The Department of Social Welfare and Development (DSWD) โ€“ Negros Island Region, through the Sustainable Livelihood Program (SLP), successfully conducted the Ceremonial Turn-Over of Seed Capital Fund (SCF) and Distribution of DSWD Certificates of Accreditation on August 7, 2026, benefiting Sustainable Livelihood Program Associations (SLPAs) from the Municipality of Santa Catalina, Bayawan City, and the Municipality of Basay, Negros Oriental.

A total of โ‚ฑ5,200,000.00 in Seed Capital Fund was awarded to 10 SLP Associations, providing financial assistance to establish and strengthen their community enterprises and create sustainable livelihood opportunities for their members.

MOISES PADILLA, Negros Occidental โ€” Umabot sa โ‚ฑ16,220,575 ang kabuuang halagang inilaan ng Department of Social Welfare and Development (DSWD) sa ilalim ng Emergency Cash Transfer (ECT) para sa 1,571 magsasaka ng tubo sa bayan ng Moises Padilla na naapektuhan ng pagdami ng Red-Striped Soft Scale Insect (RSSI). Isinagawa ang pamamahagi ng tulong noong Agosto 6, 2026, kung saan bawat benepisyaryo ay tumanggap ng โ‚ฑ10,325.

Ang ECT ay bahagi ng agarang hakbang ng pamahalaan upang makatugon sa epekto ng RSSI infestation na nagdulot ng malaking pinsala sa produksyon ng tubo at nakaapekto sa kabuhayan ng mga magsasaka. Inaasahang makatutulong ang ipinagkaloob na ayuda sa pagtugon ng mga apektadong pamilya sa kanilang pang-araw-araw na pangangailangan habang hinaharap ang pagbaba ng ani at pagkawala ng kita. The Department of Social Welfare and Development Field Office Negros Island Region (DSWD NIR) successfully conducted the UPLIFT Cash Assistance payout in the Municipality of Pulupandan on July 29, 2026.

Of the 556 target Group 2 beneficiaries, a total of 489 beneficiaries successfully received โ‚ฑ2,000 each, amounting to โ‚ฑ978,000 in financial assistance disbursed.

The payout was conducted in coordination with the Local Government Unit of Pulupandan to ensure the orderly, efficient, and timely distribution of assistance to qualified beneficiaries.

BASAY, Negros Oriental โ€” Beneficiaries of the Walang Gutom Program (WGP) in the Municipality of Basay receive their one-time โ‚ฑ2,000 UPLIFT Cash Assistance from the Department of Social Welfare and Development Negros Island Region during the monthly Food Redemption Activity held at the Brgy. Malinao Covered Court on August 7, 2026. The assistance is release under the Unified Package for Livelihood, Industry, Food, and Transport Assistance (UPLIFT), which provides additional financial support to eligible Walang Gutom Program beneficiaries alongside the regular implementation of the Food Redemption Activity.

The August 7 distribution serves as the third payout schedule for Basay, following the initial rollout conducted on July 28โ€“29, 2026, as the municipality continues the phased implementation of the cash assistance program.

The simultaneous conduct of the UPLIFT payout and the Food Redemption Activity forms part of the scheduled service delivery for qualified beneficiaries in the municipality, with similar distributions taking place in other local government units across the Negros Island Region.

The Department of Social Welfare and Development (DSWD) released โ‚ฑ16,478,400 in Emergency Cash Transfer (ECT) assistance to 1,596 sugarcane farmers in the Municipality of Binalbagan on August 6, 2026, with each beneficiary receiving โ‚ฑ10,325 following the impact of the Red-Striped Soft Scale Insect (RSSI) infestation on their livelihoods.

While the DSWD continues to respond to communities affected by recent typhoons across the country, the agency is simultaneously providing assistance to sugarcane farmers whose incomes were severely disrupted by the RSSI infestation, expanding government interventions to address both natural and agricultural crises.
The Emergency Cash Transfer is part of the national government's immediate response to cushion the socio-economic impact of the infestation on the sugar industry. The financial assistance is intended to help affected farming families address their essential needs as they cope with production losses and reduced sources of income.

