To strengthen disaster response preparedness, the LGU Hingyon through the Municipal Disaster Risk Reduction and Management Office (MDRRMO) conducted a Rapid Damage Assessment and Needs Analysis (RDANA) Training from May 25-28, 2026 at the KALAHI Building. It was actively participated in by 34 individuals from the LGU, barangays. Hingyon PNP, and Hingyon BFP.

It aimed to equip participants with the necessary knowledge and skills in conducting rapid disaster assessments, gathering accurate field data, identifying the immediate needs of affected populations, and preparing timely and reliable reports during emergencies and disasters.

The activity featured lectures, workshops, and simulation exercises facilitated by trainers Mr. Junifer Ngannoy, Mr. Dhenver Lagasi, Mr. Madegyem Badongen, Ms. Ligaya Gumadol, and Ms. Jaimelyn Lanag. The trainers emphasized the importance of accurate information management, effective communication, and coordinated response efforts during disaster situations

RDANA is conducted during the early phase of a disaster to quickly assess damage and determine the needs of affected communities. The results serve as the basis for appropriate action, resource mobilization, and decision-making by the disaster risk reduction and management authorities.

The conduct of the RDANA Training reflects the continuing commitment of the LGU and partner agencies in promoting proactive and efficient disaster response systems toward a safer and more resilient Hingyon.

HINGYON, IFUGAO โ€” The Bitu Agripreneur SLP Association (BASA) conducted the opening and ribbon-cutting ceremony of its Chicken Egg Enterprise on May 28, 2026, at Abbat, Bitu.

The event was attended by representatives from the Department of Social Welfare and Development โ€“ Sustainable Livelihood Program (DSWD-SLP) Ifugao, led by SLP Focal Person Ms. Cate C. Belingon, representatives from the Local Government Unit (LGU) headed by Executive Assistant Delia Ganggangan, 4Ps Municipal Link Ms. Lily Bania-ao, Mr. Pedro Binwag, and members of the BASA.

BASAโ€™s establishment gained momentum after the DSWD-SLP Cordillera Administrative Region accredited the organization as a legitimate Beneficiary Civil Society Organization on February 10, 2026. Following the accreditation, the association received financial assistance through the DSWD Seed Capital Fund amounting to Php 540,000.00 on April 8, 2026, intended for the implementation of its Chicken Egg Enterprise project.

The association was organized after the DSWD-SLP introduced the Sustainable Livelihood Program through its Micro-Enterprise Development Track on September 18, 2025. The initiative was strongly supported by the Local Government Unit of Hingyon under the leadership of Mayor Florencio B. Nalula, whose administration advocated for sustainable livelihood opportunities for the community.

Despite numerous challenges encountered during its early stages, BASA successfully established the enterprise through the dedication and perseverance of its members. During the program, BASA President Mr. Joshue Ngayawan and member Mr. Benedict Damuggo shared testimonies about the struggles they faced and the collective efforts that enabled the association to overcome difficulties.

They emphasized that active participation, cooperation, and unity among members were key factors in the successful establishment of the organization and would continue to guide BASA toward growth and sustainability.
At present, BASA is already producing and selling fresh chicken eggs within the community. The association also encourages the public to continue supporting local products by patronizing their enterprise.

2026 Local Council for the Protection of Children Functionality Assessment

DILG-CAR proudly celebrates the exemplary performance of Local Government Units across the Cordillera Administrative Region in the CY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment.

Out of eighty-three (83) LGUs assessed, seventy-three (73) achieved the IDEAL Level of Functionality, reflecting strong and effective child protection systems at the local level. The remaining LGUs were assessed under the MATURE and PROGRESSIVE Levels, demonstrating sustained efforts toward continuously strengthening LCPC structures, policies, and service delivery for children.

This accomplishment underscores the unwavering commitment of LGUs in advancing responsive, inclusive, and rights-based governance for children through strengthened Local Councils for the Protection of Children.

DILG-CAR extends its sincere appreciation to all Local Government Units and partner stakeholders for their dedication and collective efforts in ensuring the promotion, protection, and fulfillment of every childโ€™s rights and welfare in the region.

More than 300 clients benefited from the PuroKalusugan Caravan conducted today, May 22, 2026, at the Municipal Gymnasium, where various essential healthcare services were made accessible to the community.

