: The Department of Budget and Management (DBM), Department of Finance (DOF), and Department of the Interior and Local Government (DILG) issued Joint Memorandum Circular No. 1, s. 2026 dated August 4, 2026, titled “Supplemental Guidelines to DBM-DOF-DILG JMC No. 1 dated November 4, 2020 Relative to the Appropriation and Utilization of the Twenty Percent (20%) Development Fund (DF).”

The Circular prescribes supplemental policy guidelines on the proper appropriation and utilization of local government units' (LGUs) 20% Development Fund, aligning it with the Unified Package for Livelihoods, Industry, Food, and Transport or UPLIFT Framework issued under Executive Order No. 110, s. 2026.
