📚🌿 Strengthening Awareness, Empowering Indigenous Peoples! 🌿📚

The NCIP Guimaras Community Service Center conducted the IEC on RA 8371 (Indigenous Peoples Rights Act of 1997) and Orientation on NCIP Administrative Order No. 6, Series of 2023 on Indigenous Peoples Education and Advocacy Services (IPEAS) today, October 1, 2026, at the PGSO Conference Room.

The activity provided an avenue to deepen the participants’ understanding of the rights of Indigenous Peoples under IPRA and strengthen awareness on the implementation of IPEAS. The program also included the MOA Signing for the New EAP/MBS Grantees for School Year 2026–2027, supporting the educational aspirations of IP learners.

🩺🌱 As part of the activity, the NCIP Guimaras CSC health personnel also conducted a discussion on Basic Health Care for IP Youth, focusing on essential health practices, personal well-being, and the importance of taking care of one’s health.

Through education, advocacy, health awareness, and support for IP education, NCIP Guimaras CSC continues to work toward empowering Indigenous Peoples and promoting their rights, welfare, and development.

It is with deep sadness that we announce the passing of our beloved Admin Aide I, Ms. Sherilyn Z. Tahan, an Ati Indigenous People and a dedicated personnel of the NCIP Guimaras Community Service Center.

Inday Sherilyn served with dedication, kindness, and sincerity. She was a valued colleague and a proud member of the Ati IP community. Her service, kindness, and memories will always remain in the hearts of those who had the privilege of working with her.

Her passing is a great loss to her family, friends, colleagues, the NCIP Guimaras CSC, and the Ati ICCs/IPs.

May her soul rest in eternal peace. 🕊️

🎉 Malugod nating binabati ang ating minamahal na pamilyang Ati na Villanueva! 🎉

Isang malaking karangalan at tagumpay ang pagkilala sa Villanueva Family, isang pamilyang Ati Indigenous Peoples (IP), bilang Regional Winner ng Huwarang Pantawid Pamilyang Pilipino Program (4Ps) ng DSWD VI. 🏆👏

Ang kanilang tagumpay ay patunay ng sipag, tiyaga, pagkakaisa, at pagmamahal sa pamilya. Nawa’y magsilbi silang inspirasyon sa iba pang pamilya, lalo na sa ating mga kapwa Indigenous Peoples, na patuloy na mangarap, magsikap, at bumuo ng mas magandang kinabukasan.

The Villanueva Family of Sitio Serum, Barangay San Nicolas, Buenavista, Guimaras proudly represented the Province of Guimaras at the 2026 Huwarang Pantawid Pamilya Regional Search, held on September 8, 2026, in Iloilo City.

Building on their recognition as the 2026 Huwarang Pantawid Pamilya Provincial Search Champion, the Villanueva Family showcased their strong family values, unity, perseverance, and active participation in the community.

Their achievement brings pride to Buenavista and the Province of Guimaras, serving as an inspiration to families and communities in promoting resilience, responsible parenthood, and the value of education and family development.

📣 PROJECT GABAY KATUTUBO 2.0 | SERBISYO CARAVAN FOR INDIGENOUS PEOPLES

The Commission on Population and Development (CPD) Region VI, in collaboration with the National Commission on Indigenous Peoples (NCIP) and in partnership with various National Government Agencies (NGAs) and stakeholders, successfully conducted Project Gabay Katutubo 2.0 with Serbisyo Caravan for Indigenous Peoples (IPs) towards Inclusive and People-Centered Development on September 24, 2026, at Barangay San Nicolas, Buenavista, Guimaras.

The activity brought essential government programs, services, information, and assistance closer to the Ati Indigenous Cultural Community/Indigenous Peoples (ICCs/IPs) of San Nicolas, providing them with an opportunity to directly access government services and learn about programs available to their community.

