November 16, 2021 (Tuesday) up to mid-day of Election Day Period within which the substitute of an official candidate of a political party or coalition, who died or was disqualified by final judgement may fiie certificate of candidacy, provided that the substitute candidate and the substituted candidate have the same surname.
