BACKGROUND AND OBJECTIVES

Borne out of an election promise, the mayor, Honorable Miguel B. Decena, Jr.

We will build sustainable livelihoods & resilient communities to create, protect & restore livelihoods & to expand & diversify livelihood skills & practices, & ultimately enhance standard of living & resilience to disasters. and the vice mayor, the Honorable Expedito C. Taguibao, donated their salaries for the seed capital of a skills development center until such time that an adequate fund could

be used for the establishment and operation of such center. Due to the pandemic, the commencement of the project was put on hold. However, the urgency of providing alternative livelihood opportunities to Enrileños during this protracted pandemic and the devastating effects of a series of floods, the Center should now be operated. It is hoped that the LGU-Enrile will be able to forge and strengthen partnerships with both public and private sectors and establish enduring cooperatives and livelihood associations to help its people recover from such losses by providing skills training and development and generating employment and livelihood opportunities. The mayor said, this is the highest form of “ayuda” during the pandemic and natural calamities. PROGRAM STRATEGIES

As a platform to to enhance skills, create employment and livelihood opportunities and establish cooperatives and livelihood associations, the 1Enrile Skills Development and Livelihood Center will employ the following strategies and approaches:

1. Establish training programs for the following skills clusters - garments and sewing, illustration and printing, woodworks and metalworks, plumbing and other maintenance work, electrical connections, automotive mechanics and driving, cookery and food processing, computer systems and IT services, agriculture and fishery, livestock and many more.

2. Formulation of training modules to focus not only on technical knowledge and skills, but also attitudes and values for competent performance in the industry

3. Selection of training and livelihood beneficiaries to be done by the Public Employment Service Officer (PESO) and the Project Coordinator 4. Provision of technical assistance and entrepreneurial expertise to individuals, cooperatives and livelihood associations by professionals or skilled workers in each skill cluster

5. Provision of appropriate tools or equipment necessary for each livelihood program

6. Hands-on support and supervision by skilled workers


7. Strengthened working partnership with regional and national agencies such as Department of Trade and Industry (DTI), Design Center of the Philippines, Livelihood Corporation, Poverty Alleviation Commission, Department of Science and Technology (DOST), Technological and Livelihood Resource Center (TLRC), for information and technology transfer

8. Establishment of strategic relationships with local entrepreneurs, business community, industries and line agencies of government for marketing and sales support, coordination, technical input, and new information

9. Establishment of a manpower pool and application of aggressive marketing strategies to help entrepreneurs and livelihood groups offer and sell their products and services

10. Request for funding support from the provincial government, other LGUs and national agencies

11. Continuous project monitoring and feedback mechanism

CONCLUSION

It is not a long shot but the LGU-Enrile is confident that this project will bring more impactful benefits and more enduring results to aid in economic stability and poverty alleviation. In the words of the Honorable Mayor, Enrile will become the Home of the Professionals and Skilled Workers.

The 1Enrile SDLC in partnership with the Cagayan State University offers a free 3-day training for Welding.

Ngayong araw, ang mga mananahi (sewers) ng SDLC kasama ng mga staff at trainees ay sumali sa pagdiriwang sa pamamagitan ng Zumba Activity.

Kada ika-8 ng marso nagaganap ang International women's day upang bigyang parangal ang mga kababaihan sa kanilang mga tagumpay at upang patuloy na isulong ang gender equality.

Nagpapasalamat ang mga mananahi na sa kabila ng pandemya, patuloy parin ang kanilang pagtatrabaho- hindi nauubusan ng mga proyekto.

Graduation Ceremony for the Pioneer batch of the One Enrile Skills Development and Livelihood Center TESDA Completers and NC II Passers was held in Enrile Municipal Hall Grounds on Friday, February 11, 2022.

A total of 137 Enrileño graduates receive their certificates for completing one of the following courses: dressmaking, baking and pastry, driving, sewing, t-shirt printing, welding, and electronics.

Atty. Mabel Mamba represented by Mr. Edmund Pancha, Program Director-CPIO delivered a congratulatory speech as guest speaker of the commencement exercises.

Regional Director of TESDA R02, Dir. Archie A. Grande, represented by Ms. Fatima Carag, Chief, Regional Operations Division of TESDA R02 also shared a congratulatory message and message of commitment as partner of the LGU in rolling out programs that will mold the skills of every Enrileño.

Enrile Mayor Miguel B. Decena, Jr. expressed his utmost gratitude to the partnering agency, TESDA, and the staff of One Enrile Skills Development and Livelihood Center and all those who helped in equipping the learners the technical skills they want to acquire. He also congratulated all the graduates for making it until the last day of training. He added that they must use such acquired skills to be productive and to improve their livelihood because he believes that as these programs continue to be implemented, Enrile will not only be branded as the Home of the Professionals but also the Home for Skilled Workers.

SA PANUNUNGKULAN NI MAYOR MIGUEL B. DECENA, JR. AY NAGKAROON NG 1ENRILE SKILLS DEVELOPMENT AND LIVELIHOOD CENTER.

Maraming pangarap ang muling nabuhay. Ang pagasa ay muling nakita sa kabila ng pandemya.

Today, TESDA 2 representative visited the SDLC- Brgy Villa Maria to award allowances to our EPAS NC2 and SMAW NC2 completers under the Tulong Trabaho Scholarship program of TESDA.

Indeed, ito ang ayuda na di kailanman mauubos at mawawala. Ito ay dala nila saan man sila magpunta- ang kasanayang nakuha nila sa libreng pagsasanay na programa ng ating LGU.

The recipients express their overwhelming thanks to Mayor Miguel B. Decena, Jr. for this rare opportunity.

TULOY-TULOY ANG PAGSASANAY SA 1ENRILE SKILLS DEVELOPMENT AND LIVELIHOOD CENTER.

Kasama ng TESDA Dos, patuloy ang pagbibigay ng libreng pagsasanay sa ating mga kababayan na nawalan ng trabaho o mga OFWs na hindi na rin nakabalik dahil sa pandemya sa ilalim ng TULONG TRABAHO Scholarship program ng TESDA sa pamamagitan ng inisyatiba ng ating butihing Mayor MBD.

Sa kabila ng pandemya, nabigyan natin ng pagasa muli ang ating mga kababayan upang makapag-sanay at magkaroon muli ng hanap buhay.

Nangako ang ating Local Chief executive, Hon. Miguel B. Decena, Jr., kasama ng kanyang mga opisyales ng patuloy na pagsuporta sa nasimulang programa.

Sa ngayon, mayroon na tayong limang natapos na kurso:

-Dressmaking
-Silk screen printing
-Baking and Pastry
-Driving
-Electronics

At kasalukuyan naman ang Welding.

Batid naming marami pang mga kababayan ang nangangailangan ng katulad ng programang ito, kaya TULOY-TULOY po tayo.
