To capacitate the LTID personnel on the proper review of Claim Folder (CF) documents, including the Field Investigation Report (FIR), and the process of land valuation, the Department of Agrarian Reform (DAR) โ€“ Quezon II conducted a workshop at the DARPO Conference Room on May 18โ€“21, 2026.

The workshop was facilitated by Renato S. Rebellon Jr, Property Valuation Specialist I, from the Land Bank of the Philippines (LBP) FSSC-IV, who provided discussions on CF pre-processing, land valuation procedures, and the review and preparation of Field Investigation Reports (FIRs).

โ€œImportante ang workshop na ito upang makamit natin ang target sa land valuation at mapadali ang paghahanda ng claim folders. Maiiwasan rin natin ang mahabang proseso sa pagsasayos ng mga foldersโ€, CARPO-LTID Veronica Otcharan stated, emphasizing how the workshop would help improve the delivery of effective agrarian reform services.

In addition, she shared that the learnings gained from the workshop would be disseminated to the technical staff in the Municipal Agrarian Reform Offices (MAROs) to help them improve the efficiency of claim folder processing.

Meanwhile, OIC-PARPO II Ma. Gemma A. Esguerra expressed full support for the workshop and emphasized that it would help improve DAR services and contribute to accomplishing this yearโ€™s targets. She also noted that the activity would further equip DAR employees with the necessary knowledge and skills in CF processing and land valuation.

The workshop concluded with valuable learnings, and it is expected that the preparation of documents will become easier and more efficient while reducing the number of CFs with FIRs requiring revision by the LBPโ€“FSSC.

Mulanay, Quezon โ€” In line with its commitment to strengthen coordination and address the concerns of Agrarian Reform Beneficiaries (ARBs), the Department of Agrarian Reform (DAR) Quezon II successfully conducted a dialogue with ARBs from FQB+7 property in the municipality of Mulanay and Gancayco properties in Catanauan.

Present during the activity were CARPO-LTID Veronica M. Otcharan, MARPO-Mulanay Amado A. Pineda, Jr., MARPO-Catanauan Ferdinand Caรฑa, legal division headed by ARPO II Ma. Celeste I. Caรฑete, and other personnel from Municipal Agrarian Reform Office (MARO) Mulanay and Catanauan.

During the dialogue, various concerns and inquiries of the ARBs were discussed, particularly those related to land tenure, documentary requirements, and updates on agrarian reform processes. The activity provided an opportunity for the beneficiaries to directly raise their concerns and receive immediate clarification from DAR officials and personnel. In addition, CARPO Otcharan shared positive updates with the ARBs, announcing that the Certificate of Land Ownership Award (CLOA) for the concerned landholding had already been processed.

Meanwhile, representatives from the Legal Division provided updates regarding the cancellation of CLOAs and addressed questions concerning the necessary documents and procedures required from the beneficiaries. The discussion helped clarify legal processes and guided the ARBs in preparing the needed documentary requirements.

The dialogue underscored the importance of maintaining open communication between DAR and the ARBs in addressing concerns and ensuring the efficient delivery of agrarian reform services. Through initiatives such as this, DAR Quezon II continues to strengthen its engagement with beneficiaries and uphold its commitment to advancing agrarian reform in the province.

CARPO Jose P. Arenas and MARPO Carmencita A. Gruta formally took their oath as full-fledged Chief Agrarian Reform Program Officer of Program Beneficiaries Development Division (PBDD) and Municipal Agrarian Reform Program Officer, respectively. Meanwhile, Regional Director Cupido Gerry D. Asuncion led the administration of the oath-taking ceremony for the newly promoted personnel.

CARPO Arenas is currently serving as chief of PBDD while MARPO Gruta was assigned at DAR Unisan/Pitogo Cluster. DAR Quezon II expresses its warmest congratulations to CARPO Jose Arenas and MARPO Carmencita Gruta as they embark on higher responsibilities in service to the advancement of agrarian reform in the province.

