The Department of Trade and Industry (DTI) released Memorandum Circular No. 20-44 prescribing the recategorization of some business activities from Category IV to Category III in areas under General Community Quarantine (GCQ) and Modified GCQ (MGCQ), additional services allowed for barbershops and salons, adjustment of operating hours for business activities allowed in areas under GCQ, and the amendment of the Inter-Agency Task Force on the Management of Infectious Emerging Diseases (IATF) Negative List.

NOTE: Metro Manila, Bulacan, Cavite, Laguna, and Rizal have been temporarily placed under Modified Enhanced Community Quarantine from August 4-18.

P3 CARES Update : June 27, 2020

To all P3 CARES Applicants,

To date, a large majority of loan applicants have already successfully passed thru the Documents Verification phase, with the remaining for resolution until July 3 (see June 26 announcement).

The portfolio of Cares loan applications, thus, is now entering the Business Verification leg - with a few thousands already in the Loan Approval stage.

Small Business Corporation needs the cooperation of all Documents-Approved loan applicants for the timely and efficient disposition of the Business Verification phase - which requires a virtual interview (i.e. via messenger, viber, zoom among other options). We are in the process of setting the Interview Schedules, however, a number of the loan applicants have been difficult to reach.

In case you are a Documents-Approved loan applicant and do not have an Interview Schedule yet for the Business Verification phase, please secure an Interview Schedule by contacting us at :

DTI Secretary Ramon M. Lopez added, “The rule basically applies to those really in business, regularly selling. Even if such activity is small in size, it must be registered. Anyway, annual income below Php250,000 is exempted from income tax. However, those selling intermittently, on a irregular basis or selling homemade stuff as a hobby during this period of the pandemic, are understood as not yet in business. Thus, these are not required to register.”
