Young leaders and student participants gathered for the Iligan Youth Parliament 2026 held on May 29, 2026 at the Macapagal Ancestral House, Iligan City, where the Department of the Interior and Local Government Iligan City Director Maria Maida Daniot served as the resource speaker on the topic, “Basics of Governance and Democracy in the Country.”

During the session, CD Maida highlighted the importance of active citizenship, democratic participation, and the vital role of the youth in nation-building. The discussion emphasized good governance, leadership responsibilities, and the significance of understanding democratic institutions in shaping a progressive and participatory society.

The activity also aimed to equip the youth with the knowledge, values, and leadership skills necessary for them to become effective and responsible future leaders. Through meaningful discussions and active engagement, participants gained deeper awareness of governance processes and were inspired to take part in community development and public service. The Department of the Interior and Local Government Iligan facilitated the Monthly Barangay Secretaries Meeting on May 28, 2026, at Sweet Mommy's Restaurant, providing technical assistance and guidance to barangay secretaries on key governance and administrative concerns, particularly on the application process for Foreign Travel Authority (FTA) for barangay officials, submission of Barangay Council for the Protection of Children (BCPC) Means of Verification (MOVs), and the refresher course on the Local Government Unit Support System – Barangay Information Management System (LGUSS-BIMS).

The meeting aimed to strengthen the capacity of barangay secretaries in ensuring compliance with government policies, improving documentation and reporting systems, and enhancing digital records management through the effective use of the BIMS platform. 🎉𝗖𝗢𝗡𝗚𝗥𝗔𝗧𝗨𝗟𝗔𝗧𝗜𝗢𝗡𝗦! 𝗜𝗟𝗜𝗚𝗔𝗡’𝗦 𝗟𝗖𝗣𝗖 𝗔𝗖𝗛𝗜𝗘𝗩𝗘𝗦 𝗜𝗗𝗘𝗔𝗟 𝗙𝗨𝗡𝗖𝗧𝗜𝗢𝗡𝗔𝗟𝗜𝗧𝗬

𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧 | The Iligan City Council for the Protection of Children (CCPC), in the assessment of its performance in CY 2025, achieved 𝗜𝗗𝗘𝗔𝗟 𝗟𝗘𝗩𝗘𝗟 𝗢𝗙 𝗙𝗨𝗡𝗖𝗧𝗜𝗢𝗡𝗔𝗟𝗜𝗧𝗬—the highest level of functionality for an LCPC—a manifestation of dedication and commitment in upholding children’s rights and welfare.

With a score of 𝟵𝟮.𝟵𝟳 𝗽𝗲𝗿𝗰𝗲𝗻𝘁, Iligan City demonstrated strong LCPC functionality, with established mechanisms in CCPC organization, child representation, conduct of meetings, BCPC capacity building, database and situational analysis, LDPC integration, Local Code for Children implementation, Child Protection Policy, advocacy activities, budget allocation and utilization, referral system, CNSP service provision, and CICL registry documentation.

The Department of the Interior and Local Government (DILG)–Iligan City extends its warmest congratulations to the members of the CCPC, with appreciation for the support provided by the City Government of Iligan through the City Social Welfare and Development Office (CSWDO).

The City Government of Iligan, represented by Mayor Frederick W. Siao, Vice Mayor Ernest Oliver C. Uy, Councilor Ian Uy, and SK Federation President Hon. Trix Mikyla L. Caballero, demonstrated strong and active participation during the 1st Local Governance Reform: Review and Amendment Program for the Local Government Code of 1991 (LGCRevAmP) held on May 26, 2026 at Chali Beach Resort and Convention Center, Cagayan de Oro City.

True to the spirit of meaningful legislative reform, the Iligan contingent contributed substantial inputs during the workshop, ensuring that the proposed amendments to the 34-year-old Local Government Code are responsive to current governance realities—including evolving fiscal challenges, service delivery gaps under devolution, and the need for stronger local autonomy. Mayor Siao and Vice Mayor Uy provided grounded perspectives on administrative and financial reforms, while Councilor Ian Uy offered recommendations on policy alignment. SK Chairperson Caballero championed youth participation in local governance, reinforcing that the Code must reflect the voice of the new generation.

The active engagement of Iligan City officials underscores the DILG’s commitment to a participative, evidence-based, and future-ready LGC amendment process. The workshop output will form part of the consolidated regional recommendations to be elevated to the National LGC Reform Committee. TODAY | The National Commission on Indigenous Peoples (NCIP), through the initiative of the Higaonon Tribal Councils in Barangay Digkilaan, facilitated the selection process for the Indigenous Peoples Mandatory Representative (IPMR), who will sit as a Sangguniang Barangay Member in the Sangguniang Barangay of Digkilaan. The selection process was conducted at Rufino Mangilisan Memorial Elementary School, Tablon, Digkilaan.

The activity convened the Tablon and Sardab Indigenous Cultural Communities (ICCs) in a meaningful exercise of vested rights, representation, and participatory governance. The selection process aimed to ensure that the voices, rights, and aspirations of Indigenous Peoples (IPs) remain actively represented in local decision-making and governance.

The event also highlighted the unity of the two (2) ICCs, as they agreed on a term rotation, thereby ensuring equal opportunities for both communities to participate and represent the IPs in local governance. In preparation for the upcoming Strengthening Institutional Capacities of Barangay Anti-Illegal Drug Abuse Councils (SICAP-BADAC) and the observance of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) 2026, DILG Iligan, together with the Iligan City Anti-Drug Abuse Council (ICADAC), convened for a preparatory meeting to ensure the successful implementation of the scheduled programs and activities.

The meeting aims to further enhance the capacities of barangay officials and anti-drug abuse councils in addressing illegal drug concerns through intensified advocacy, strengthened collaboration, and community-based interventions. Discussions also focused on organizing meaningful and impactful activities aligned with the city’s commitment to promoting a safer, healthier, and drug-free community.
