and
Strengthen the resilience of basic education in the context of natural and human-induced hazards. In accordance with its mandate, the DRRMS has set its goals and outcomes to address the risks and impacts of natural and human-induced hazards confronting the basic education sector.

๐Ÿ“ข 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) | SDO Dipolog

Personnel of the Schools Division Office of Dipolog City actively participated in the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) held at the SDO Compound, Sta. Isabel, Dipolog City. The activity highlighted the proper Duck, Cover, and Hold procedure and safe evacuation practices to ensure preparedness in the event of an earthquake.

Through the collective participation of division office personnel, the drill reinforced the importance of readiness, coordination, and awareness in responding to emergencies. Activities like this strengthen the culture of safety and resilience within the workplace and the entire education community.

In line with the continuing efforts to promote disaster preparedness and safety in schools, DepEd Schools of Dipolog City actively participated in the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) last March 12, 2026.

Learners, teachers, and school personnel demonstrated the proper Duck, Cover, and Hold procedures and practiced safe evacuation protocols, strengthening the culture of preparedness in every school community. Activities like the NSED reinforce the importance of readiness and coordination in times of emergencies, ensuring that our schools remain safe learning spaces for all.

This initiative supports the Disaster Risk Reduction and Management Service (DRRMS) commitment to Pillar 2: Disaster Risk Management and Pillar 3: Risk Reduction and Resilience Education, empowering our learners and personnel with the knowledge and skills needed to respond effectively during disasters.

DepEd Dipolog City Division proudly participated in the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) in support of the campaign โ€œLigtas ang Bayan Kung Handa ang Mamamayan.โ€๐Ÿซ๐Ÿ“ข

Personnel from the Schools Division Office and schools across the division actively joined the drill, demonstrating proper Duck, Cover, and Hold procedures and coordinated evacuation practices. 1. In compliance with DepEd Order No. 37, s. 2015 (Comprehensive Disaster Risk Reduction and Management in Basic Education Framework) and DepEd Order No. 13, s. 2021 (Policy and Guidelines on the Disaster Risk Reduction and Management in Basic Education), and in line with the continuing efforts to strengthen the disaster preparedness and response capabilities of schools, all School Heads and School DRRM Coordinators are hereby directed to conduct a comprehensive inventory of all NTC-registered hand-held radios currently in the possession of their respective schools.
2. This inventory is critical to ensure that all communication equipment is properly accounted for, functional, and ready for deployment during emergencies and disaster situations.
3. Guidelines:
a. Coverage: The inventory shall include all NTC-registered hand-held radios issued to the school, whether operational or non-operational.
b. Information Required: The following details must be provided for each hand-held radio:
a. NTC License/Registration Number
b. Brand and Model
c. Serial Number
d. Call Sign (if applicable)
e. Current Condition (Operational/Non-operational)
f. Location/Assignment within the school
g. Accountable Person

The DepEd Dipolog Disaster Risk Reduction and Management Service (DRRMS), in collaboration with the Education Facilities Section (EFS), conducted Learning Continuity Spaces (LCS) School Site Validation in selected schools identified as potential recipients of one (1) unit of the Upgraded Temporary Learning Shelter (UTLS) from DepEd DRRMS.

The activity assessed viable and safe areas within school campuses where the upgraded learning continuity facilities may be installedโ€”ensuring that learners and teachers will have a safe, functional, and accessible space for education, especially in disaster-affected situations.

This initiative supports the core mandate of the Department of Education in providing inclusive, accessible, and liberating education for all, while also contributing to Sustainable Development Goal 4 (Quality Education) of the United Nations Sustainable Development Goals. ๐ŸŒ๐Ÿ“š

The Upgraded Temporary Learning Shelter (UTLS) and Temporary WASH Facilities (TWF)โ€”collectively known as the Disaster Response System for Learning Continuity (DRSLC)โ€”are modular and prefabricated solutions designed to enable swift and effective educational recovery after disasters.

Key components include:

๐Ÿ”น Portable sanitation units and PWD-accessible toilets
๐Ÿ”น Handwashing stations and rainwater harvesting systems

Once deployed, the Upgraded TLS with its complete components can be installed and operational within approximately 7 working days, ensuring that learning continues even during challenging times.

NATIONWIDE SIMULTANEOUS EARTHQUAKE DRILL (NSED)

1. In compliance with NDRRMC Memorandum No. 015, s. 2026 and Regional Memorandum No. 86 s, 2026, the Division Disaster Risk Reduction and Management Service (DRRMS) hereby informs all concerned of the CY 2026 Quarterly Nationwide Simultaneous Earthquake Drill (NSED):

1st Quarter 12 March 2026 3:30PM
2nd Quarter 18 June 2026 9:00AM
3rd Quarter 10 September 2026 2:00PM
4th Quarter 5 November 2026 9:00AM

2. All DepEd Offices, field units, and schools are strongly enjoined to ensure maximum participation of learners, teaching and non-teaching personnel, and stakeholders in the drill. This is particularly critical in light of the recent earthquake incidents across the country, which underscore the importance of disaster preparedness and immediate response protocols.

3. School DRRM Coordinators shall ensure that:
โ€ข All participants are briefed on the proper earthquake drill procedures (Duck, Cover, and Hold) and ensure maximum participation among the school community
โ€ข Evacuation routes and assembly areas are clearly identified and accessible
โ€ข Coastal schools identify tsunami-safe zones and high-ground evacuation areas
โ€ข Emergency communication systems are tested and functional
โ€ข Post-NSED evaluation is conducted with the School DRRM Team
โ€ข Earthquake contingency plans are updated based on identified gaps while integrating new operational strategies and lessons learned
โ€ข All NSED activities are documented and uploaded to the designated reporting platform
