𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗔𝗡𝗡𝗢𝗨𝗡𝗖𝗘𝗠𝗘𝗡𝗧

Pursuant to 𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝗫𝗜, 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 4 𝗼𝗳 𝘁𝗵𝗲 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗖𝗼𝗱𝗲 𝗼𝗻 𝗕𝗿𝗲𝗮𝗸𝗶𝗻𝗴 𝗮 𝗧𝗶𝗲, which provides that:

“Should there be a tie between two or more candidates, the said candidates may negotiate to resolve the tie by resorting to a term-sharing agreement, re-election, or tossing a coin. Should the candidates fail to negotiate and/or agree within one (1) day after the announcement of the official tally, there will be a toss coin between the candidates under the supervision of the COMELEC.”

The SSC-COMELEC hereby officially declares 𝗔𝗟𝗬𝗦𝗦𝗔 𝗦𝗔𝗨𝗥𝗔 as the duly elected 𝗩𝗶𝗰𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 following the conduct of a coin toss supervised by the Commission on Elections.

The conduct of the coin toss was witnessed by representatives and members of both political parties, namely the Catalyst of Change and the Alliance of Students for Alternative Politics, to ensure transparency, fairness, and integrity in the resolution of the electoral tie.

The Commission extends its appreciation to all candidates and students who participated in upholding a fair, orderly, and democratic electoral process.

The opening and counting of ballots for the College of Business Administration and Accountancy (CBAA) for the SSC Elections 2026 shall be conducted on May 18, 2026, starting at 9:00 AM onwards at the Office of Student Development Services (OSDS).

OFFICIAL RESPONSE

The SSC Commission on Elections acknowledges the concerns raised regarding the incident that transpired at the CBAA Precinct during the conduct of the elections. As the independent body entrusted to uphold the integrity, transparency, and credibility of the electoral process, the Commission treats this matter with utmost seriousness and responsibility.

The SSC COMELEC wishes to clarify that the concerned COMELEC member briefly left the precinct due to an urgent concern and only stepped away momentarily to get water. Prior to leaving, the Commissioner assigned at the CBAA Precinct instructed a nearby peer to temporarily remain at the precinct table and expressly ORDERED that all election proceedings be suspended during the Commissioner’s brief absence.

It must be emphasized that under these explicit instructions, no individual was authorized or permitted to handle, open, move, or perform any action involving the ballot box or other election materials. Bystanders and electorates present during the temporary pause of the election personally witnessed the situation, including a member of the concerned political party, and can attest that no unauthorized act, interference, or irregularity involving the ballot box occurred at any point during the Commissioner’s absence.

In light of these verified circumstances, the SSC COMELEC firmly clarifies that the political party mentioned in the circulating statement had absolutely no participation, involvement, or intent to interfere with the electoral process. The presence of an individual affiliated with the said party was purely incidental and did not, in any manner, constitute authority over election materials nor participation in any electoral irregularity.

The Commission likewise emphasizes that the incident was an isolated and momentary lapse in procedural judgment brought about by a brief and urgent necessity. It should not be misconstrued as a deliberate act intended to compromise the integrity of the elections, nor should it be interpreted as an organized action attributable to any political organization or candidate.

The SSC COMELEC remains committed to addressing the matter responsibly through direct communication and constructive dialogue with the concerned parties. The Commission firmly believes that transparency, due process, and open clarification are essential in preserving public trust and ensuring that misunderstandings are resolved fairly and objectively.

The time has come for every student voice to be heard. As we uphold the values of democracy, accountability, and student representation, the SSC Commission on Elections officially announces the schedule, venue, and designated polling precincts for the SSC Elections for Academic Year 2026–2027.

All bona fide students are encouraged to participate responsibly and exercise their right to vote. Through informed and collective action, we shape the future of student leadership and strengthen the spirit of service within the university community.

As the 2026 electoral process reaches its final and most decisive stage, the SSC Commission on Elections formally invites all MSU students to the Miting de Avance for the SSC Elections. This pivotal event serves as the primary and most comprehensive platform for the student body to directly engage with, scrutinize, and critically assess the visions, platforms, qualifications, and integrity of the candidates aspiring to serve in the SSC.

Through this gathering, the electorate is given the opportunity to make informed and conscious decisions by evaluating how each candidate intends to address the pressing concerns of the student community and uphold the responsibilities of leadership within the council.
