Culled from our โI LOVE DUMAGUETEโ platform of government, Team KASALIGAN has this 5-Point Development Agenda where all our policies, actions and programs will be based. These are:

This will mean enacting two significant city ordinances for the Building and Establishment of the Dumaguete City Hospital and the creation of the Dumaguete City Medical School Scholarship Program.
This plan will likewise lead to the provision of a medical doctor for each barangay health station tasked, among others, to conduct home visitation to bed-ridden or sick people.
This healthcare blueprint also means the establishment of a Dialysis Center and the provision of a sufficient supply of medicine to all Dumaguetรฑos.

For every Dumagueteรฑo to have dignity and pride, Team KASALIGAN shall:
a) Work with the private sector and concerned government agencies for the construction of 100-150 housing units every year
b) Enact an ordinance establishing a Low-Cost and Disaster-Resilient Housing Program in Dumaguete City
c) Inventory all public lands in Dumaguete and formulate plans and policies for their sustainable use and development.

1. Under Solid Waste Management, the team shall undertake the following:
a) Methodical search for a suitable site for final disposal of wastes through sterile methods making sure that there is minimum environmental impact. This is strictly complying with RA 9003 or the Ecological Solid Waste Management Act of 2000 mandating LGUs all over the country to establish sanitary landfills. This is also to align the city with other LGUs in having common disposal facilities.
b) Provide technical and financial assistance (including garbage trucks) to establish and operate a Material Recovery Facility (MRF) in each barangay or a cluster of barangays. This MRF shall receive recyclable waste for final sorting, segregation, composting, and recycling in an efficient and environmentally sound manner and to be sold in bulk to โjunk shopsโ. The remaining residual wastes shall be collected by the City.
c) Enact an Ordinance that would establish the Sanitary Landfill and the Ecological Solid Waste Management System of Dumaguete City
2. For Wastewater Management, the team will take every effort to:
a) Protect the health of family members and avoid exorbitant medical expenses, maintain hygiene and cleanliness, and safeguard our coastal areas, especially the boulevard as pride of the city and as our place for relaxation and family leisure.
b) Build low-cost, low-maintenance and efficient Wastewater Treatment Plant onsite for the public marketโs untreated wastewater using the biological system or non-mechanized system of treatment (Mechanized system is energy dependent and expensive. Biological approach is less expensive, effective and efficient in cleaning up polluted effluents).

Within this blueprint, Team KASALIGAN shall:
a) Create cooperatives and promote people empowerment as a means to advance sustainable economic development, poverty reduction, inclusive growth, and social justice.
b) Enact an ordinance creating the Dumaguete City Cooperative Development Office (DCCDO).

c) Enact an ordinance providing Financial Backing to Qualified But Poor Dumaguete Resident to Become a Member of Any Successful Cooperative in Dumaguete City.
d) Establish a Bagsakan Center
e) Enact an ordinance providing for Food Production Assistance in Integrated Urban & Rural Farming, Inland and Marine fisheries
f) Produce crops in Poblacion barangays through containerized gardening (urban agriculture)
g) Provide water supply facilities (e.g. hose/pipes or pipe irrigation)
h) Provide sufficient farm inputs, machineries, and facilities for rice, corn, vegetables (farm tractors, floating tillers, rice threshers, power sprayers, certified seeds, organic fertilizers)
i) Provide post-harvest facilities (solar bubble dryers, rice and corn mills)
j) Develop idle lots for food production
k) Build more Farm-To-Market roads
l) Give Scholarships to 4H Club members (towards a degree in Agriculture)
m) Enact an ordinance Strengthening the Bantay-Dagat & Coastal Law Enforcement in Dumaguete City
n) Amendment of Coastal Resource Management Ordinance to penalize purse seiners fishing within the territorial jurisdiction of Dumaguete
o) Provide good quality Bantay Dagat patrol boats for coastal law enforcement activities
p) Increase incentives for Bantay-Dagat enforcers
q) Establish Community Fish Landing Center
r) Enact an ordinance improving the City Public Market Bldg & City Slaughter House and Providing for Supplementary but Essential Infrastructure Needs

To implement measures that could warrant safety and security for all, Team KASALIGAN will work to provide:
a) Easy access to transportation, reduced traffic, and build more accessible and good quality roads
b) Establish more Police Sub-Stations in barangays
c) Install functional CCTVs and monitoring centerรฑ
