Coming from being a primary infantry unit in Northern Luzon that specializes in anti-guerilla warfare to end local communist armed conflict, the 5th Infantry (Star) Division (5ID) has greatly contributed to the attainment of peace and order not just in its area of responsibility but also in the nation as a whole. The 5th Infantry Division has jurisdiction over the Cagayan Valley, Ilocos Region, an

d the Cordillera Administrative Region. It is the unit supervising and directing security operations against threat groups in these areas in order to sustain peace and development. Moreover, the 5ID and Regional Task Force-End Local Communist Armed Conflict (RTF-ELCAC) member agencies' performs their mandate judiciously and conduct activities and interventions in ensuring that peace and development are achieved in said Area of Responsibility. Challenges and other barriers were on the road but they were never a hindrance, after all, the commitment and dedication of all Startroopers and the community contributed to the image and structure of the 5th Infantry Division today.

CONNER EMPOWERS YOUTH LEADERS THROUGH YOUTH LEADERSHIP SUMMIT

The Municipal Government of Conner successfully concluded the Linggo ng Kabataan 2026 cm Youth Leadership Summit held on August 28–30, 2026, at the Municipal Building Hall, anchored on the theme “Hindi Lang Kami ang Kinabukasan, Kami Rin ang Ngayon.”

The three-day activity was an LGU initiative through the Local Youth Development Office (LYDO), headed by Local Youth Development Officer Daryl Vic B. Sibal, in partnership with the 98th Infantry (Masinag) Battalion, Philippine Army.

The opening program was graced by LTC Melchol L. Balasi, Commanding Officer of the 98th Infantry (Masinag) Battalion, as Guest of Honor, with 1LT Kenneth John Dela Cruz, CMO Officer, also in attendance. Dahlia Casuple, representing the Municipal Mayor, delivered the Opening Message.

The summit aimed to develop responsible and empowered young leaders by enhancing their leadership skills, awareness on community issues, and active participation in nation-building and local development. Through various learning sessions and activities, the participants were encouraged to become advocates of peace, resilience, good citizenship, and positive change in their communities.

The summit featured meaningful sessions on youth leadership, nation-building, peace and order, human rights, disaster resilience, national security, health, sanitation, and hygiene, along with team-building activities, talent showcases, fellowship, community dance, and the Youth Leadership Summit night.

Participants also learned about the Local Youth Development Plan 2027–2029, encouraging them to take an active role in shaping programs and initiatives for the youth.

The activity culminated in the presentation and confirmation of graduates, awarding of certificates, messages from participants, community dance, and a boodle fight, marking a successful three days of learning, leadership, and camaraderie.

The Municipal Government of Conner remains committed to empowering the youth as active partners in community development—because they are not only the future, but the leaders of today.

Building confidence through disciplined training, the 2nd Regional Community Defense Group (2RCDG), Reserve Command, Philippine Army (RESCOM, PA) conducted a Familiarization Firing Activity for the Basic Citizen Military Training (BCMT) Class 13-2026 on August 29, 2026, at the Firing Range, Camp Melchor F. Dela Cruz, Upi,Gamu, Isabela.

The activity formed part of the trainees’ Program of Instruction (POI), providing them with practical experience in the proper handling and operation of the M16 rifle. It focused on developing sound marksmanship fundamentals while reinforcing proper procedures for safe and responsible weapons handling.

More than developing proficiency, the activity underscored that every shot demands discipline, control, and responsibility. The trainees were reminded of the importance of strictly observing the Four Cardinal Rules of Gun Safety, emphasizing that safety remains the foundation of every firing activity.

The 2RCDG recognizes the invaluable support and assistance of the 5th Division Training School (5DTS), 5th Infantry Division, Philippine Army (5ID, PA) in the conduct of the familiarization firing activity, contributing to the effective implementation of the BCMT training program.

Through hands-on and safety-centered training, 2RCDG continues to develop disciplined, responsible, and capable citizen-soldiers, strengthening the foundation of the Reserve Force and preparing BCMT trainees to contribute meaningfully to the nation’s defense and security.

KABATAAN NG CONNER, APAYAO, SUMABAK SA TATLONG-ARAW NA YOUTH LEADERSHIP SUMMIT

KABUGAO, Apayao — Matagumpay na inilunsad ang tatlong-araw na Youth Leadership Summit (YLS) sa Bayan ng Conner, Apayao, na may temang “Hindi Lang Kami ang Bukas, Kami Rin ang Ngayon.” Dinaluhan ito ng humigit-kumulang 65 kabataan at isasagawa mula Agosto 28 hanggang 30, 2026.

Nagsilbing Guest of Honor and Speaker si Lt. Col. Melchor L. Balasi, Commanding Officer ng 98th Infantry “MASINAG” Battalion, Philippine Army. Sa kanyang mensahe, binigyang-diin niya ang mahalagang papel ng kabataan bilang katuwang sa pagpapanatili ng kapayapaan at kaayusan sa komunidad.

Dagdag pa ni Lt. Col. Balasi, ang kabataan ay hindi lamang mga magiging lider ng kinabukasan, kundi mga mahalagang katuwang at lider na rin sa kasalukuyan. Hinikayat niya ang mga kalahok na linangin ang disiplina, integridad, kasanayan sa pamumuno, at matibay na pananagutan sa kanilang pamilya, komunidad, at bayan.

