Totoo na mahalaga ang pagkonekta ng mga establisimyento sa Sewage Treatment Plant (STP) upang matugunan ang suliranin sa wastewater ng El Nido, subalit kailangang linawin ang kasalukuyang kalagayan ng operasyon ng STP. Ang simpleng pagkonekta ng mga gusali sa STP ay hindi awtomatikong nakalulutas ng lahat ng isyu sa wastewater; kinakailangan ng maayos na operasyon, regular na maintenance, at mahusay na pamamahala sa kapasidad upang ito ay maging epektibo. Madalas ring nagkakaroon ng madalas na pagkasira at pagputok ng linya ng STP, na nagpapakita ng mga teknikal at operasyonal na hamon na dapat tugunan.

-𝐏𝐚𝐠𝐦𝐚𝐦𝐚𝐲-𝐚𝐫𝐢, 𝐏𝐚𝐦𝐚𝐦𝐚𝐡𝐚𝐥𝐚, 𝐚𝐭 𝐦𝐠𝐚 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐝𝐚𝐝

Bagama’t kapwa pag-aari ng Pamahalaang Panlalawigan ng Palawan (PGP) at ng LGU ng El Nido ang STP, ang operasyon at pamamahala nito ay eksklusibong nasa ilalim ng PGP.
Ayon sa Artikulo 1 ng Memorandum of Agreement (MOA) sa pagitan ng PGP at LGU ng El Nido, ang PGP ang inatasang mamahala at magsuperbisa sa STP, kabilang ang pagtalaga ng tauhan, paggawa ng mga alituntunin sa operasyon, at pagtitiyak na may sapat na teknikal na kakayahan ang mga tauhan para sa epektibong pamamahala. Bagama’t pinapahintulutan ng Seksyon 6 ang LGU na magtalaga ng regular na empleyado mula sa El Nido Water and Sanitation System (ENWSS) upang makatulong sa operasyon, limitado ito ng mga regulasyon ng civil service, sapagkat ang ENWSS ay itinuturing na economic enterprise.

-𝐌𝐠𝐚 𝐈𝐧𝐢𝐬𝐲𝐚𝐭𝐢𝐛𝐨 𝐧𝐠 𝐋𝐆𝐔

Simula 2023, aktibong nakikipag-ugnayan ang LGU-El Nido sa mga stakeholder sa pamamagitan ng mga technical conference upang maisulong at mapahusay ang koneksyon sa STP. May ilang establisimyento pa ring hindi nakakonekta dahil sa hindi pa natatapos na konstruksiyon ng mga sewer line at dahil na rin sa mga isyu sa mataas na taripa. Patuloy na nakikipag-ugnayan ang LGU sa PGP upang kanilang muling suriin ang mga singil para mas marami pang establisimyento ang makakonekta, habang sinusuportahan o sinasubsidyuhan ng LGU ang kasalukuyang taripa hanggang sa katapusan ng taon. Gayunpaman, matatapos ang subsidyang ito ngayong taon at inaasahang lalo pang tataas ang taripa pagsapit ng susunod na taon.

-𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐯𝐞 𝐌𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞

Mahalaga ang preventive maintenance sapagkat sa pamamagitan ng regular na inspeksiyon, pagserbisyo, at agarang pagkukumpuni ay naiiwasan ang pagkasira ng planta, napapanatili ang kahusayan ng paggamot ng wastewater, natutugunan ang pagdami ng volume ng tubig, at naiiwasan ang pagbabara mula sa langis at grasa na maaaring makaapekto sa sistema.

