๐Ÿšจ BUILDING SAFE SCHOOLS & RESILIENT COMMUNITIES!

Our dedicated District Disaster Risk Reduction and Management (DRRM) Coordinators gathered at Top Plaza Hotel, Dipolog City last July 27โ€“28, 2026 for the 2026 Midyear DRRM Coordination Meeting.

The two-day session focused on reviewing our local disaster risk strategies, assessing our progress for the first half of the year, and aligning our preparedness actions for upcoming challenges.

One of the highlights of the activity is the Orientation on School Contingency Plans for Active Attack/Shooter Incidents.

Other agenda include the review and presentation of Division Accomplishments for the first half of FY 2026 and overview of DRRM Priority Programs such as Pillar 1 Guidebook, M7x Ready, and DepEd Agile Response Team (DART).

With our 35 school districts fully equipped and aligned, we continue to strengthen school-ground safety and emergency response mechanisms across the division! ๐Ÿซโœจ

The Office of Civil Defense Regional Office IX, in celebration of the National Disaster Resilience Month (NDRM) 2026, invites all public and private elementary and secondary schools in Region IX to participate in the "Kabataang Handa, Ligtas na Komunidad: A School-Based Disaster Preparedness Video Contest 2026."

This competition aims to empower the youth to become advocates of disaster preparedness by showcasing their creativity, knowledge, and commitment to building resilient schools and communities through meaningful video storytelling.

With the theme:

โ€œNaghahanda at Kumikilos Tungo sa Panatag na Bagong Pilipinasโ€

participants are encouraged to produce compelling videos that demonstrate the importance of preparedness, response, and recovery before, during, and after disasters. Through this initiative, students can inspire their fellow youth and communities to take an active role in promoting a culture of safety and resilience.

In line with DepEd Order No. 006, s. 2026 โ€“ Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE), all public schools are directed to implement the standardized Bag Inspection Guidelines as part of school safety and security measures. The policy aims to maintain a secure, orderly, and learner-friendly environment while upholding the rights and dignity of every learner.

โœ… Who are covered?
All learners, school personnel, and visitors entering the school premises may be subject to routine bag inspection.

โœ… Purpose
To prevent the entry of prohibited or potentially harmful items and to help ensure the safety and welfare of everyone within the school community.

โœ… Authorized Personnel
Bag inspections shall only be conducted by authorized personnel such as licensed security guards or designated school personnel duly authorized by the school.

โœ… Non-Contact Methods Only
Schools shall utilize non-contact inspection methods such as electronic scanners, handheld metal detectors, and search sticks whenever available.

โŒ Strictly Prohibited
โ€ข Stop-and-frisk procedures
โ€ข Physical pat-downs
โ€ข Unnecessary touching of personal belongings
โ€ข Any inspection that violates learner rights, privacy, or dignity

โš ๏ธ When Further Inspection is Necessary
If reasonable suspicion exists, the learner shall be respectfully escorted to the designated office, and any further inspection shall be conducted following established protocols and in the presence of authorized personnel, guidance personnel, or appropriate school authorities.

๐Ÿค Safety and Rights Go Hand in Hand
The implementation of bag inspection guidelines is not intended to punish or intimidate learners. Rather, it is a preventive measure that promotes a culture of safety, responsibility, and shared accountability among learners, parents, school personnel, and stakeholders. Schools are encouraged to ensure that all inspections are conducted with respect, transparency, and adherence to child protection and learner rights principles.

The Department of Education (DepEd) Disaster Risk Reduction and Management Service (DRRMS) is recommending a specialized contingency plan to address the threat of active shootersโ€”defined as individuals actively engaged in killing or attempting to kill people in confined and populated areas. This briefing document outlines a โ€œWhole-of-DepEdโ€ and โ€œWhole-of-Communityโ€ approach that prioritizes one primary goal: TO SAVE LIVES.

Under this framework, all other objectives, including education continuity and property preservation, are secondary until life safety risks are stabilized. The plan mandates a shift from normal operations to a tactical survival mindset, encompassing physical site hardening, the activation of a specialized Incident Management Team (IMT), clear tactical response protocols (RUN, HIDE, FIGHT), and a phased recovery process known as the 4H Learning Continuity Framework.

The School Contingency Plan For Incidents Involving Active Shooters is intended to form part of the existing disaster contingency plans of all DepEd schools. A training playbook is also attached herewith.

Safety is everyoneโ€™s responsibility. While incidents involving active shooters are rare, preparedness can save lives. Every school must have a clear, practiced, and well-communicated contingency plan to ensure the safety and protection of learners, teachers, and personnel.

Remember the key response principle: RUN. HIDE. FIGHT.
โœ… Run if a safe escape route is available.
โœ… Hide by securing and barricading your location when evacuation is not possible.
โœ… Fight only as a last resort when your life is in immediate danger.

Preparedness begins long before an emergency occurs. Through effective planning, regular drills, coordinated response protocols, and strong partnerships with law enforcement and local authorities, schools can strengthen their readiness and resilience.

๐—ก๐—ฆ๐—˜๐—— ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ | Pitawe Integrated School successfully hosted the Municipal-Scale Second Quarter National Simultaneous Earthquake Drill (NSED) and Enhanced Tsunami Drill, demonstrating a high level of preparedness and commitment to school and community safety.

The activity was made possible through the strong collaboration of DepEd Gutalac II District, under the leadership of PSDS Simlo Lomarda, together with the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Gutalac, Rural Health Unit (RHU) Gutalac, and the Barangay Local Government Unit of Pitawe.

The exercise highlighted the effective activation of the Incident Command System (ICS), the proper ex*****on of the โ€œDuck, Cover, and Holdโ€ procedure during the simulated earthquake, and the orderly evacuation of learners, personnel, and stakeholders to designated higher grounds in response to the tsunami scenario. Each phase of the drill was carried out with discipline, coordination, and urgency, reflecting the communityโ€™s readiness to respond to potential hazards.

A notable feature of the activity was the exemplary performance of the districtโ€™s trained DRRM Team, composed of school heads and non-teaching personnel, who effectively served as first responders and response coordinators throughout the simulation. Their competence and commitment showcased the value of continuous capacity-building and preparedness initiatives within the education sector.

More than a drill, this activity reaffirmed the power of inter-agency collaboration, community participation, and proactive disaster preparedness in ensuring the safety and resilience of schools and communities.
