𝗧𝗢𝗗𝗔𝗬 | During the Flag Raising Ceremony at City Hall, Gingoog City, Misamis Oriental, DILG Region 10 Regional Director Bruce A. Colao, CESO V, addressed LGU officials and functionaries on the true value of public service.

RD Colao emphasized the need for continuous improvement in delivering quality service, reminding public servants that transparency and integrity must guide their work every day to effectively serve the people.

💡 𝐈𝐁𝐀 𝐀𝐍𝐆 𝐌𝐀𝐘 𝐀𝐋𝐀𝐌 | 𝐊𝐀𝐓𝐀𝐑𝐔𝐍𝐆𝐀𝐍𝐆 𝐏𝐀𝐌𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘

Ang barangay ang nagsisilbing unang takbuhan sa pag-aayos ng ilang uri ng alitan sa komunidad. Alinsunod sa batas, may itinatag na proseso upang bigyang-daan ang mapayapa at maayos na pagkakasundo ng mga panig. Ang prosesong ito ay isinasagawa sa ilalim ng Katarungang Pambarangay, na nakapaloob sa Republic Act No. 7160 o ang Local Government Code of 1991.

𝟏. 𝐏𝐀𝐆𝐒𝐀𝐌𝐏𝐀 𝐍𝐆 𝐑𝐄𝐊𝐋𝐀𝐌𝐎. Ang sinumang may reklamo laban sa kapwa niya indibidwal, kung sakop ng Katarungang Pambarangay, ay maaaring maghain ng reklamo—pasalita o pasulat—sa Punong Barangay, bilang Tagapangulo ng Lupon ng Tagapamayapa.

𝟐. 𝐏𝐀𝐆𝐓𝐀𝐖𝐀𝐆 𝐏𝐀𝐑𝐀 𝐒𝐀 𝐌𝐄𝐃𝐈𝐀𝐓𝐈𝐎𝐍. Sa loob ng susunod na araw ng trabaho mula nang matanggap ang reklamo, ipapatawag ng Punong Barangay ang nagrereklamo at inirereklamo, kasama ang kanilang mga saksi, para sa pagkakasundo o mediation.

𝟑. 𝐏𝐀𝐆𝐓𝐀𝐓𝐀𝐆 𝐍𝐆 𝐏𝐀𝐍𝐆𝐊𝐀𝐓. Kung hindi magtagumpay ang pagkakasundo sa loob ng 15 araw mula sa unang pagharap ng mga panig, magtatakda ang Punong Barangay ng petsa para sa pagbuo ng Pangkat ng Tagapagsundo.

𝟒. 𝐏𝐀𝐆𝐃𝐈𝐍𝐈𝐆 𝐍𝐆 𝐏𝐀𝐍𝐆𝐊𝐀𝐓 𝐍𝐆 𝐓𝐀𝐆𝐀𝐏𝐀𝐆𝐒𝐔𝐍𝐃𝐎. Ang Pangkat ay magpupulong sa loob ng 3 araw mula sa pagkakabuo nito upang pakinggan ang magkabilang panig at ang kanilang mga saksi, at hanapan ng paraan ang maayos na pagkakasundo.

𝟓. 𝐏𝐀𝐍𝐀𝐇𝐎𝐍 𝐏𝐀𝐑𝐀 𝐒𝐀 𝐏𝐀𝐆𝐊𝐀𝐊𝐀𝐒𝐔𝐍𝐃𝐎. Binibigyan ang Pangkat ng 15 araw mula sa unang pagdinig upang magkasundo ang magkabilang panig. Kung kinakailangan, maaari itong dagdagan ng hanggang 15 araw kung may sapat na dahilan upang pahabain ang pagdinig.

𝟔. 𝐀𝐌𝐈𝐂𝐀𝐁𝐋𝐄 𝐒𝐄𝐓𝐓𝐋𝐄𝐌𝐄𝐍𝐓. Ang lahat ng amicable settlement ay dapat nakasulat, gamit ang wikang nauunawaan ng mga panig, nilagdaan ng mga ito, at pinagtibay ng Punong Barangay o ng Tagapangulo ng Pangkat ng Tagapagsundo, kung alin ang naaangkop.

Sama-sama nating itataguyod ang mapayapang pag-aayos ng alitan sa barangay, bilang hakbang tungo sa mas matatag at nagkakaisang komunidad.

