The National Youth Commission (NYC) has approved the 𝟐𝟎𝟐𝟔 𝐆𝐮𝐢𝐝𝐞𝐥𝐢𝐧𝐞𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐂𝐨𝐧𝐯𝐞𝐧𝐢𝐧𝐠, 𝐄𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐋𝐨𝐜𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐮𝐧𝐜𝐢𝐥𝐬 (𝐋𝐘𝐃𝐂𝐬). The updated guidelines set a clearer and more consistent framework for how LYDCs are organized and operate across LGUs, ensuring sustained and inclusive youth participation in local governance.
With more defined roles, processes and coordination mechanisms, LYDCs are better positioned to support Sangguniang Kabataan (SK) officials in delivering youth programs aligned with national priorities, while also strengthening compliance and institutionalization at the local level.

𝐒𝐊 𝟐.𝟎: 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐘𝐨𝐮𝐭𝐡 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐢𝐧 𝐇𝐞𝐫𝐧𝐚𝐧𝐢

The Local Youth Development Office of the Municipality of Hernani successfully conducted the SK 2.0: Strengthening Youth Governance Through the Functionality Assessment Lens — A Reorientation Seminar on the Duties and Functions of SK and LYDC Members last March 27, 2026, at the Sangguniang Bayan Session Hall.

The activity was participated in by SK and LYDC members from across the municipality. It featured insightful discussions on Youth Leadership and Governance, an Overview of the Sangguniang Kabataan Reform Act of 2015, the Duties and Functions of SK and LYDC Members, and SK Monitoring and Evaluation (M&E).

As part of the program, a hands-on workshop on Tracking Progress, Ensuring Compliance – SK M&E Encoding and Submission was conducted to ensure the accurate and timely submission of the SK M&E Form through the SK Web Portal. Additionally, SK officials carried out an initial assessment of their performance using the SK Functionality Assessment Tool.

This initiative underscores the municipality’s commitment to strengthening youth governance, promoting accountability, and empowering young leaders to deliver responsive and impactful programs for their communities.

LOOK | COVERAGE OF THE SANGGUNIANG KABATAAN OFFICIAL ELIGIBILITY (SKOE)

Under Section 3 of Civil Service Commission Resolution Number 2500752, “the grant of the SKOE shall be available to the following SKOs in good standing, whether elected or appointed, who were in office upon the effectivity of Republic Act 11768, and to those elective and appointive SKOs who subsequently assumed their positions:

1. SK Members elected by the registered voters of the Katipunan ng Kabataan (KK); and
2. SK Secretary and Treasurer appointed by the SK Chairperson from among the members of the KK, with the concurrence of the majority of all the SK members.

Only the elective and appointive SKOs mentioned above may access the SKOE. Therefore, it is clarified that eligibility for the SK Chairperson (whether elected or succeeding) will only be granted the Barangay Official Eligibility (BOE) in accordance with Section 94 (d) of BP Blg. 3337, as amended by Section 393 (b)(5) of RA No. 7160, provided that the conditions and requirements specified in the grant of BOE under CSC MC No. 13, s. 2021, Policies on Service Requirement for Grant of Barangay Official Eligibility, and other related matters are satisfied.

Considering that RA No. 11768 took effect on 1 June 2022, the SKOs in good standing who were incumbents during the term 2018 to 2022, and those who will be elected and/or appointed as SKOs thereafter, shall be entitled to the grant of SKOE under these rules, subject to the rule on completion of term of office.
