The joint hearing of the Committee on Health and Nutrition with the Committee on Appropriations was convened and presided over by Committee Co-Chair (Health) Councilor Gilda Gayle R. Abonal-Gomez, with Committee Chair (Appro) Councilor Elmer S. Baldemoro. Also present for the committee were Councilor Jessie R. Albeus, Councilor Francisco M. Mendoza, NCGADC representative Ms. Ma. Luisa Patanao, and NCPC representative Mr. Elmer T. Sto. Domingo Jr.
The agenda included four (4) proposed ordinances: the first creates the Naga City Primary Care Facility 1 and the City Health Head Office Facility; the second creates the Naga City Super Health Center; the third, authored by Councilor Felix, et al., institutionalizes the Naga City HIV, STI, and Sexual Health Response Program, strengthening prevention, voluntary testing, linkage to care, treatment support, privacy protection, anti-stigma measures, and youth and community participation, aka “The Naga City Red Ribbon Commitment Ordinance;” and the last, authored by Councilor Felix, establishes the Naga City Right to Care Program, creating the right to care card and care proxy registry, and providing protocols for inclusive patient support, legal assistance, data privacy, and implementation.
The agenda also included letters from: the Buronyog Vendors Association expressing support for and offering recommendations on the establishment of a “Healthy Food Environment Policy;” the City College of Naga commenting on the establishment and institutionalization of the Naguenyouth HEALS Fellowship Program; and the Naga City Health Office commenting on the adoption of the drinking water code of Naga City.
