Concerned departments of the Provincial Government of Isabela met with representatives of Philtower Consortium, Inc. (Philtower) to discuss and finalize the terms and conditions of the Memorandum of Conformity (MOC) and Memorandum of Agreement (MOA) relative to the construction and installation of telecommunications facilities at the Capitol site. Representing the Provincial Assessor's Office was Atty. Jenny Flor M. Cabaddu, Assistant Provincial Assessor for Administration and representing Philtower were Ms. Frances Geronimo, Government Relations Executive (who participated via MS Teams), and Mr. Juliano Gonzales, Site Acquisition Field Officer.

The Provincial Assessor's Office led by Ms. Zenaida A. Gabriel, Provincial Assessor, together with Ms. Yulma Marie C. Balabbo, Assistant Provincial Assessor for Operation; Engr. Felipe O. Guray, Tax Mapper IV; and Mr. Pepito V. Bautista, Tax Mapper II visited the Municipal Assessor's Office of Divilacan, Isabela from July 29 to 31, 2026.

The three-day activity focused on rendering technical assistance and monitoring the implementation of the Tax Mapping Operation Project, aimed at optimizing property identification, updating assessment records, and enhancing local revenue generation strategies for the municipality.
