EDC Declared Kaingin at Panghilakan

The So-Called Kaingin.

Energy Development Corporation (EDC) blabbed a kaingin incident near Station 10 last June 24, 2016 after environmental groups shared photos and videos of a clearing which EDC originally claimed was taken at Lake Balinsasayao.

According to EDC’s spokesperson, Engr. Vicente Omandam, EDC has a microearthquake (MEQ) station near the site “as well as in 24 other locations within their Southern Development Project as part of their six-month seismic monitoring and geoscientific reassessment in the area.”

The alleged clearing at Panghilakan followed orange markings and clearings even along the trail with number signs and codes written on trees and rocks. Is this still part of the so called kaingin or seismic monitoring?

Loose Monitoring?

It is very unlikely for EDC not to notice a kaingin given that the clearing, according to them, is near Station 10 which has tightened private security within the perimeter and in the clearing itself. In each of the locations documented is an installed instrument with a tent over it and an improvised table made from a fallen tree. Local sources claimed there are people hired to guard the instruments; their food is being subsidized by EDC.

What are the regulations and monitoring policies in place to ensure protection within the Mt Talinis Range? Why did the so called kaingin happened despite Executive Order 04 series of 2016 prohibiting mountain climbing/trekking to Mt Talinis effective April 8 to June 2016? Who is liable for the clearing and related activities within EDC-SNGP if not EDC? How can they ensure this is not happening to the other 24 MEQ stations within their Southern Development Project when they are not even capable of pre-empting such devastating incident at Panghilakan?

Is the Government losing power to ensure environmental protection to the point of loosely regulating EDC’s activities at the Mt. Talinis Range? Should we entrust our fragile biodiversity ecosystem to a loosely regulated corporation such as EDC? # # #

3000 Petition Signatures Against EDC’s Expansion at Cuernos de Negros Submitted to Mayor Teves

Valencia, Negros Oriental—Mayor Edgar Teves received earlier today more than 3,000 petition signatures to stop Energy Development Corporation’s (EDC) 60MW expansion project at Cuernos de Negros, popularly known as the range of Mt. Talinis.

In response, Mayor Teves commited to ensure transparency of the project. He will likewise arrange a dialogue between the complainants, DENR, and EDC. This dialogue seeks to surface answers to questions raised by the different environmental groups in Negros Oriental regarding EDC’s non-disclosure of its development plans.

EDC awaits an Environmental Compliance Certificate (ECC) for their proposed 5,163 hectares development block which will cover its additional 60MW geothermal expansion. This latest expansion will utilize approximately 30 hectares within its existing project site. According to EDC’s EPRMP submitted to DENR, the remaining unused area will be for future developments.

Green groups clamor for full transparency of EDC’s proposed development block and demand no more expansion at Cuernos de Negros. # # #
