𝐑𝐂𝐒𝐏 𝐓𝐞𝐚𝐦 𝐂𝐨𝐧𝐯𝐞𝐧𝐞𝐬 𝐟𝐨𝐫 𝐈𝐦𝐦𝐞𝐫𝐬𝐢𝐨𝐧 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧
HINABANGAN, SAMAR | The Local Government Unit of Hinabangan, through the support of the dynamic Municipal Mayor Hon. Clarito P. Rosal, convened the Retooled Community Support Program (RCSP) Core Team for the strategic and comprehensive planning of the upcoming RCSP Immersion Activities, particularly the conduct of Ugnayan sa Barangay and Serbisyo Caravan across the sixteen (16) target barangays. The activity was held at the Liga Hall, Hinabangan, Samar on May 20, 2026.
The planning session was attended by heads and representatives from various municipal offices and partner agencies, including the Municipal Engineering Office (MEO), Municipal Planning and Development Office (MPDC), Municipal Treasury Office (MTO), Municipal Social Welfare and Development Office (MSWDO), KALAHI-CIDSS, Rural Health Unit (RHU), Department of Social Welfare and Development (DSWD) through 4Ps, Municipal Administration Office, Office of the Municipal Agriculture (OMA), Philippine National Police (PNP), and the Department of the Interior and Local Government (DILG). Also present were members of the Basic Service Delivery Team (BSDT), Peace, Law Enforcement and Development Support (PLEDS) Team, Citizenship and Community Participation Team (CCPT), and the RCSP Core Team, reflecting a strengthened whole-of-government approach in local governance.
LGOO II Kenneth Paul M. Ampis presented the overview of the Retooled Community Support Program (RCSP), emphasizing the objectives, implementation strategies, timelines, and the importance of convergence among municipal offices and partner agencies in ensuring responsive and inclusive delivery of government services to the communities.
Also gracing the session was Hon. Arthur A. Aban, Municipal Vice Mayor, who expressed his full support for the RCSP undertakings and encouraged all participating offices and stakeholders to continue strengthening collaboration and community engagement in the implementation of the program.
The activity highlighted a meaningful exchange of ideas and collaborative planning among participants to ensure the successful conduct of the immersion activities within the target timeline. It was discussed that the Ugnayan sa Barangay activities will be simultaneously conducted through five (5) teams composed of representatives from the different municipal offices and partner agencies to maximize service delivery and community engagement, with activities targeted to be completed within the month.
Matters concerning logistical preparations, manpower complement, scheduling, and funding support were likewise discussed to ensure the smooth and efficient implementation of the immersion activities in all target barangays.
The session concluded with a shared commitment among stakeholders to strengthen participatory governance, enhance community engagement, and promote responsive public service through the effective implementation of the RCSP in the Municipality of Hinabangan.