-𝐔𝐤𝐨𝐥 𝐬𝐚 𝐏𝐚𝐡𝐚𝐲𝐚𝐠 𝐧𝐚 𝐌𝐚𝐢𝐤𝐨𝐤𝐨𝐧𝐞𝐤𝐭𝐚 𝐚𝐧𝐠 𝐋𝐚𝐡𝐚𝐭 𝐬𝐚 𝐋𝐨𝐨𝐛 𝐧𝐠 𝐃𝐚𝐥𝐚𝐰𝐚𝐧𝐠 𝐁𝐮𝐰𝐚𝐧

Tungkol sa mga pahayag na lahat ng establisimyento ay maaaring makonekta sa loob lamang ng dalawang buwan, mahalagang bigyang-diin na ang koneksyon lamang ay hindi sapat upang malutas ang mga hamon sa wastewater. Kinakailangan ng maingat na pagpaplano, pagsunod sa pamantayang teknikal, at maayos na koordinasyon sa kasalukuyang mga linya ng sewer at tubig upang maiwasan ang kontaminasyon o labis na pagkarga sa sistema. Mayroon ding mga koneksyon na hindi pa natatapos dahil sa kakulangan sa sewer line ng ilang gusali at dahil sa mga isyu sa alignment—tulad ng sa kalsada mula Metrobank hanggang sa pantalan, kung saan humiling ang LGU ng as-built plans mula sa pamunuan ng STP upang ligtas na mailipat ang mga waterline. Ang mabilisang koneksyon nang hindi isinasaalang-alang ang mga teknikal, operasyonal, at pangkaligtasang rekisito ay maaaring makasama sa kahusayan at kaligtasan ng STP.

-𝐈𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐜𝐞 𝐨f 𝐒𝐓𝐏 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐨𝐧

While it is true that connecting establishments to the Sewage Treatment Plant (STP) is important in addressing El Nido’s wastewater problem, the operational situation of the STP must also be clarified. Simply connecting buildings to the STP does not automatically solve all wastewater issues; proper operation, maintenance, and capacity management are necessary to handle wastewater effectively. It is well-known that STP lines have experienced frequent breakages and bursts, highlighting the technical and operational challenges that must be addressed.

-𝐎𝐰𝐧𝐞𝐫𝐬𝐡𝐢𝐩, 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭, 𝐚𝐧𝐝 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬

Although the STP is co-owned by the Provincial Government of Palawan (PGP) and the LGU of El Nido, its operation and management are solely under the PGP.
Under Article 1 of the Memorandum of Agreement (MOA) between the PGP and the LGU of El Nido, the PGP is tasked with managing and supervising the STP, including staffing, creating operational guidelines, and ensuring personnel possess the technical expertise necessary for effective management. While Section 6 allows the LGU to detail regular El Nido Water and Sanitation System (ENWSS) employees to assist operations, this is limited by civil service regulations, as ENWSS is classified as an economic enterprise.

-𝐋𝐆𝐔 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐒𝐢𝐧𝐜𝐞 𝟐𝟎𝟐𝟑

Since 2023, the LGU-El Nido has been actively coordinating with stakeholders through technical conferences to facilitate and improve STP connections. Some establishments remain unconnected due to pending construction of sewer lines and concerns over high tariffs. The LGU has been constantly engaging the PGP to review rates so that more stakeholders will connect, while subsidizing current rates until the end of this year. However, as said this subsidy will expire by the end of the year, and tariffs are expected to further increase starting next year.

-𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐯𝐞 𝐌𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞

Preventive maintenance is a key factor, as regular inspections, servicing, and timely repairs prevent plant breakdowns, maintain treatment efficiency, handle increased wastewater volumes, and avoid the buildup of oil and grease that can compromise the system.

-𝐎𝐧 𝐂𝐥𝐚𝐢𝐦𝐬 𝐨f 𝐓𝐰𝐨-𝐌𝐨𝐧𝐭𝐡 F𝐮𝐥𝐥 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐨𝐧

Regarding claims that all establishments can be connected within two months, it is important to note that connection alone does not resolve wastewater challenges. Proper connection requires careful planning, compliance with technical standards, and coordination with existing sewer and waterlines to avoid contamination or system overload. Some connections are also pending due to incomplete building sewer lines and alignment issues, such as along the street from Metrobank to the port, where the LGU has requested as-built plans from the STP Management to safely relocate waterlines. Rapid connection without addressing these technical, operational, and safety requirements could compromise the efficiency and safety of the STP.

: Matatag ang Paninindigan ng Pamahalaang Lokal ng El Nido: WALANG EXEMPTION SA REHABILITASYON!

Habang nagpapatuloy ang demolisyon ng mga istrukturang nasa loob ng easement ng mga estero sa Barangay Maligaya at Buena Suerte, nakatakda ring isagawa ang kahalintulad na operasyon sa iba pang mga daluyan ng tubig sa buong bayan ng El Nido.