Lopez, Quezon โ€“ The Department of Agrarian Reform Quezon II (DAR) continues to support Agrarian Reform Beneficiaries Organizations (ARBOs) by introducing climate-resilient farming practices. This initiative aims to assist 40 members of the MASSCO Farmers Marketing Cooperative under the Climate Resilient Farm Productivity Support Program (CRFPSP) โ€“ Sustainable Livelihood Support for Disaster-Affected Areas (SLSDAA) project.

To formalize the project launch, the DAR Quezon II, Municipality of Lopez and MASSCO signed the Memorandum of Agreement (MOA). Moreover, a โ€™planting of commitmentโ€™ which symbolizes the continued partnership between each one for the purpose of achieving a successful implementation of the program.

OIC-PARPO II Ma. Gemma A. Esguerra expressed her appreciation for the 100 percent participation of the ARBs in the project. She emphasized that this initiative marks the beginning of a fruitful partnership between DAR and the farmers in achieving climate-resilient farming and sustainable livelihoods.

โ€œGusto ko lang ipaalala sa inyo na tapusin ninyo ang 10 araw na pagsasanay at umaasa ako na pagkatapos ng pagsasanay na ito ay hindi lang makatutulong sa inyong pamumuhay kundi maibahagi pa ang kaalaman sa iba pang magsasaka nang sabay-sabay kayong umunlad,โ€ PARPO Esguerra said.

The farmers will undergo 10 training sessions, where they will learn practical skills in climate-smart agriculture. These training sessions will help them protect their crops from the effects of climate change, improve farm productivity, increase their income, and sustain their livelihoods.

In addition, they will receive Php 300K worth of farm machineries and equipment, such as grass cutter and knapsack sprayer, to modernize their farming practices. These can also be leased out to generate additional income for the organization.

Meanwhile, OIC-PARPO I Engr. Marvin Labao emphasized that the project is concrete proof that the government continues to serve the community and improve peopleโ€™s lives. He also assured that DAR will continue to push forward in promoting social justice through agrarian reform and sustainable programs for agrarian reform beneficiaries.

Also present at the event to show support were CARPO-PBBD Joey P. Arenas, MARPO Joseph Cacanindin, Municipal Administrator Wiliard Tabien, MAO Rebecca P. Tiama, Barangay Captain Edmon C. Villaseรฑor and Barangay Captain Elemda Delmo of Brgy. Sto Niรฑo Ibaba.

Felixberto V. Arellano, Chairman of the MASSCO Farmers Marketing Cooperative, committed to DAR that they will ensure full participation of members in the training sessions, actively engage in the demonstration farm activities, and properly maintain the machinery that will be provided to them.

Mulanay, Quezon - Patuloy na tinutugunan ng Department of Agrarian Reform (DAR) ang kinakaharap na suliranin ng mga magsasaka bunsod ng pabago-bagong klima matapos ilunsad ang proyektong Climate Resilient Farm Productivity Support Program (CRFPSP) โ€“ Sustainable Livelihood Support for Disaster-Affected Areas (SLSDAA), para sa 25 Agrarian Reform Beneficiaries (ARBs) ng Barangay Ibaba Yuni Farmers Association (BIYFA).

Layunin ng nasabing programa na matulungan ang mga magsasaka na makasabay sa makabagong pamamaraan ng pagsasaka at makatugon sa epekto ng pagbabago ng klima. Sa pamamagitan nito, inaasahang mababawasan ang pinsala at masisiguro ang mas mataas na produksyon at kita sa kanilang pagsasaka.

Upang maging pormal ang paglunsad ng CRFPS-SLSDAA, nagsagawa ng Memorandum of Agreement kasama ang DAR Quezon II, Municipal Agriculture Office ng Mulanay at BIYFA. Dagdag pa dito, nagkaroon ng โ€˜planting of commitmentโ€™ na kung saan ito ay sumisimbolo sa pagtutulungan ng mga ahensiya at benepisyaryong magsasaka para maging matagumpay ang nasabing programa.

โ€œAng proyektong ito ay malaking bagay para sa inyo. Ito ay mag-aangat ng inyong pagsasaka, gayundin ng inyong pamumuhay,โ€ pahayag ni OIC-PARPO II Ma. Gemma A. Esguerra.

