NORMIN OPLAN HARABAS 2026 NETS 1 DRIVER POSITIVE IN CAGAYAN DE ORO TERMINAL DRUG TEST

CAGAYAN DE ORO CITY — The Philippine Drug Enforcement Agency Regional Office 10 (PDEA RO10), together with partner agencies, intensified its campaign to ensure safe and drug-free public transportation as one individual tested positive for illegal drugs during the conduct of Oplan Harabas 2026 on March 31, 2026.

At exactly 9:00 in the morning, PDEA RO10 spearheaded the surprise operation in coordination with the Land Transportation Franchising and Regulatory Board (LTFRB), Land Transportation Office (LTO), Philippine National Police (PNP), and the Highway Patrol Group (HPG).

Simultaneous operations were conducted at two major transport hubs in Cagayan de Oro City — the Eastbound Integrated Bus Terminal (Agora) and Westbound Integrated Bus Terminal (Bulua) — targeting public utility drivers and conductors to ensure passenger safety.

A total of 102 drivers and conductors of buses, vans, taxicabs, motorized tricycles, and jeepneys underwent mandatory surprise drug testing. Out of those screened, one (1) individual tested positive for methamphetamine hydrochloride (shabu) during the initial screening.

Aside from mandatory drug testing, authorities also conducted K9 inspections, terminal paneling, and distributed Information, Education, and Communication (IEC) materials to drivers, conductors, and passengers. The initiative aims to strengthen public awareness and prevent illegal drug activities in busy transport terminals.

Authorities emphasized that the operation forms part of the government’s proactive and sustained effort to prevent illegal drug traffickers from exploiting transportation hubs and to ensure that public utility drivers remain fit and drug-free while transporting passengers.

Passengers’ safety remains the top priority. Drug-impaired driving poses a serious risk not only to commuters but also to the general public. Through Oplan Harabas, authorities aim to deter illegal drug use among transport workers and promote responsible driving.

Individuals who test positive during initial screening will have their driver’s licenses temporarily suspended pending confirmatory testing. They will also be referred to their respective Barangay Anti-Drug Abuse Councils (BADAC) for appropriate intervention, rehabilitation, and monitoring programs.

PDEA RO10 reaffirmed its commitment to continue conducting random, unannounced drug testing in transport terminals across Northern Mindanao to ensure safer roads, protect passengers, and maintain drug-free communities.

“Sa Oplan Harabas, hindi lamang pagpapatupad ng batas ang layunin—kundi ang pagprotekta sa bawat pasaherong Pilipino at ang pagpapanatili ng ligtas at drug-free na transportasyon,” authorities emphasized.

The operation underscores the government’s firm stance: public safety comes first, and there is no place for illegal drugs in public transportation..

The operation led to the arrest of one regional target-listed personality under Oplan “White Lady” along with the seizure of six heat-sealed transparent plastic sachets containing suspected shabu, weighing around 15 grams, with an estimated value of ₱102,000.00.

Other items confiscated include a pink coin purse, a keypad cellular phone, and the buybust money.

PDEA Regional Director Alex M. Tablate identified the arrested suspect by the alias “IKE.” She is a 26-year-old single female resident of the targeted area.
