𝙎𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙞𝙣𝙜 𝘾𝙤𝙢𝙢𝙞𝙩𝙢𝙚𝙣𝙩 𝙩𝙤 𝙎𝙚𝙧𝙫𝙞𝙘𝙚, 𝘿𝙞𝙨𝙘𝙞𝙥𝙡𝙞𝙣𝙚, 𝙖𝙣𝙙 𝙇𝙚𝙖𝙙𝙚𝙧𝙨𝙝𝙞𝙥 𝙀𝙭𝙘𝙚𝙡𝙡𝙚𝙣𝙘𝙚//𝙋𝘼𝘼𝙍𝘾𝙌𝙀 2026

The 2nd Regional Community Defense Group (2RCDG), Reserve Command, Philippine Army (RESCOM, PA), facilitated the conduct of the Philippine Army Advance ROTC Cadet Qualifying Examination (PAARCQE) in coordination with the PAARCQE Team from the Reserve Command, Philippine Army, led by Lieutenant Colonel Jay B. Olarte, Deputy OESPA (Office of Ethical Standards and Public Accountability), to the Advance ROTC Academic Phase Training (ARAPT) MS 31/32 CL 28-26 and MS 41/42 CL 27-26 held at Isabela State University–Echague Campus, San Fabian, Echague, Isabela, on May 30, 2026.

The activity was conducted to evaluate the cadets’ academic competence, military knowledge, leadership capabilities, and overall readiness in accordance with Philippine Army standards. As a vital component of the ROTC training program, the qualifying examination serves as a benchmark in identifying and developing future reserve leaders who embody discipline, integrity, professionalism, and a strong commitment to public service.

Through this assessment, cadets were provided the opportunity to demonstrate their preparedness for higher responsibilities as future reservists and leaders. The examination also reinforced the values of excellence, accountability, and dedication to duty, which are essential in supporting nation-building efforts and safeguarding national security.

The successful conduct of the PAARCQE highlights the unwavering commitment of the Reserve Command, Philippine Army, in partnership with educational institutions, to promote quality ROTC instruction, cultivate competent and service-oriented cadets, and further strengthen the Reserve Force program of the country.

The 2nd Regional Community Defense Group (2RCDG), Reserve Command, Philippine Army (RESCOM, PA), conducted a Physical Fitness Test (PFT) to the Advance ROTC Academic Phase Training (ARAPT) MS 31/32 CL 28-26 and MS 41/42 CL 27-26 Batch 1 held at Gymnasium of Isabela State University Echague Campus, San Fabian, Echague, Isabela, on May 27–28, 2026.

The PFT consisted of three physical performance events: 2-minute push-ups, 2-minute sit-ups, and a 3.2-kilometer run, all designed to assess the cadets’ endurance, strength, stamina, and overall physical readiness for training.

More than a measure of physical capability, the activity also emphasized discipline, perseverance, determination, teamwork, and leadership among the cadets as future reservists and leaders of tomorrow.

Through this activity, 2RCDG, RESCOM, PA reaffirmed its commitment to developing physically fit, mentally resilient, and mission-ready citizen soldiers dedicated to serving the nation.

The 2nd Regional Community Defense Group (2RCDG), Reserve Command, Philippine Army (RCPA), successfully conducted a Security Awareness Symposium Lecture for the Advance ROTC Academic Phase Training (ARAPT) MS 31/32 CL 28-26 and MS 41/42 CL 27-26 Batch 1. The lecture was delivered by SMS Randy B. Palaspas (MI) PA, held at Amphitheater, Isabela State University Echague Campus, San Fabian, Echague, Isabela on May 27, 2026.

During the symposium, SMS Palaspas discussed the concepts of Internal Security Operations (ISO) and External Security Operations (ESO), highlighting their importance in safeguarding national security and ensuring peace and stability in the country. He explained that ISO focuses on addressing internal threats such as insurgency, terrorism, and other forms of lawless violence, while ESO is centered on protecting the nation from external threats, including foreign aggression, territorial disputes, and maritime intrusions.

