Strengthening Inclusive Local Governance through GAD Agenda Orientation | 08.27.2026

The DILG Hilongos Municipal Operations Office, together with the GAD Focal Point System (GFPS) of Hilongos, participated in Episode 3 of Pathways to Inclusive Governance, focusing on the importance of understanding and formulating a responsive GAD Agenda.

The activity emphasized that a well-formulated GAD Agenda serves as a strategic guide in identifying gender issues, setting appropriate interventions, and ensuring that gender-responsive programs are integrated into the plans and priorities of the Local Government Unit.

More importantly, mainstreaming GAD into LGU operations strengthens inclusive, equitable, and responsive governance—ensuring that the needs and concerns of women, men, and diverse sectors are considered in local policies, programs, services, and decision-making.

Advancing GAD mainstreaming means advancing inclusive local governance.

The DILG Hilongos Municipal Operations Office welcomed Mr. Edmund D. Vilbar, GAD Focal Officer, for a coordination visit to discuss the municipality’s upcoming series of GAD-related initiatives, including the Capacity Building of GAD Teams/Groups at the Grassroots on Gender-Related Violence, Advocacy on Men Opposed to Violence Against Women Everywhere (MOVE), and the GAD Symposium on Gender-Related Violence for 4Ps Members.

As a partner in local governance, the Office will be tapped to provide technical support and serve as one of the resource persons in these initiatives. MLGOO Benjamin Gabriel R. Dadulla, Jr. expressed full support and commitment to contribute to the successful implementation of the planned activities.

This coordination underscores the value of strong inter-office collaboration and shared responsibility in advancing the Municipality’s GAD programs, promoting gender-responsive initiatives, and strengthening inclusive, responsive, and effective local governance.

August 24, 2026 | DILG Region 8 Regional Director Arnel M. Agabe, CESO III, alongside RICTU Head Engr. Abelardo Luis de Asis, officially turned over a new laptop to LGOO II Jean Paul O. Panoy of DILG Hilongos at the DILG Region 8 Office in Tacloban City.

Part of the regional office’s ongoing commitment to enhancing frontline services through logistical support, the turnover also provided equipment to LGOO V Acebo (DILG Leyte Provincial Office) and LGOO II Rupa (DILG Burauen).

DILG Hilongos extends its heartfelt gratitude to RD Agabe and DILG Region 8 management for their unwavering support in empowering field offices and enhancing public service.

Episode 1: Pagba-id: Voices in Action on CSO Academy, Grant Opportunities, Policy Frameworks, and LPC Self-Assessment

The DILG Hilongos Municipal Operations Office joins the online session of PAGBA-ID: Voices in Action, focusing on CSO capacity enhancement, grant opportunities, policy frameworks, and Local People’s Council (LPC) self-assessment.

The activity provides an avenue to strengthen the capacity, participation, and engagement of Civil Society Organizations (CSOs) in local governance. The DILG Hilongos also encourages local CSOs to actively participate and maximize the learning opportunities provided by the session.

Through strengthened CSO–LGU collaboration, the DILG continues to promote meaningful participation, inclusive governance, and stronger partnerships toward responsive and accountable local governance.

Client Assistance and Inter-Office Cooperation

The DILG Hilongos Municipal Operations Office remains steadfast in upholding responsive and quality public service as part of its mandate.

This morning, the Office engaged in an inter-office cooperation visit and provided technical assistance to Engr. Joseph Andrew Velos, Municipal Engineer-OIC, strengthening coordination and fostering meaningful partnerships in local governance.

Likewise, technical assistance on Katarungang Pambarangay (KP) Law was extended to a client seeking guidance, ensuring timely and appropriate assistance in the delivery of frontline services.

Pagrig-on han mga Harigi (Year 3): Strengthening of Barangay-based Institutions (BBIs) — Episode 5: Barangay VAW Desk Officers | 08.25.2026

The DILG Hilongos Municipal Operations Office participated in the online session on "Barangay Violence Against Women (VAW) Desk Officers", highlighting the importance of strengthening and institutionalizing VAW Desks as frontline mechanisms in addressing gender-based violence.

The activity brought together Barangay VAW Desk Officers to enhance their knowledge and capacity in providing appropriate assistance, protection, and referral to victims and survivors.

From the DILG perspective, a functional VAW Desk reflects responsive and inclusive local governance—strengthening barangays’ capacity to protect rights, uphold dignity, and build safer, violence-free communities.

Online Reorientation on Quality Procedure (QP) 23: Provision of Technical Assistance | 08.25.2026

MLGOO Benjamin Gabriel R. Dadulla, Jr. participated in the said activity via zoom meeting conducted by DILG Region VIII.

The activity refreshed the knowledge of DILG personnel on the proper processes and documentation in providing technical assistance, emphasizing the importance of timely, responsive, and quality service in support of effective local governance.

Barangay Citizens Charter for Good Governance | 08.25.2026

The DILG Hilongos Municipal Operations Office joins the PAG-ARAM ha EODB: Enhancing Frontline Governance through Effective Barangay Citizen's Charter Implementation.

Barangay officials—including Punong Barangays, Barangay Secretaries and Treasurers, and Sangguniang Barangay Members—were encouraged to participate in the learning activity via Zoom and Facebook Live, focusing on RA 11032 and other relevant issuances on ease of doing business initiatives.

The activity aims to strengthen frontline service delivery by ensuring that every barangay is fully aware of its services, documentary requirements, prescribed transaction time, and responsible offices—promoting transparent, efficient, and citizen-centered governance at the grassroots level.

Good governance begins with services that are clear, accessible, and accountable.
