DOST NorMin Successfully Holds 2024-2025 Performance Review

DOST Office of the Regional Operations conducted a Performance Review of DOST Northern Mindanao For the year 2024-2025 on May 25 at the Mallberry Suites, highlighting the agency's key accomplishments, milestones, and ongoing initiatives to advance STI across Northern Mindanao.

Among the panelist of the Performance Review is DOST's Undersecretary for Regional Operations Sancho A. Mabborang, Assistant Secretary for Countryside Development Maria Theresa B. De Guzman, Financial and Management Service Director Racquel P. Alvendia, Planning and Evaluation Service Director Cezar R. Pedraza, Officer-in-Charge of the Internal Audit Service Robert Paulo T. Lumbatan, and DOST Zamboanga Peninsula's Regional Director Rosemarie Salazar.

The DOST NorMin heads presented the 2-year performance report to attendees and evaluators to promote collaboration, transparency, and a continued commitment to public service excellence.

𝐖𝐇𝐀𝐓'𝐒 𝐀𝐇𝐄𝐀𝐃?

We're just weeks away from the 2nd leg of the Science, Technology, and Innovation (STI) Planning Workshop, this time bringing the conversation to the municipalities of the 2nd District of Lanao del Norte.

But before we get there, and in case you're feeling a little FOMO, here are some snaps from our Iligan City workshop.

The Iligan leg brought together key stakeholders from government, academe, industry, and other sectors in a shared effort to shape a more responsive and forward-looking STI agenda for the province. Through focused discussions and participatory sessions, participants identified priority areas, emerging challenges, and opportunities where science, technology, and innovation can drive meaningful and lasting impact on local development.

More than a technical workshop, the event served as a platform for collaboration and alignment—where ideas were exchanged, local realities were examined, and pathways for innovation were explored. The discussions reflected both the urgency of today's challenges and the optimism for a stronger, more resilient STI ecosystem in the region.

As we prepare for the next leg, we carry forward the momentum, insights, and commitments generated in Iligan City. Our goal remains clear: to develop a systems-based, inclusive, and future-ready STI roadmap that supports the sustainable growth and development of Lanao del Norte.

𝐋𝐄𝐅𝐀𝐂𝐎 𝐅𝐚𝐫𝐦𝐞𝐫𝐬 𝐢𝐧 𝐁𝐚𝐜𝐨𝐥𝐨𝐝 𝐁𝐢𝐝 𝐆𝐨𝐨𝐝𝐛𝐲𝐞 𝐭𝐨 𝐎𝐮𝐭𝐬𝐨𝐮𝐫𝐜𝐢𝐧𝐠 𝐰𝐢𝐭𝐡 𝐍𝐞𝐰 𝐂𝐢𝐭𝐫𝐨𝐧𝐞𝐥𝐥𝐚 𝐎𝐢𝐥 𝐄𝐱𝐭𝐫𝐚𝐜𝐭𝐨𝐫 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐃𝐎𝐒𝐓-𝐂𝐄𝐒𝐓 𝐏𝐫𝐨𝐠𝐫𝐚𝐦

For years, the farmers of the Liangan East Farmers Agriculture Cooperative (LEFACO) in Bacolod, Lanao del Norte carried not only bundles of citronella grass, but also the burden of transporting their harvest nearly 80 kilometers to Gitagum, Misamis Oriental just to process it into citronella oil.

As one of the pioneering citronella oil producers in the municipality, LEFACO recognized the growing demand for its products. However, reliance on outsourced extraction services resulted in high transportation and rental costs, as well as challenges in maintaining consistent product quality. Despite their hard work, these limitations affected the cooperative’s ability to maximize production and income potential.

Through the Community Empowerment through Science and Technology (CEST) Program of the Department of Science and Technology, LEFACO was provided with its own Hydro Steam Distillation or Essential Oil Extractor, addressing its pressing operational needs.

On May 18, 2026, the DOST Lanao del Norte team conducted an on-site inspection and validation of the delivered unit to ensure compliance with technical specifications. The activity was done with the Local Government Unit of Bacolod, led by Mayor Hon. Judith V. Miquiabas, through the Municipal Agriculture Office headed by Mr. Maisor Abdulatif, together with DOST technical personnel led by Provincial Director Engr. Roy C. Sagrado.

The CEST Program is DOST’s flagship initiative that brings science, technology, and innovation to underserved communities to improve livelihoods and create sustainable opportunities. For LEFACO, this meant bringing processing technology closer to the farmers, reducing costs while improving efficiency.

With their own extraction facility, the cooperative is now better positioned to strengthen quality control, improve productivity, and expand market opportunities. The assistance also included technical training from DOST-ITDI and laboratory analysis to ensure product quality and compliance.

𝐃𝐚𝐲 𝟏 𝐨𝐟 𝐒𝐓𝐈 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐋𝐚𝐮𝐧𝐜𝐡𝐞𝐝 𝐟𝐨𝐫 𝐋𝐆𝐔 𝐈𝐥𝐢𝐠𝐚𝐧 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐃𝐢𝐫𝐞𝐜𝐭𝐢𝐨𝐧

Why does a city need a Science, Technology, and Innovation (STI) Agenda? Because today’s development is no longer driven by roads and buildings alone, but by how knowledge, technology, and new ideas are used to solve everyday problems and open better opportunities for people.

On May 13, 2026, the City Government of Iligan, together with the Department of Science and Technology, began Day 1 of the STI Planning Workshop to start shaping this direction. The goal is simple but important: to align science, technology, and innovation efforts with the City Development Plan so that programs directly respond to real needs and gaps in the city.

DOST served as a technical guide and support partner, while the LGU of Iligan City led the planning process. Engr. Rubie Mae Fernandez of DOST Northern Mindanao opened the workshop by explaining why the STI Agenda matters. She shared that it will serve as a supporting document to strengthen local planning by connecting people, knowledge, institutions, and technology in a more organized way.

The morning session featured Dr. Jinky Bornales of MSU-IIT, who discussed “Local Innovation in Action,” focusing on how new ideas and solutions can improve local government services and make them more responsive to community needs. This was followed by EnP. Elsa M. Maquiling, City Planning and Development Officer of Iligan City, who presented the city’s current situation, key development challenges, and priority gaps based on the City Development Plan.

In the afternoon, Engr. Earl Jhon A. Belaca-ol of DOST Lanao del Norte guided participants in linking local priorities with broader STI directions to ensure alignment and direction.
Participants then worked on identifying key stakeholders, imagining Iligan’s development direction toward 2031, and listing possible STI programs and projects. A total of 45 participants from LGU offices and national agencies took part in Day 1, reflecting strong collaboration toward building a practical and people-centered STI Agenda for Iligan City.

"Cities that embrace innovation are the ones that thrive."

This was the message of Chief of Staff Jules Verne Padilla, representing Iligan City Mayor Frederick Siao, during the Science, Technology, and Innovation (STI) Planning Workshop held on May 13.

Padilla shared that science, technology, and innovation should be at the heart of how we address the needs of our people and build a better future for Iligan. More than that, he expressed hope that workshops like this will inspire the next generation of scientists, innovators, and leaders who will one day carry our city forward.

The City Government of Iligan stands behind this initiative and looks forward to stronger partnerships, new ideas, and real actions that will make a difference in the lives of every Iliganon.
