Dy’s priority thrust was the creation of the Provincial Cooperative Office (PCO) which eventually resulted in the creation of the Provincial Cooperative Officer. There were only three (3) regular personnel of the said office, namely: Provincial Cooperatives Officer, Cooperative Development Specialist (CDS) IV and CDS III. As per the provisions of the Local Government Code (Republic Act No. 7160),
the PCO is mandated to oversee the cooperative programs with emphasis on the promotion, organization, education, and development of cooperatives in the province. Since its creation, the PCO has constantly accommodated numerous requests from multi-sectors, group of professionals, farmers, fisher folks, women, irrigators association and the like, to conduct cooperative orientations in the different municipalities to include remote barangays. The Province of Isabela then boasted the highest number of registered cooperatives in Region 02, owing to the fact that the Land Bank of the Philippines then was very active in the organization and registration of cooperatives to be funded by them. To strengthen and imbibe the true meaning of cooperative, the PCO spearheaded the organization of then Provincial Cooperative Advisory Council (PCAC) to serve as a consultative body in threshing out issues confronting the cooperatives. PCACs memberships are primary cooperatives and Government Agencies with cooperative programs, and financing institutions. A year after the organization of PCAC, Executive Order 95–96 of then President Fidel V. Ramos was promulgated designating the Cooperative Development Authority (CDA) as the lead agency in the organization of Cooperative Development Councils to serve a consultative body. The province of Isabela was the first to organize prior to the issuance of Executive Order 95–96. In Ordinance No. 002, Series of 2001, the PCO was renamed to Provincial Cooperatives Development Office (PCDO) expanding its power and functions to include, in general, livelihood and technology development, and in particular, creation of livelihood and entrepreneurial opportunities for all Isabeleños. Two decades after, on February 16, 2021 in Ordinance No, 2021-07-01, the PCDO was renamed to Provincial Cooperatives, Livelihood & Enterprise Development Office (PCLEDO) reflecting the incorporation in its annual work plan the integration of cooperative concept in livelihood and community-based activities, the promotion, growth, and development of enterprises and opportunities for self-employment of individuals or their engagement in any preferred income-generating activities.