Nasimulan na rin ng Pamahalaang Lokal ang pagsusuri sa mga nakalap na datos bilang gabay sa susunod na hakbang ng rehabilitasyon, ang pagsasara at pag giba ng mga establisimyentong lumalabag sa mga umiiral na lokal na ordinansa at pambansang batas.

The Local Government of El Nido stands firm: Rehabilitation knows no exemptions!

As the demolition of structures within the easement of the esteros in Barangay Maligaya and Buena Suerte continues, similar operations will soon follow in other waterways throughout the municipality.

The Local Government has also begun analyzing collected data to guide the next phase of the rehabilitation. The next step will be the demolition and closure of establishments found to be non-compliant with local ordinances and national laws.

Yesterday afternoon, the Municipal Mayor, together with the El Nido Rehabilitation Task Force, conducted a site inspection along Estero as part of the initial phase of demolition and clearing operations within the designated easement areas.

In addition to the clearing operations, the team also inspected the ongoing construction of the sewage disposal system intended to address wastewater discharge from nearby households. During the inspection, several issues and concerns were noted, which will be formally raised to the contractor for immediate action.

This activity forms part of the local government’s continuing efforts to rehabilitate and protect El Nido’s critical waterways, ensure environmental compliance, and promote sustainable development in the municipality.

As part of the El Nido Rehabilitation Program, the Rehabilitation Task Force, spearheaded by the Office of the Building Official (OBO), convened a technical conference to address the long-standing encroachment along the 1.5-meter easement of Estero El Nido.

The activity was conducted in direct response to the strong call of Senator Erwin Tulfo, who, during a recent meeting with local officials and Rehabilitation Task Force, challenged the LGU to intensify its enforcement against illegal structures built along the Estero.

Easements like Estero El Nido are more than legal boundaries, they are environmentally critical zones that allow for the natural flow of water, provide access for maintenance, reduce flood risks, and support the ecological balance of the surrounding area. However, over time, numerous unauthorized structures have encroached upon this vital space, obstructing flow, contributing to water pollution, and endangering the health and safety of nearby residents.

During the technical conference, affected individuals were invited to assess their respective areas and were briefed on the environmental and legal implications of the encroachment. In a show of civic responsibility and cooperation, many expressed their willingness to voluntarily dismantle the structures that exceeded the easement limits.

The Municipal Government of El Nido will closely monitor the progress of demolition activities through consistent site inspections and will provide necessary assistance to ensure the safe and orderly removal of encroaching structures. Once the easement is fully cleared, the LGU will implement a fencing project along Estero El Nido to protect the easement, prevent future encroachments, and maintain public access.

El Nido Rehabilitation Task Force (ENRTF) Meets with Senator Erwin Tulfo to Address Environmental and Rehabilitation Issues

Municipal Mayor Edna G Lim together with SB Dang Trinidad, DILG MLGOO Melissa Magbanua, OIC Municipal Administrator Raul Maximo, Acting Municipal Tourism Officer Shirlette Somayo, MEEDO Rene U Acosta, Engr. Ronnie Alcantara, Engr Junie Bacolot, Engr. Eduardo Orquista and Justine Caroline Guzman attended a strategic meeting with Senator Erwin Tulfo to tackle urgent environmental challenges and discuss sustainable rehabilitation efforts for our Municipality.

During the meeting, local officials presented pressing concerns, including:
✅ Water pollution and sewerage issues
✅ Solid waste management
✅ Potable Water System
✅ Health and Sanitation issues

Senator Tulfo expressed strong support for the protection and rehabilitation of El Nido and assured the LGU of his commitment to help address these concerns through national government assistance and legislative action.

📝 As a concrete next step, Senator Tulfo directed the Municipality of El Nido to submit project proposals focused on environmental protection, infrastructure improvement, and sustainable development. These proposals will be used to identify areas where his office can provide funding support or endorse to relevant national agencies.

Mayor Lim welcomed this opportunity and committed to submitting project proposals aligned with the LGU’s rehabilitation goals."
