We will build sustainable livelihoods & resilient communities to create, protect & restore livelihoods & to expand & diversify livelihood skills & practices, & ultimately enhance standard of living & resilience to disasters. and the vice mayor, the Honorable Expedito C. Taguibao, donated their salaries for the seed capital of a skills development center until such time that an adequate fund could
be used for the establishment and operation of such center. Due to the pandemic, the commencement of the project was put on hold. However, the urgency of providing alternative livelihood opportunities to Enrileños during this protracted pandemic and the devastating effects of a series of floods, the Center should now be operated. It is hoped that the LGU-Enrile will be able to forge and strengthen partnerships with both public and private sectors and establish enduring cooperatives and livelihood associations to help its people recover from such losses by providing skills training and development and generating employment and livelihood opportunities. The mayor said, this is the highest form of “ayuda” during the pandemic and natural calamities. PROGRAM STRATEGIES
As a platform to to enhance skills, create employment and livelihood opportunities and establish cooperatives and livelihood associations, the 1Enrile Skills Development and Livelihood Center will employ the following strategies and approaches:
1. Establish training programs for the following skills clusters - garments and sewing, illustration and printing, woodworks and metalworks, plumbing and other maintenance work, electrical connections, automotive mechanics and driving, cookery and food processing, computer systems and IT services, agriculture and fishery, livestock and many more.
2. Formulation of training modules to focus not only on technical knowledge and skills, but also attitudes and values for competent performance in the industry
3. Selection of training and livelihood beneficiaries to be done by the Public Employment Service Officer (PESO) and the Project Coordinator 4. Provision of technical assistance and entrepreneurial expertise to individuals, cooperatives and livelihood associations by professionals or skilled workers in each skill cluster
5. Provision of appropriate tools or equipment necessary for each livelihood program
6. Hands-on support and supervision by skilled workers
7. Strengthened working partnership with regional and national agencies such as Department of Trade and Industry (DTI), Design Center of the Philippines, Livelihood Corporation, Poverty Alleviation Commission, Department of Science and Technology (DOST), Technological and Livelihood Resource Center (TLRC), for information and technology transfer
8. Establishment of strategic relationships with local entrepreneurs, business community, industries and line agencies of government for marketing and sales support, coordination, technical input, and new information
9. Establishment of a manpower pool and application of aggressive marketing strategies to help entrepreneurs and livelihood groups offer and sell their products and services
10. Request for funding support from the provincial government, other LGUs and national agencies
11. Continuous project monitoring and feedback mechanism
CONCLUSION
It is not a long shot but the LGU-Enrile is confident that this project will bring more impactful benefits and more enduring results to aid in economic stability and poverty alleviation. In the words of the Honorable Mayor, Enrile will become the Home of the Professionals and Skilled Workers.
