The Public Safety Office (PSO) of PGI was created through Ordinance No. 1 Series of 2012 which was amended by Ordinance No. 2 Series of 2014 entitled “ORDINANCE CREATING AND ESTABLISHING THE PUBLIC SAFETY OFFICE OF THE PROVINCIAL GOVERNMENT OF ISABELA AND PROVINDING FUNDS THEREFOR”. Our Vision: The Provincial Public Safety Office is committed to the vision of a civilized society that has the chara

cteristics of law and order; where its existence is fundamentally anchored on the efficiency of government, to maintain and enhance public safety and order, provide comfort and their well-being are protected and at the same time, enlist their active participation in nation building. Our Mission: The Provincial Public Safety Office shall strive to improve the delivery of Public Safety Services through coordinative efforts for any call or need of the public for police, fire marshals, rescue and medical assistance. To help provide the basic welfare, protect human rights, preserve and protect the environment, provide training and education and community awareness programs on matters pertaining to the personal safety and security of its inhabitants in times of calamities and disasters, crime prevention, terrorism and other forms of security threats that encompass public safety and order. COORDINATION MEETING FOR DRUG-FREE COMMUNITY PROGRAMS AND ROAD SAFETY

The Provincial Government of Isabela, through the Public Safety Office (PSO) and Isabela Provincial Anti-Drug Abuse Office (iPADAO), represented by PSO IV Manuel Cesar G. Binag IV, Officer-In-Charge of iPADAO together with iPADAO personnel attended the joint coordination meeting today August 27, 2026 with the Philippine Drug Enforcement Agency (PDEA) Isabela, the City of Ilagan Anti-Drug Abuse Council (ADAC), and the City of Ilagan College.

The meeting served as a venue to discuss the proposed Anti-Drug Abuse Advocacy activities and to review current plans and programs geared toward building a Drug-Free Community, as well as the Public Safety Office’s advocacy for Road Safety across the Province.

Joint Roadside Anti-Smoke Belching Campaign

The Public Safety Office (PSO) provided assistance during the Joint Roadside Anti-Smoke Belching Campaign conducted by the Environment & Natural Resources Office (ENRO) in partnership with the Land Transportation Office (LTO) - Ilagan District Office, held today August 27, 2026, at Queen Isabela Park along the National Highway, Alibagu, City of Ilagan.

The activity forms part of the Provincial Government of Isabela’s climate change mitigation and adaptation efforts, aimed at reducing air pollution caused by vehicle emissions through random roadside inspection of smoke-belching diesel-powered vehicles.

PSO III Francis David G. Gañgan, together with ADAS I Kenneth Lhar A. Taguinod traveled to the municipalities of Quezon and Quirino, Isabela to conduct a Safety Orientation lecture on Road Safety during the monthly rice distribution. The team also distributed safety IEC materials throughout the activity.

The Public Safety Office, represented by PSO IV Manuel Cesar G. Binag IV, together with AAIV Yheanne C. Barredo, successfully underwent an internal audit conducted by personnel from PSWDO and OPA as auditors, ensuring transparency and accountability in the records and processes of the office.

At the same time, PGI ISO auditors PSO II Joey S. Tejada and AAIV Evangeline C. Antonio of the Public Safety Office, were out conducting audits on other provincial offices, upholding the same standards of good governance across departments.

August 17-21, 2026:

Public Order and Safety Officer Kim Patrick G. Agbayani, together with PSO IV Manuel Cesar G. Binag IV, PSO III Francis David G. Gañgan, and PSO I Jericho M. Pereña, attended the 5-day Incident Command System Integrated Planning Training Course (ICS LEVEL 2), conducted by the Office of Civil Defense (OCD), Department of National Defense, with the theme “Naghahanda at Kumikilos Tungo sa Panatag at Bagong Pilipinas.”

The training strengthened participants’ skills in disaster response planning, from the Incident Command planning process to mastering information flow within the NDRRMC system. A hands-on mapping and simulation exercise also gave participants practical experience in applying these concepts to real disaster scenarios.

Agbayani personally visited the checkpoints in Sindon Bayabo and ISEP-TF at Sitio Disipon, City of Ilagan, Isabela to check on the personnel manning the area and to ensure that security protocols along the Ilagan-Divilacan Road are being properly observed per GRTA EO No. 22 S. 2026.