The medical outreach activity offered various health services, including eye check-ups, blood donation, dental care, circumcision, adult and pediatric consultations, cervical cancer screening, and laboratory examinations, among others. The initiative aimed to bring accessible and quality healthcare services closer to the community.

The caravan was made possible through the collaborative efforts and support of the Department of Health โ€“ Provincial Office, Provincial Health Office, IFSU Eye Center, Philippine Red Cross โ€“ Ifugao, PhilHealth, and the dedicated doctors and healthcare workers who generously volunteered their services for the activity.

The successful conduct of the PuroKalusugan Caravan highlights the continuing commitment of the local government and partner agencies in promoting public health and ensuring that healthcare services reach every member of the community.

FLAG CEREMONY HIGHLIGHTS

During the ceremony, PESO Manager Herman Bumilac formally turned over a check amounting to Php 698,180.00 to the Treasury Office. The financial assistance was awarded by the Department of Labor and Employment (DOLE)-Ifugao on May 13, 2026, to fund livelihood projects benefiting 29 individual farmer-beneficiaries in the municipality.

The assistance aims to strengthen agricultural productivity and improve income-generating opportunities for local farmers through the provision of essential farm tools and agricultural inputs. Among the equipment to be purchased are tillers, grass cutters, drums, knapsack sprayers, hoses, and crates.

Another notable highlight of the ceremony was the turnover of laptop units donated by Mr. Gilbert Aclibon. A total of eleven (11) laptops will be distributed to the municipalityโ€™s barangays, excluding Southern Cababuyan, which had already received a donation last year. The remaining laptop unit will be assigned to the Agriculture Office.

The local government expressed its gratitude to Mr. Aclibon, a former municipal councilor, for his continued generosity and unwavering support to the people of Hingyon. Every year, whenever he returns home, he extends assistance to the municipality through various donations. In previous years, he donated sports equipment and medical supplies, which were turned over to the health office and to DepEd-Hingyon.

The Municipal Anti-Drug Abuse Council (MADAC), under the leadership of Chairperson Hon. Florencio Nalula, successfully conducted the Capability Building and Enhancement Course for members of the Barangay Anti-Drug Abuse Council (BADAC), Cluster Heads, and Barangay Peacekeeping Action Team (BPAT) personnel on May 15, 2026, at the Municipal Gymnasium and the KALAHI Building, Culob Compound, Hingyon, Ifugao. The activity was carried out in coordination with the PNPโ€“Hingyon Municipal Police Station (MPS) and the Philippine Drug Enforcement Agency (PDEA) Ifugao.

The activity gathered the Punong Barangays, Barangay Kagawads on Peace and Order, Barangay Secretaries, and BPAT members from all barangays of the municipality, reflecting the local government unitโ€™s commitment to strengthening initiatives that promote peace, public safety, and drug-free communities.

The capability-building aimed to further enhance the participantsโ€™ competence, knowledge, and practical skills in effectively carrying out their duties and responsibilities as frontliners in community safety, peacekeeping, and anti-drug advocacy.

As the program progressed, participants were divided into two groups for a more focused discussions and workshop. Punong Barangays and Barangay Secretaries from the municipalityโ€™s eight drug-free barangays proceeded to the KALAHI Building for a workshop facilitated by PDEA personnel. During the session, Agent David A. Bastian discussed the guidelines, standards, and documentary requirements necessary to sustain and maintain the barangaysโ€™ drug-free status and certification.

Meanwhile, representatives from the municipalityโ€™s four drug-cleared barangays, together with BPATs, remained at the Municipal Gymnasium for a separate session focusing on the role of barangay officials and peacekeeping personnel in the implementation of public safety programs, anti-illegal drug initiatives, and peace and order operations.

The activity underscored the significance of unity, vigilance, and proactive leadership among barangay officials and community partners in advancing the municipalityโ€™s anti-illegal drug campaign. More importantly, it reinforced the shared responsibility of every sector in fostering a peaceful, orderly, resilient, and drug-resistant community for the people of Hingyon.

In support of its continuing mandate to promote sustainable livelihood and inclusive economic growth, the Department of Labor and Employment (DOLE) โ€“ Ifugao Field Office awarded a livelihood check amounting to โ‚ฑ698,180.00 to the Local Government Unit (LGU) of Hingyon on May 13, 2026, at the DOLEโ€“Ifugao Field Office Building.