Nagpaabot din ng kanilang mga mensahe sina Dahlia B. Casuple, Municipal Administrator ng Conner; Montes B. Moyaen, SK Federation President; at ang kinatawan ng Municipal Vice Mayor ng Conner na si Plaridel L. Laquesta, LLSO IV.

Sa loob ng tatlong araw, lalahok ang mga kabataan sa iba’t ibang serye ng lectures, spiritual activities, at teambuilding activities na naglalayong hubugin ang kanilang kakayahan sa pamumuno, palakasin ang kanilang pakikipagkapwa, at paunlarin ang kanilang kamalayan bilang mga responsableng mamamayan.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗕𝗖𝗠𝗧 𝗖𝗹𝗮𝘀𝘀 𝟭𝟯-𝟮𝟬𝟮𝟲

Students of the Basic Citizen Military Training (BCMT) Class 13-2026 conducted a camp visit at the 5th Infantry “Star” Division as part of their 45-day training under the supervision of the 2nd Regional Community Defense Group, Reserve Command, Philippine Army.

The students visited the Rangers Park, SF Park, IP Village, Tala Park, and the 5ID Museum. The 5ID also partnered with the 5th Civil-Military Operations Battalion, Civil-Military Operations Regiment, Philippine Army, which served as curator and provided the students with insights into the history and significance of the different landmarks and attractions within the camp. They were also introduced to the Army’s various capabilities through a presentation of military equipment and other assets.

The camp visit forms part of their exposure and familiarization activities before they undergo various exercises at the 5th Division Training School (5DTS). The activity aims to broaden their understanding of the Philippine Army, strengthen their appreciation of military service, and prepare them for the succeeding phases of their BCMT.

The activity was made possible through the support and participation of various stakeholders, government agencies, and volunteers, who came together to provide the following services:

77IB NAKIISA SA OUTREACH PROGRAM SA DUMANISI INTEGRATED SCHOOL

DIFFUN, QUIRINO — Nakiisa ang 77th Infantry Battalion, Philippine Army, kasama sina Hon. Samuel V. Melchor, Barangay Captain ng Brgy. Dumanisi, at Mrs. Lo**ta D. Bayaua, School Principal ng Dumanisi Integrated School, sa isang makabuluhang Outreach Program para sa mga mag-aaral, magulang, at buong komunidad.

Kabilang sa mga isinagawang gawain ang Tree Planting, Operation Tuli, at pamamahagi ng mga Aklat ng Pag-asa, tsinelas, at liquid detergent—mga serbisyong naglalayong makatulong sa pang-araw-araw na pangangailangan, kalusugan, edukasyon, at pangangalaga sa kalikasan.

Pinangunahan ni Hon. Julius Caesar Vaquilar, Vice Governor ng Quirino Province, ang Outreach Program, na nagsilbing patunay na mas maraming magagawa kapag sama-sama at nagkakaisa ang pamahalaan, paaralan, at komunidad.

𝗖𝗔𝗠𝗣 𝗛𝗘𝗡𝗥𝗬 𝗔𝗟𝗟𝗘𝗡, 𝗕𝗮𝗴𝘂𝗶𝗼 𝗖𝗶𝘁𝘆 — The City Government of Baguio recognized personnel of the 5th Civil-Military Operations (Kabalikat) Battalion (5CMOBn) and 102nd Infantry Battalion (102IB) for their dedicated service during the Guisad Surong landslide response at the Multi-Purpose Hall, Baguio City.

The recognition highlighted the contributions of 5CMOBn and 102IB personnel serving under the operational control of Joint Task Unit “Panagkaykaysa” (JTUP) and underscored the importance of inter-agency cooperation throughout the operations.

Representing JTUP during the ceremony was First Lieutenant Trison Jeric Aquino, Operations Officer.

The ceremony was attended by representatives from the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, Philippine Air Force, Provincial Disaster Risk Reduction and Management Office, City Disaster Risk Reduction and Management Office, and Barangay Officials of Guisad Surong.

The recognition underscored the collective efforts of government agencies and local responders in the conduct of search and retrieval operations and in providing assistance to affected residents.

The City Government of Baguio, led by Hon. Benjamin Magalong, commended the personnel for their dedication and commitment throughout the operations.

The recognition reflected the spirit of “Panagkaykaysa,” emphasizing unity, cooperation, and collective service to the people.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 5ID Leadership Transition in 99IB and 5DTS

The 5th Infantry “Star” Division conducted change of command ceremonies for the 99th Infantry Battalion (99IB) and 5th Division Training School (5DTS) on August 27, 2026, at the 99IB Headquarters, Fort Ramon Magsaysay, Palayan City, Nueva Ecija.

Lt Col Anthony Felix C. Dumala formally turned over command of the 99IB to Lt Col Romeo Ferdinand N. Bautista VIII, while Lt Col Bautista relinquished his post as Commandant of 5DTS to Lt Col Dumala. MGen Gulliver L. Señires, Commander, 5ID, presided over the ceremonies.

Lt Col Dumala was also recognized by the 1st Brigade Combat Team, led by Brig. Gen. Von Albert M. Sumergido, PA, Commander, 1st BCT. The recognition acknowledged his service to the brigade, as the 99IB was previously under the operational control of the 1st BCT when the battalion was still based in Mindanao.
