Demonstrating its unwavering commitment to responsive, inclusive, and people-centered governance, the Local Government Unit of Hinabangan successfully concluded its Serbisyo Caravan through a Culmination Program held at Barangay Concord, serving residents of Barangays Concord and Cabang, with neighboring Barangay Tabay likewise availing of the various government services offered during the activity.
The culmination marked the successful completion of the municipality-wide Serbisyo Caravan conducted across the sixteen (16) RCSP beneficiary barangays, bringing essential government programs and frontline services directly to communities through the collaborative efforts of municipal offices, national government agencies, and development partners.
The program formally opened with a welcome message from Municipal Mayor Hon. Clarito P. Rosal, who reaffirmed the Local Government Unit's commitment to ensuring that no barangay is left behind in the delivery of quality government services. He emphasized that the Serbisyo Caravan is a fulfillment of the commitments made during the Ugnayan sa Barangay consultations under the Retooled Community Support Program (RCSP), demonstrating the LGU's dedication to translating community concerns into concrete government action.
The activity was graced by Atty. Joshua Marlito B. Amistoso, LGOO II and Provincial RCSP Focal Person, representing the DILG Samar Provincial Office, and Mr. Adrian Thomas E. Colasito, Assistant Division Chief of the Local Government Monitoring and Evaluation Division (LGMED), representing the DILG Regional Office VIII. Both officials commended the Municipality of Hinabangan for its exemplary implementation of the Serbisyo Caravan and emphasized the importance of sustaining convergence initiatives that strengthen local governance and improve public service delivery.
Among the highlights of the activity was the distribution of 32-inch television sets and educational materials to the Early Childhood Care and Development (ECCD) Centers, reinforcing the LGU's commitment to enhancing early childhood education through improved learning resources. The municipality also distributed food assistance under the Local Government Support Fund โ Financial Assistance to Local Government Units (LGSF-FALGU) FY 2026 Assistance to Indigent Individuals or Families โ Food Assistance/Rice Distribution Project, extending much-needed support to identified beneficiaries.
Certificates of Recognition and Appreciation were likewise awarded to participating municipal offices, national government agencies, partner organizations, and distinguished guests in acknowledgment of their invaluable contributions to the successful implementation of the Serbisyo Caravan throughout the sixteen RCSP beneficiary barangays.
Following the ceremonial program, residents availed themselves of a comprehensive range of services, including medical consultation, medicines, vaccination and immunization, civil registry services, National ID registration, agricultural support services, anti-rabies vaccination, RBSA registration, fire safety education, National Police Clearance assistance, tax mapping, ECCD support, social welfare services, free haircut, manicure and pedicure, and other frontline government services delivered through the convergence of partner agencies.
More than the delivery of services, the Serbisyo Caravan demonstrated the power of collaboration among the Local Government Unit, the Department of the Interior and Local Government, national government agencies, and partner institutions in making government more accessible to the people. The initiative stands as a testament that responsive governance is achieved when services are brought directly to the communities they are intended to serve.
As the Serbisyo Caravan concludes its successful implementation across all sixteen RCSP beneficiary barangays, the Municipality of Hinabangan remains steadfast in its commitment to sustaining programs that promote inclusive development, strengthen community participation, and improve the quality of life of every Hinabanganon.
Because when government reaches the people, communities become stronger, opportunities become greater, and no barangay is left behind.