In line with the directive of President Ferdinand R. Marcos Jr., the DSWD continues to strengthen social protection efforts by providing timely financial assistance to vulnerable sectors, including agricultural workers affected by emergencies and livelihood disruptions.

The rollout of the Emergency Cash Transfer is being carried out in close coordination with the Sugar Regulatory Administration (SRA), Department of Agrarian Reform (DAR), Provincial Government of Negros Occidental, local government units, and other partner agencies as the distribution of assistance continues to reach additional eligible sugarcane farmers in the coming days.

Local Disaster Risk Reduction and Management Officers Ma. Alexa T. Ezquer and Engr. Alfredo Marquiรฑo Jr., led the technical discussions during the Training on Disaster Risk Reductionโ€“Climate Change Adaptation (DRR-CCA) and the Community Resilience Implementation Process (CRIP), equipping members of the Municipal Resilience Team (MResT) and Barangay Resilience Teams (BResT) of Santa Catalina with essential knowledge to support Stage 1 of the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP).

The resource speakers discussed the Philippine Disaster Context, local and national disaster situations, basic climate change concepts, and the principles of Community-Based Disaster Risk Management (CBDRM) and Community-Based Disaster Risk Reduction and Management (CBDRRM). Participants also gained a deeper understanding of the Philippine Community Resilience Project (PCRP), the roles and responsibilities of the Municipal and Barangay Resilience Teams, the Participatory Risk and Vulnerability Assessment (PRVA) process, community mobilization and stakeholder engagement strategies, and the preparation of the Municipal Resilience Plan (MRP).

The sessions enhanced participants' understanding of disaster and climate-related risks while reinforcing the importance of community participation, collaborative planning, and evidence-based decision-making in developing resilience strategies responsive to local conditions.

By strengthening the capacities of the barangay officials, and community volunteers, the activity advances PCRP Stage 1 by preparing communities to effectively conduct PRVA and develop risk-informed, community-driven resilience plans.

Members of the Municipal Resilience Team (MResT) enhanced their understanding of Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) during the Training on DRR-CCA and the Community Resilience Implementation Process (CRIP) held on August 5, 2026, at the Function Hall of the Herminia Valencia Public Market and Bus Terminal, Basay, Negros Oriental.

Community Development Officer (CDO III) Ritchell A. Hombe provided participants with an overview of the Philippine Community Resilience Project (PCRP), its objectives, guiding principles, the Community Resilience Implementation Process (CRIP), and the roles of the Municipal in preparing for the Participatory Risk and Vulnerability Assessment (PRVA).

Meanwhile, Engr. Giovanni T. Enabe, City Disaster Risk Reduction and Management Officer (CDDRMO) of Guihulngan City , discussed the Philippine disaster context, local and national disaster situations, and basic DRR-CCA concepts, helping participants better understand disaster risks and their application to community resilience planning.

The activity strengthened the capacities of local resilience teams, preparing them to effectively participate in PRVA and contribute to risk-informed, community-driven resilience planning under PCRP Stage 1.

Nakatanggap ng โ‚ฑ2,000 one-time cash assistance ang mga benepisyaryo ng Walang Gutom Program (WGP) sa Silay City, Negros Occidental, ngayong Agosto 6, 2026, sa ilalim ng Unified Package for Livelihood, Industry, Food, and Transport Assistance (UPLIFT).

Isinagawa ang pamamahagi sa Kansilayan Gymnasium, kasabay ng regular na Food Redemption Activity, kung saan nakakuha rin ang mga benepisyaryo ng kanilang food commodities.

Ang aktibidad ay bahagi ng patuloy na suporta ng DSWD sa mga benepisyaryo ng Walang Gutom Program upang makatulong sa pagtugon sa kanilang mga pangunahing pangangailangan.
