Hijo de Ponggol-Hinigaranon

Hijo de Ponggol-Hinigaranon Hinigaran is a 1st class municipality in the province of Negros Occidental, Philippines. He was the last "Capitan Municipal" when the Americans arrived.

According to the 2000 census, it has a population of 74,997 people in 14,342 households. The early inhabitants of this town were the semi-primitive people called "Mundos" and "Ambaks". When traders and settlers from Panay started moving in, the natives were driven to the mountains. The new settlers were called "Tagahigad" and when the Spaniards came the place was called "Ginigaran" from the word "

higad" but it was later spelled and pronounced as Hinigaran. The town was founded in 1765 and Capitan Basilio Mongcal was appointed as the first president in 1806. Among its first settlers were the families of Mongcal, Lagtapon, Cosio, Sario, David, Orin, Pido, Pabalinas, Lontayao, Javier, Vargas, Lucasan, Grijaldo, and Dano-og --some of whom were fugitives from Panay. The Spaniards established the seat of the "pueblo" in Jacinto and Zamora Streets, and the town was governed by "Capitanes Municipales", Tenientes Absolato" and Cabeza de Barangays". When revolt against the Spanish Government broke out, Capitan Bibiano Galvosa and his followers fought bravely against the Spaniards. Hinigaran is politically subdivided into 24 barangays.

"The Office of the Ombudsman indicted Anda, Bohol Mayor Angelina Simacio for violation of Section 3(g) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) for an overpriced P2.4million multi-purpose center built in 2013.

It was found out that Simacio initiated the construction of the Anda Multi-Purpose Building/Center that was publicly bid and won by A.S.O. Construction at the price of P2,498,923.50. Records show that the center was funded by the Priority Development Assistance Fund of former Senator Juan Ponce Enrile.

On 07 October 2013, the Commission on Audit (COA) issued an Audit Observation Memorandum, finding the project overpriced by as much as P754,517.36 and recommended that the contractor refund the amount to the local government. The COA explained that “the excessiveness is due to the high labor cost which is higher than the normal and usual practice in construction, and an overestimated quantity of reinforcing steel bars.”

The Ombudsman stated that, “this Office is convinced that the contract entered into by the LGU with A.S.O. Construction was manifestly disadvantageous to the government. This is regardless of whether A.S.O. Construction indeed refunded the amount of P754,517.36. If anything, the refund is an indication that the contract was truthfully disadvantageous to the government.”

“Respondent, being the Mayor of the LGU at the time of the ex*****on of the contract, was the head of the procuring entity. She signed the contract, which incorporated the bid documents including the Bid Prices and Bill of Quantities and the Detailed Estimates. Moreover, she caused the disbursement of P2,498,923.50 based on the Accomplishment Reports submitted by A.S.O. Construction, which she notably approved. Clearly, she is not beyond reproach,” the Ombudsman added.

Under R.A. No. 3019, Section 3(g) penalizes the act of “entering, on behalf of the government, into any contract or transaction manifestly and grossly disadvantageous to same, whether or not the public officer profited or will profit thereby.”

In the related administrative case, Simacio was also found guilty of Simple Neglect of Duty and ordered suspended for three months. In the event of separation from the service, the penalty is convertible to fine equivalent to respondent’s three months salary"

Rest in peace, Nong Eri.

For the information, Nong Eri is from Ubay, Hinigaran. He studied and in HES and HNHS, respectively. But he was adopted by Bago City to join their athletic pool and later on became a track and field coach there.

The City Government of Bago led by Mayor Nicholas M. Yulo and Vice Mayor Ramon D. Torres would like to extend its condolences and prayers to the family of Bagonhon athlete, Eriberto S. Diaz, who during his prime, gave honor to Bago in the various marathon race competitions he participated in locally and abroad.
