𝗟𝗢𝗢𝗞 | The Provincial Assessor’s Office (PAO) conducted monitoring and supervision of the 2024 general revision conducted by different municipalities of the province of Isabela from September 1 to October 2, 2026, focusing on the validation of Tax Map Control Roll (TMCR) and Section Maps from FAAS, as well as checking prepared Assessment Rolls (Taxable and Exempt), Records of Assessment (ROA), Ownership Record Cards (ORC), Notices of Assessment, and Tax Declarations.

The field activities were spearheaded by Ms.Yulma Marie C. Balabbo, Assistant Provincial Assessor for Operation together with the the Tax Mapping Chief, Engr. Felipe O. Guray, Jr.,Tax Mapper IV; Stevenson Ross J. Cureg, Local Assessment Operations Officer III and Mr. Mark Gen S. Siquian, Tax Mapper I.

The field operations were conducted on the following dates and at the respective places, to wit:

The Provincial Assessor’s Office and the Provincial Administrator’s Office, represented by Atty. Jenny Flor M. Cabaddu, participated in the presentation of the Seal of Good Local Governance (SGLG) Research and Development Project of Isabela State University (ISU) under the Regional Institutional Development Support (RIDS) Program on October 1, 2026. Held at the Blue Room, Capitol, the presentation featured the project entitled "PROJECT RADAR: Regional Assessment and Diagnostic Analytics on SGLG Outcomes: From Compliance to Sustainable Local Governance."

Through this engagement, the participant gained key insights and practical knowledge on local governance analytics and compliance strategies. This professional development activity supports the offices' commitment to fostering data-driven decision-making, ensuring institutional readiness, and promoting sustainable local governance.

𝗟𝗢𝗢𝗞 | 𝗣𝗔𝗢 𝗖𝗼𝗻𝘃𝗲𝗻𝗲𝘀 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗠𝗼𝗻𝘁𝗵𝗹𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

The Provincial Assessor’s Office recently held its Regular Monthly Meeting, led by Ms. Zenaida A. Gabriel, Provincial Assessor, alongside Ms. Yulma Marie C. Balabbo, Assistant Provincial Assessor for Operations, and Atty. Jenny Flor T. Manantan-Cabaddu, Assistant Provincial Assessor for Administration.

A significant part of the program was dedicated to knowledge sharing, where Mr. John Paul Genove and Ms. Cherry Dayag re-echoed their experiences and key learnings from the seminar entitled "The Records Management Roadmap: Building, Monitoring, and Sustaining Government Operations" held last August 12–14, 2026, at the Apo View Hotel in Davao City, with Ms. Maria Gracia Preciosa Quitalig synthesizing and generalizing their key learnings from the event. Their presentation underscored the importance of establishing a Records Management Improvement Committee (RMIC) to ensure cross-departmental coordination, proper records organization, and compliance with the National Archives of the Philippines (NAP). They also discussed critical components such as the Agency Records Disposition Schedule (ARDS) as the primary legal instrument for managing the records lifecycle, adhering to strict retention periods, utilizing Document Management Systems (DMS) and Electronic Records Management Systems (ERMS) for digital archiving, and aligning office practices with international ISO standards for audit readiness and business continuity.

Atty. Jenny Flor T. Manantan-Cabaddu, Assistant Provincial Assessor for Administration of this Office, attended a court hearing and appeared as commissioner before held at the Regional Trial Court (RTC) Branch 22 in Cabagan, Isabela, on September 29, 2026.

Atty. Jenny Flor M. Cabaddu, Assistant Provincial Assessor for Administration together with Mr. Pepito V. Bautista, Tax Mapper II; Engr. Yvette B. Malana, Tax Mapper I; and Jun-jun G. Baliuag, Driver conducted an appraisal of several real properties located in Cordon, Isabela, on September 22, 2026, in relation to SPC No. 36-1134.

Through this appraisal activity, the participants gained key insights and practical data in property valuation and assessment compliance. This fieldwork supports the office's commitment to accurate property assessment, proper tax mapping, and the efficient delivery of local assessment services.

The survey team, composed of Engr. Ferdinand P. Ramos, Tax Mapper III; Mr. Angelito P. Garcia, Bookbinder III; Mr. Kurt Daniel B. Tomas, Tax Mapping Aide, visited the sites to carry out actual measurements and mapping activities. This continuous field operations ensure that land records across the province remain accurate, up-to-date, and fully compliant with the technical standards required for proper property assessment.