Dagdag pa niya, hindi matatapos sa pagsasanay at pagbibigay ng makinarya ang tulong ng DAR Quezon II, sapagkat kahit matapos ang proyekto ay patuloy pa ring tutugon ang kagawaran sa pangangailangan ng mga ARBs.

Para naman kay OIC-PARPO I Engr. Marvin Labao ay simbolo ng pag-asa tungo sa pagkamit ng maayos na pamumuhay. Pinaalalahanan din niya ang mga magsasaka na maging disiplinado at magkaisa upang makamit ang pagbabago, sapagkat ang tagumpay ng programa ay nakasalalay sa sama-samang pagkilos ng mga ARBs.

Lubos naman ang pasasalamat ng mga ARBs sa nasabing programa. โ€œIsang karangalan po na ang aming organisasyon ang napili ng DAR na matulungan ng programang ito, kaya naman amin po itong iingatan,โ€ ito ang naging pahayag ni Melinda P. Cerdon, Pangulo ng samahan.

General Luna - The Department of Agrarian Reform Quezon II Provincial Office recently launched a Climate Resilient Farm Productivity Support Program (CRFPSP)- Sustainable Livelihood Support for Disaster Affected Areas (SLSDAA) to the Samahan ng Magsasaka ng Barangay Sumilang (SAMAKALANG) Inc on April 23.

The CRFPSP-SLSDAA is a DAR initiative designed to bolster the climate resilience and sustainable livelihoods of ARBs. By promoting climate-resilient farming practices and strengthening farmer capacities through training, the program aims to increase farm productivity and income. Furthermore, it integrates adaptation, mitigation, and gender-responsive strategies to proactively address the impacts of climate change.

To formalize the project, DAR Quezon II, led by OIC-PARPO II Ma. Gemma A. Esguerra, the Local Government Unit (LGU) of General Luna headed by Municipal Mayor Jose Stevenson Sangalang, and SAMAKALANG represented by President Noli A. Padilla, signed a Memorandum of Agreement (MOA). Under this agreement, DAR Quezon II serves as the governing body responsible for project implementation, while LGU General Luna provides the support necessary to ensure the project's successful completion. Meanwhile, SAMAKALANG, as the recipient ARB Organization, will actively participate in all project activities.

As a symbol of collaboration, a planting of commitment was conducted, together with DAR, LGU and SAMAKALANG. This planting of seedlings symbolizes the growing partnership between the three agencies and the hopes that this project launch will be a success.

In a message by OIC-PARPO II Ma. Gemma A. Esguerra, she congratulates the organization chosen to be part of this program. "Sa 106 ARB Organizations na inaasistihan ng DAR Quezon II, mapalad kayo at kayo ang napili upang maging benepisyaryo ng programang ito. Ang hiling ko lang ay sana ang mga napiling ARBs na sasailalim ng programang ito ay makapagtapos at magamit ang natutunan sa kanilang mga natanggap na lupain." PARPO Esguerra expressed during her message.

The members of SAMAKALANG will undergo several training lectures and on-hands training sessions on modern farming techniques and climate-resilient agricultural practices. In addition, the organization will also receive Php 300k worth of farm machineries and equipment (FME) to aid them in their journey.

OIC-PARPO I Engr. Marvin C. Labao congratulated the participants and stressed the importance of the project, especially nowadays that the country is currently experiencing El Niรฑo. He hopes that this project will greatly be of help to the ARB Organization and improve their economic standard of living.

Meanwhile, Municipal Agriculturist / Municipal Administrator Silvino Pedragoza Jr. expressed that the LGU General Luna will provide the necessary support to this project. Municipal Councilor and PARCCOM Member Jovito Red also graced the said occasion and delivered a message of support, emphasizing the importance of collaboration between the organization and LGU. He also highlighted some accomplishments of the PARCCOM to the body. MARPO Grace Cabangon was also in attendance to witness the said launching.

The program will begin the end of April and it is expected that it will conclude this coming August 2026. The SAMAKALANG is one of the three ARBOs who are recipient of the CRFPSP-SLSDAA.