𝗗𝗜𝗟𝗚 𝗚𝗶𝗻𝗴𝗼𝗼𝗴 𝗖𝗶𝘁𝘆, 𝗟𝗚𝗨 𝗚𝗶𝗻𝗴𝗼𝗼𝗴 𝗖𝗶𝘁𝘆 𝗕𝗿𝗶𝗻𝗴 𝗣𝗮𝗺𝗮𝘀𝗸𝗼𝗻𝗴 𝗛𝗮𝗻𝗱𝗼𝗴 𝘁𝗼 𝗥𝗲𝗺𝗼𝘁𝗲 𝗦𝗶𝘁𝗶𝗼𝘀 𝗶𝗻 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗘𝘂𝗿𝗲𝗸𝗮

GINGOOG CITY, MISAMIS ORIENTAL, December 23, 2025 — The Department of the Interior and Local Government (DILG) Gingoog City Field Office, in partnership with the Local Government Unit of Gingoog City, conducted a Pamaskong Handog outreach activity on December 23, 2025 at 8:00 a.m. at Sitio Kulipapa, Barangay Eureka.

The activity aimed to extend government assistance to residents of far-flung and underserved communities, particularly those classified as Geographically Isolated and Disadvantaged Areas (GIDA). The outreach served over sixty families from Sitio Baliguihan, Sitio Kayakongyakong, and Sitio Baliguihan, with Sitio Kulipapa serving as the venue where residents from the other sitios gathered for the activity.

Beneficiary families received prepared food packs and rice assistance made possible through the support of the City Disaster Risk Reduction and Management Office (CDRRMO) and the City Social Welfare and Development Office (CSWDO). The offices were instrumental in providing logistical support and food packs, ensuring the smooth conduct of the activity.

The activity was also conducted with the support of City Mayor Erick G. Cañosa, whose continued commitment to inclusive and people-centered governance made the outreach possible.

Strong coordination and assistance from the Barangay Eureka officials also contributed to the orderly and successful conduct of the activity. DILG Gingoog City and the City Government expressed their appreciation to the barangay for their active support and cooperation throughout the outreach.

Children received food from Jollibee, which brought excitement and smiles, especially with the appearance of the Jollibee mascot. The presence of the mascot made the activity more enjoyable and memorable for the young beneficiaries. Appreciation was likewise extended to the Jollibee Gingoog City Branch for sharing joy with the children.

The Pamaskong Handog reflects the shared efforts of DILG Gingoog City and the LGU Gingoog City to bring government services closer to communities and ensure that even those in remote areas feel the care and presence of the government, especially during the Christmas season.

🔎𝐋𝐄𝐆𝐀𝐋 𝐋𝐄𝐍𝐒: 𝐂𝐀𝐒𝐄 𝐎𝐅 𝐓𝐇𝐄 𝐖𝐄𝐄𝐊
This week's focus: "𝑫𝒐𝒆𝒔 𝒕𝒉𝒆 𝒑𝒓𝒐𝒉𝒊𝒃𝒊𝒕𝒊𝒐𝒏 𝒐𝒏 𝒑𝒓𝒂𝒄𝒕𝒊𝒄𝒊𝒏𝒈 𝒂 𝒑𝒓𝒐𝒇𝒆𝒔𝒔𝒊𝒐𝒏 𝒖𝒏𝒅𝒆𝒓 𝑺𝒆𝒄. 90, 𝑳𝑮𝑪 𝒂𝒑𝒑𝒍𝒚 𝒕𝒐 𝑷𝒖𝒏𝒐𝒏𝒈 𝑩𝒂𝒓𝒂𝒏𝒈𝒂𝒚𝒔?"

The Supreme Court says 𝐍𝐎 in the case of 𝘊𝘢𝘵𝘶 𝘷𝘴. 𝘙𝘦𝘭𝘭𝘰𝘴𝘢, 𝘈𝘊 𝘕𝘰. 5738, 𝘍𝘦𝘣. 19, 2008. It discussed that while Sec. 90 bars Local Chief Executives (LCEs) like mayors and governors from practicing their profession, no such ban exists for the Punong Barangay and Sangguniang Barangay members.

By their exclusion from the prohibition, the presumption is that they may practice their profession, subject to conditions:
1. It must not conflict with official duties;
2. They must not appear as counsel against the government or any LGU; and
3. Under Civil Service rules, they must secure prior written authority before engaging in private practice.

In 𝘋𝘐𝘓𝘎 𝘓.𝘖. 𝘕𝘰. 21, 𝘴𝘦𝘳𝘪𝘦𝘴 𝘰𝘧 2017, the Department further clarified that PBs and SB Members must secure a prior written permission with the Secretary of the Interior and Local Government (SILG) before they can practice their profession.

𝘕𝘰𝘵𝘦: Since SK officials are also barangay officials, this ruling applies to them as well, absent any prohibition under current laws and regulations.
