𝐍𝐮𝐞𝐯𝐚 𝐕𝐢𝐳𝐜𝐚𝐲𝐚 𝐆𝐫𝐨𝐮𝐧𝐝𝐬 𝐟𝐨𝐫 𝐆𝐫𝐨𝐰𝐭𝐡: 𝐍𝐞𝐰 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐬 𝐂𝐨𝐟𝐟𝐞𝐞 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲

The Nueva Vizcaya coffee industry is set for a major push toward greater growth, competitiveness, and market opportunities following the approval by Provincial Governor Atty. Jose V. Gambito of Provincial Ordinance No. 2026-298, or the “Nueva Vizcaya Coffee Industry Development Ordinance.”

The landmark measure was passed by the Sangguniang Panlalawigan of Nueva Vizcaya, led by Vice Governor and Presiding Officer Hon. Eufemia Ang Dacayo, MDMG, during its 50th Regular Session on July 13, 2026, before receiving the Governor’s approval on July 21, 2026.

Authored by Hon. Eunice Galima-Gambol, MPA, and sponsored by Hon. Wilson D. Salas, the ordinance reflects the province’s commitment to establishing a more coordinated and comprehensive approach to developing its coffee industry.

The Department of Trade and Industry (DTI) Nueva Vizcaya is set to play a key role in the province’s strengthened push for coffee industry development, with the agency formally designated as a member of the newly created Nueva Vizcaya Coffee Industry Development Council (NVCIDC).

The ordinance establishes a comprehensive framework for developing the province’s coffee industry, covering the entire value chain, from production and capacity building to post-harvest processing, market development, research, and innovation. It also recognizes the potential of coffee to generate employment, increase farmers’ incomes, promote agritourism, and contribute to inclusive economic growth in Nueva Vizcaya.

For DTI Nueva Vizcaya, the ordinance opens a stronger platform for advancing enterprise development and market access for local coffee farmers, cooperatives, processors, and other industry players.

Under the ordinance, DTI, together with the Provincial Cooperative and Enterprise Development Office (PROCEDO), will support the promotion of Nueva Vizcaya coffee in domestic and international markets through product branding, packaging innovation, quality and certification compliance, trade fairs, exhibitions, and market linkage activities.

DTI is likewise identified as a partner in the conduct of regular capacity-building activities on coffee production, processing, quality control, and business management, helping equip farmers, cooperatives, and other stakeholders with knowledge and skills to strengthen their enterprises.

At the center of this institutionalized approach is the NVCIDC, which will serve as the province’s primary policy-making, planning, coordinating, and advisory body for the coffee industry. The Council will bring together the Provincial Government, national government agencies, academic institutions, coffee farmer organizations, and private sector stakeholders to harmonize programs and chart strategic directions for the industry.

The Council is also mandated to facilitate investments and market linkages, strengthen the coffee value chain, and promote research, development, innovation, and technology transfer to improve productivity, quality, and climate resilience.

The ordinance further seeks to create a stronger local market for Nueva Vizcaya coffee by encouraging hotels, resorts, and hospitality establishments to prioritize locally sourced coffee, while OTOP hubs, pasalubong centers, trade fair venues, and government-supported retail outlets are tasked with prominently displaying and promoting locally produced coffee and coffee-based products.

With coffee now supported by a dedicated provincial policy and a multi-sectoral council, Nueva Vizcaya is laying stronger groundwork for transforming its coffee sector from a promising agricultural commodity into a more competitive and market-ready industry.
