In celebration of the National Indigenous Peoples (IP) Month and in consonance with Bayawan City Ordinance No. 26, Series of 2021, the LGU Bayawan City, in partnership with the NCIP Negros Oriental Provincial Office, successfully held the City-wide Culmination of the IP Month Celebration on October 29, 2025.

This year marks the 5th consecutive year that Bayawan City has celebrated and culminated the IP Month, with an annual allocation of โ‚ฑ600,000โ€”a clear manifestation of the City Governmentโ€™s unwavering commitment to supporting and empowering its Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The event gathered the 7 Bukidnon ICCs/IPs of Bayawan City from the barangays of Cansumalig, Kalamtukan, Maninihon, Minaba, Nangka, Narra, and Tayawan, together with IP leaders and IPMRs from Canlaon City and the municipalities of Ayungon, Basay, and Mabinay.

Distinguished guests including Mayor John T. Raymond Jr., Vice Mayor Rusmar Ian D. Tijing, and City Councilor Mark Fidencio Aurelia shared inspiring messages of support, while NCIP Provincial Officer Virginia S. Espante delivered a meaningful message on the essence of the celebration and the continuing journey of empowering ICCs/IPs.

The celebration was also joined by representatives from DAR-MARPO, Philippine Coast Guard, Public Attorneyโ€™s Office Bayawan, Bayawan City Police Station, and various LGU offices, along with DepEd SDO Bayawan City, and the dedicated committee members from city departments.

In celebration of the 28th Indigenous Peoples Rights Act (IPRA) Month, the National Commission on Indigenous Peoples (NCIP) conducted the Orientation on the Indigenous Peoples Education and Advocacy Services (IPEAS) and the Memorandum of Agreement (MOA) Signing with new Educational Assistance Program (EAP) Grantees and their parents from Districts 1 and 2 of Negros Oriental on October 17, 2025, in Mabinay.

The activity commenced with a ritual and opening program, followed by the rationale presented by Ms. Irish Mae L. Tajanlangit, Community Development Officer III, who emphasized the transformative role of education in empowering Indigenous Peoples (IPs). Hon. Rafael O. Bornea, Municipal IPMR of Mabinay, delivered a welcome message expressing his gratitude to NCIP for its continuous support to IP learners.

Atty. Princess May A. Oral, Regional Director of NCIP Region 6/7, and Ms. Virginia S. Espante, Provincial Officer of NCIP Negros Oriental, delivered inspirational messages underscoring the Commissionโ€™s commitment to equitable access to education and the advancement of IP rights, aligned with the observance of IPRA Month.

The orientation proper was facilitated by Mr. Johnjohn T. Medez, TAA II / CSC Education Focal, and Ms. Vima G. Latoza, CAO II / Regional Education Focal, who discussed the IPEAS framework, granteesโ€™ responsibilities, and monitoring mechanisms. An open forum followed to address queries from grantees and parents.

The activity concluded with the MOA signing between NCIP officials, EAP grantees, and parentsโ€”symbolizing shared responsibility in advancing education among Indigenous youth. To further highlight the significance of the celebration, Engr. Edgardo P. Labordo, Jr. presented an overview of Indigenous Peoplesโ€™ Rights in connection with the 28th IPRA Month.

This activity forms part of the 28th IPRA Month Celebration, reaffirming NCIPโ€™s unwavering commitment to uphold the rights of Indigenous Peoples and promote inclusive education through the Indigenous Peoples Education, and Advocacy, Services (IPEAS) initiative.

In celebration of the 28th Anniversary of the Indigenous Peoples Rights Act (IPRA) and National Indigenous Peoples Month, the National Commission on Indigenous Peoples (NCIP), in partnership with the Local Government Unit of Canlaon City, Negros Oriental led by Mayor Jose Chubasco Cardenas, proudly conducted the Installation and Oathtaking Ceremony of the four Barangay Indigenous Peoples Mandatory Representatives (IPMRs) to the Local Legislative Councils and Policy-Making Bodies of Barangays P**a, Malaiba, Lumapao, and Masulog. The oath-taking was administered by Hon. Siegredo B. Cardenas, City Mayor of Canlaon.

The ceremony was graced by NCIP officials from the Regional Office 6/7, the Negros Oriental Provincial Office, and the Guihulngan Community Service Center, alongside IP elders and leaders, local government officials, teachers, and pupils who came together to witness and celebrate this meaningful milestone for the Bukidnon Indigenous Cultural Communities.

As part of the celebration, Commissioner Alex A. Centena and Atty. Princess May A. Oral, Regional Director of NCIP Region VI & VII, facilitated the turnover of cheques to two Education Assistance Program (EAP) graduates as financial support for their board examination reviewโ€”an inspiring gesture that underscores NCIPโ€™s sustained commitment to uplifting Indigenous youth through education, leadership, and community empowerment.

In partnership with the National Commission on Indigenous Peoples (NCIP), the Local Government Unit of Ayungon successfully conducted the Oathtaking Ceremony of the Indigenous Peoples Mandatory Representatives (IPMRs).

The Oath of Office was administered by Hon. Dennis N. Amancio, Municipal Mayor of Ayungon, to the newly confirmed IPMRs:

The ceremony was witnessed by Hon. Commissioner Alex A. Centena, NCIP Ethnographic Commissioner for Island Groups and the Rest of the Visayas, Former Commissioner Jeorge M. Largado, and Atty. Princess May C. Alcarde-Oral, Regional Director of NCIP Region VIโ€“VII.

Through this activity, the NCIP and LGU Ayungon reaffirmed their shared commitment to strengthen Indigenous Peoplesโ€™ participation in local governance and to uphold the principles of Republic Act No. 8371, the Indigenous Peoples Rights Act of 1997.

Mayor Amancio expressed his full support for the IPMRs as vital partners in inclusive governance, while Commissioner Centena encouraged them to lead with integrity, unity, and respect for their cultural heritage.

Together, the NCIP and LGU Ayungon continue to promote meaningful representation and empowerment of the Indigenous Cultural Communities in the municipality.

In celebration of the 28th IPRA Commemoration and National Indigenous Peoples Month, the National Commission on Indigenous Peoples (NCIP) conducted the Oath Taking Ceremony of the Indigenous Peoples Mandatory Representatives (IPMRs) in the Municipality of Ayungon, Negros Oriental.

Prior to the start of the program, Ethnographic Commissioner for Island Groups and the Rest of Visayas, Hon. Alex A. Centena, together with Regional Director Atty. Princess May Oral and the officers and staff of NCIP Region VII, paid a courtesy visit to Hon. Dennis N. Amancio, Municipal Mayor of Ayungon.

The meeting was very productive as they discussed programs and projects that would benefit the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in Ayungon. Among the topics tackled were the delineation and recognition of the Ancestral Domain of the Bukidnon ICCs/IPs in the area and the proposed Cacao Production Project for the IPs โ€” an initiative envisioned to enhance their livelihood and sustainable development.
