The RPMD Foundation Inc. (RPMD) has recently concluded its independent and non-commissioned "Boses ng Bayan" job performance survey, which offers a detailed evaluation of City Mayors in the Northern Mindanao Region. The survey assesses Mayoral performance across various governance parameters, providing an insightful analysis of local government leadership.
In this survey, Mayor Frederick Siao of Iligan City and Mayor Indy Oaminal Jr. of Ozamis City emerged as the top performers, achieving ratings of 89.7% and 89.5%, respectively, and statistically tied for the top position. They are closely followed by Mayor Lemuel Acosta of Oroquieta City, who secured the second spot with an 87.3% rating, and Mayor Warren Pabillaran of Malaybalay City, who placed third with an 85.6% rating.
Further down the list, Mayor Edgar Lignes of El Salvador City attained an 83.4% score, placing him in fourth place, while Mayor Erick Cañosa of Gingoog City secured the fifth rank with 81.9%. Mayor Azucena Huervas of Valencia City received a 78.2% rating, placing her sixth, followed by Mayor Klarex Uy of Cagayan de Oro City with 74.3% in seventh place. Rounding out the list, Mayor Ben Canama of Tangub City received a 71.6% job performance score.
Dr. Paul Martinez, a Global Affairs Analyst and Executive Director of RPMD, detailed the comprehensive methodology behind the "Boses ng Bayan" survey. According to Dr. Martinez, the evaluation criteria encompass vital indicators such as Public Service Efficiency, Transparency and Accountability, Community Engagement, Infrastructure Development, and Environmental Sustainability. The survey also considers Health and Safety protocols, advancements in Education and Youth Programs, economic development initiatives, and the promotion of Cultural and Recreational Programs. These factors collectively contribute to a well-rounded assessment of each Mayor's performance and the general satisfaction of their constituents.
Dr. Martinez acknowledged the commendable performance of the Northern Mindanao Region Mayors during the second quarter of 2024 while also encouraging them to strive for even more outstanding achievements in future quarters. This call to action emphasizes the ongoing pursuit of excellence and improvement in city governance.
The Northern Mindanao Region Mayors survey, as part of the nationwide "Boses ng Bayan" initiative, involved a sample of 10,000 respondents. The survey results are statistically significant, with a 95% confidence level and a margin of error of +/-1%, providing a reliable measure of public sentiment regarding the job performance of the region's Mayors.
