The DILG Region 8 takes pride as Eastern Visayas records 147 Good Financial Housekeeping (GFH) Passers for CY 2025, which is 98.7% of all LGUs in the Region. This also marks a 9% increase from last year's 134 CY 2024 GFH passers.

Six (6) provinces, seven (7) cities, and 134 municipalities from different provinces were awarded the GFH for 2025 after passing the following criteria:

1. Most recent Commission on Audit (COA) Opinion is Unmodified or Qualified, based on the Annual Audit Report (AAR) posted on the COA website; and

2. Full Disclosure Policy (FDP) requirements on the timely and complete posting of required financial documents in three (3) conspicuous places and in the FDP Portal from the 2nd to 4th quarter of CY 2024 and 1st quarter of CY 2025 are complied, based on the data provided by the FDP Central Team of the BLGS-PCMD.

Since its inception in 2010, the GFH has served as an assessment tool used by the department to measure the performance of the local government in the use of public funds with full transparency.

With 235 project municipalities invited, the forum also intends to assist leaders for more effective, efficient, and responsive leadership.

Hernani, Eastern Samar โ€“ June 16, 2026 โ€“ The Anti-Red Tape Authority (ARTA), through its Compliance Monitoring and Evaluation Office (CMEO), conducted a monitoring inspection at the Local Government Unit (LGU) of Hernani to assess its compliance with Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The inspection forms part of ARTAโ€™s mandate to monitor and evaluate government agenciesโ€™ adherence to the provisions of the law and related memorandum circulars.

The inspection focused on the establishment of Business One-Stop Shops (BOSS), the implementation of electronic Business One-Stop Shops (eBOSS), compliance with Citizensโ€™ Charter guidelines, implementation of the Harmonized Client Satisfaction Measurement (HCSM), designation of Committees on Anti-Red Tape (CART), and the establishment of Public Assistance and Complaints Desks (PACD).

ARTA emphasized that the initiative aims to promote efficient public service delivery, reduce bureaucratic delays, and strengthen transparency and accountability in local governance.

THE MUNICIPALITY OF HERNANI JOINS THE NATION IN CELEBRATING THE 128TH PHILIPPINE INDEPENDENCE DAY

The celebration began with a motorcade participated in by officials and employees of Local Government and National Government Agencies, followed by a short program at the Municipal Town Plaza.

Highlights of the program included the Welcome Message by Vice Mayor Dr. Socorro de Lira Ponferrada, inspiring performances from the students of San Miguel Elementary School and Pedro E. Candido Memorial National High School, the Commemorative Message delivered by Dr. Tito M. Collarga of DepEd Hernani District, and the Closing Remarks by Hon. Roderick B. Dequilla.

As we honor the sacrifices of our heroes, may we continue to uphold the values of freedom, unity, and patriotism for future generations.