The discussion was closely related to the role of ROTC cadets as future reservists and potential leaders of the nation. SMS Palaspas emphasized that ROTC cadets play a vital role in supporting the Armed Forces of the Philippines through discipline, preparedness, patriotism, and active participation in nation-building efforts. The lecture further strengthened the cadets’ awareness and understanding of their responsibilities in supporting national defense, preserving sovereignty, maintaining peace and order, and contributing to the overall security and stability of the country.

A key highlight of the activity was the testimony of Pvt Ma. Christine Macaspac (Inf) PA, a former rebel, who shared her personal experiences and valuable insights regarding insurgency and deceptive recruitment strategies. Her engaging discussion, coupled with an interactive question-and-answer segment, enabled the cadets to gain a deeper understanding of the realities behind extremist influence and the importance of vigilance, patriotism, and informed decision-making. The participants expressed their appreciation for the informative and eye-opening session.

The 2RCDG reaffirmed its commitment to continuously conducting community-based initiatives that educate, inspire, and empower ROTC cadets and the Filipino youth to become disciplined, responsible, and proactive contributors to peace, nation-building, and national development.

The 2nd Regional Community Defense Group, Reserve Command, Philippine Army conducted the Joint Closing and Opening Ceremony of ROTC Summer Camp Training (RSCT) CL 28-26 and Advance ROTC Academic Phase Training (ARAPT) MS 31/32 CL 28-26 and MS 41/42 CL 27-26 with Lt Col Ericson C. Bulosan Commanding Officer, 95IB, 5ID, PA as Guest of Honor and Speaker held at Isabela State University Echague Campus, San Fabian, Echague, Isabela today, May 22, 2026.

A total of One Hundred Fifty-Three (153) ROTC Cadets have successfully completed the RSCT and will subsequently undergo the ARAPT MS 31/32 CL 28-26, while One Hundred Fifty-Six (156) ROTC cadets will undergo the ARAPT MS 41/42 CL 27-26 for the duration of fourteen (14) days.

In his message, Lt Col Bulosan emphasized the true essence of ROTC, stating, “ROTC is not simply about learning how to march or salute. It is about becoming men and women of character. It is about preparing yourselves to lead when others hesitate, to remain calm when others panic, and to stand firm when others surrender.”

The 2nd Regional Community Defense Group, Reserve Command, Philippine Army successfully conducted a Spiritual Enlightenment Activity together with the personnel of 2RCDG and Community Defense Centers (CDCs) through Video Teleconference (VTC) at the H2RCDG Multi-Purpose Hall, Camp Melchor F. Dela Cruz (Annex), Soyung, Echague, Isabela. Simultaneously, the activity was also conducted at the Gymnasium of ISU Echague Campus, San Fabian, Echague, Isabela for the 153 ROTC Cadets currently undergoing ROTC Summer Camp Training (RSCT) on May 12, 2026.

The activity was highlighted by an inspiring homily delivered by Ltc Domingo L. Labrilla (CHS) PA, Command Chaplain of the Reserve Command, Philippine Army. In his message, Ltc Labrilla shared meaningful insights on “The Heart of Service” (Character Enhancement Module 3), which focuses on developing values-centered individuals committed to selfless service, compassion, discipline, and responsibility.

He emphasized the importance of serving with integrity, patriotism, and dedication while fostering leadership, moral values, and active community involvement among soldiers and ROTC cadets alike.

The Spiritual Enlightenment Activity served as a meaningful reminder of the vital role of faith, character, and ethical leadership in strengthening the commitment of every reservist and cadet in rendering selfless service to the nation. Furthermore, the activity reinforced the importance of spiritual resilience and moral guidance in building disciplined, compassionate, and service-oriented individuals dedicated to upholding the core values of the Philippine Army.
