In line with the directive of President Ferdinand R. Marcos Jr. and memorandum of Department of Transportation Secretary Giovanni Z. Lopez, and pursuant to the declaration of a State of National Energy Emergency, the Land Transportation Office (LTO) announces the extension of validity for documents expiring beginning April 2026 for a period of three (3) months.

This measure aims to ease the burden of the public amid the rising costs of fuel and basic commodities, giving motorists sufficient time to comply without additional financial strain.

In full compliance with President Bongbong Marcos Jr.’s Memorandum Circular 114 and under the guidance of the Department of Transportation (DOTr), the Land Transportation Office (LTO) has rolled out energy and fuel conservation measures nationwide. The initiative addresses rising global oil prices linked to Middle East conflicts, as part of the government’s mandate for consumption reductions across all agencies. The LTO affirms essential public services will remain uncompromised.

LTO’s measures include: adjusted AC settings, reduced non-essential lighting, and optimized equipment use for electricity conservation.

Non-essential travels like team building and conferences are suspended, aligning with scaled-down ASEAN preparations.

The four-day onsite workweek has been adopted for non-frontline offices to further cut energy and operational costs, while ensuring frontline services remain available to the public on all regular working days.

The agency targets at least 10% fuel reduction and 10-20% less electricity use. Assistant Secretary Lacanilao stated: β€œEvery LTO member has a role in achieving savings, with core services delivered without disruption.”

The Land Transportation Office (LTO) clarifies that the LTO-IT System is NOT replacing the Land Transportation Management System (LTMS). Both systems remain operational under the LTO's existing dual-system arrangement.

Memorandum MVL-2026-095 directed Motor Vehicle Manufacturers, Assemblers, Importers, and Dealers (MAIDs) to use the LTO-IT System for specific dealer reporting transactions Stocks Reporting and Sales Reporting in light of the lapse of the LTMS maintenance contract for those transaction types. This is a targeted, interim measure, not a system-wide replacement.

The dual-system arrangement is a lawful risk management measure under the Build-Operate-Own Phase Out Agreement governing the LTO-IT System. It ensures that LTO frontline services remain uninterrupted under any operational or legal scenario affecting either system.

The LTO will issue further guidance as warranted. The public is assured that all core services vehicle registration, driver's licensing, and law enforcement adjudication continue without disruption.

Hindi po naglabas ng anumang pahayag ang Land Transportation Office tungkol sa pag-alis ng bayad para sa mga transaksyon ng lisensya. Ang lahat ng serbisyo na may kinalaman sa lisensya ay sumusunod sa mga batas at nangangailangan ng tamang bayad na nakalaan para suportahan ang mga operasyon ng LTO at mga programa para sa kaligtasan sa kalsada.

Lacanilao, the LTO has issued a crucial clarification regarding its enforcement policy on modified mufflers. The agency emphasizes that its focus is not on penalizing legitimate buyers of aftermarket mufflers but rather on apprehending those using illegally assembled or non-compliant devices.

Senator Ejercito highlighted the concerns of motorists who legally purchase and install aftermarket mufflers, emphasizing the importance of distinguishing between compliant and non-compliant modifications. Asec. Lacanilao affirmed the LTO's commitment to a fair and clear implementation of regulations.

The LTO reiterates that mufflers purchased from authorized dealers, which are branded and have undergone the necessary processes to meet national standards, are generally not subject to apprehension. These compliant aftermarket mufflers, often equipped with catalytic converters, meet established noise and emission standards. Therefore, motorists with such legal mufflers are not required to carry certifications from manufacturers or assemblers to prove their legality. The LTO recognizes that products that pass through the Department of Trade and Industry (DTI) processes are inherently compliant with national standards.

Conversely, the LTO will continue to strictly apprehend vehicles fitted with illegally assembled mufflers that do not adhere to DTI standards or lack essential emission control components like catalytic converters. These often produce excessive noise and harmful emissions, contributing to both noise and air pollution and violating existing regulations. The agency's objective is to ensure road safety, maintain public order, and protect environmental quality by curbing the use of non-standard, disruptive, and polluting vehicle accessories.

In line with Department of Transportation (DOTr) Transportation Memorandum Circular No. 2026-001 dated 9 January 2026, the Land Transportation Office (LTO) has issued implementing guidelines under Memorandum Circular No. MVL-2026-4846 to standardize the interpretation and reckoning of the settlement period for traffic violation fines under Joint Administrative Order (JAO) No. 2014-01. A key provision included in these guidelines is that driver’s licenses will not be confiscated at the time of apprehension.

The circular establishes the fifteen (15)-day settlement period as working days, reckoned from the date of apprehension and excluding Saturdays, Sundays, declared non-working holidays, and days when government work is suspended. This adjustment provides motorists with clear and reasonable timelines to process payments without unnecessary penalties.

Timely settlement within the prescribed 15 working days will be considered full compliance with JAO 2014-01 and will not result in license suspension. Instead of confiscation, licenses of motorists with unsettled violations will be placed under alert in LTO systems. Failure to settle fines within the period will trigger automatic suspension or revocation of the driver’s license for thirty (30) days, as provided under JAO 2014-01, without prejudice to the payment of corresponding fines and penalties.

A transition period of fifteen (15) working days from issuance has been allotted for system configuration and operational adjustments. The circular shall apply prospectively, governing only apprehensions made on or after its effectivity date; cases filed prior will follow rules in place at the time of apprehension. All inconsistent issuances, memoranda, or guidelines are hereby repealed or superseded accordingly.

The issuance is signed by LTO Chief, Assistant Secretary Markus V. Lacanilao, with strict implementation directed to all LTO regional directors, assistant regional directors, district office heads, heads of Traffic Adjudication Service (TAS), and all law enforcement units and concerned personnel.