The successful conduct of the Serbisyo Caravan was made possible through the convergence and collaboration of government agencies and local stakeholders, working together to promote inclusive, accessible, and people-centered development for Indigenous Peoples.

The NCIP Guimaras Community Service Center (CSC) sincerely expresses its gratitude to the Bureau of Fisheries and Aquatic Resources (BFAR)–Guimaras Provincial Fisheries Office, through OIC-PFO Mr. Mateo C. Doyola Jr., for providing five (5) fiber boats to five (5) Ati Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in the Province of Guimaras.
The fiber boats were distributed to:

📍 Sitio Tarug, Poblacion, Nueva Valencia
📍 Sitio Ubog, Lanipe, Nueva Valencia
📍 Sitio Dagubdob, Concordia
📍 Barangay Sabang, Sibunag

We also extend our sincere thanks to the Provincial Government of Guimaras for providing transportation and logistical assistance during the transfer of the fiber boats.

Our appreciation also goes to Hon. Alex Centena, NCIP Commissioner for the Islands Group and Rest of Visayas, for the support for gasoline and RORO fare during the transportation of the boats from Nanga, Pototan, Iloilo to Guimaras.

This support will help strengthen the fishing and livelihood activities of our Ati ICCs/IPs and provide better opportunities for their families.

📸 DAY 3 | From Culture Sensitivity to Culture Competency

The Training of Trainers on Culture Sensitivity and Competency for Local Population Officers and Workers in Western Visayas continued on its third day, September 23, 2026, at Guimaras Mountain Resort, Brgy. Daragan, Buenavista, Guimaras.

Day 3 focused on moving “From Culture Sensitivity to Culture Competency,” with discussions on cultural sensitivity and competency at the organizational level. Participants explored organizational cultural sensitivity and competency, engaged in an operational planning workshop, and learned about the development of an evaluation and monitoring framework.

A significant part of the day was the immersion in the Ati Indigenous Cultural Community/Indigenous Peoples (ICCs/IPs) of Sitio Serum, San Nicolas, Buenavista, Guimaras. Through home visitation, Focus Group Discussion (FGD), and feedbacking, participants had the opportunity to listen, interact, and gain a deeper understanding of the experiences, culture, and realities of the Ati ICC/IPs.

The activity culminated with a Pledge of Commitment and signing of the Commitment, where participants affirmed their dedication to applying the knowledge and lessons gained from the training in their respective offices and areas of assignment. This was followed by the evaluation and awarding of certificates to the participants, marking the completion of the learning activities and their commitment to advancing culturally responsive population and development services.

📸 DAY 2 | Learning from Indigenous Voices

The Training of Trainers on Culture Sensitivity and Competency for Local Population Officers and Workers of Western Visayas continued on September 22, 2026, with discussions on Indigenous Peoples and Indigenous Cultural Communities, relevant laws and policies, understanding culture, cultural preservation and change, and developing skills in cultural sensitivity and competency.

A meaningful part of Day 2 was the opportunity for participants to listen and learn directly from Indigenous Peoples themselves. Mr. Rennel Lavilla, a Panay Bukidnon from Tapaz, Capiz, shared his wisdom and knowledge about the cultures and traditions of the Panay Bukidnon ICCs/IPs, providing participants with a deeper appreciation of their cultural identity and practices.

Also sharing his knowledge was Niño Carl Villanueva, an Ati IP from Sitio Serum, San Nicolas, Buenavista, Guimaras, who shared insights on the culture and traditions of the Ati community.

These Indigenous voices enriched the learning experience, reminding participants that culture sensitivity is best understood not only through concepts and policies, but also through listening to and learning from the people whose cultures we aim to understand and respect.

📸 DAY 1 | Building Culturally-Responsive Population and Development Services

The National Commission on Indigenous Peoples (NCIP), in collaboration with the Commission on Population and Development (CPD) Region VI and the Federation of Population Officers and Workers in Western Visayas (FPOWWV), commenced the Training of Trainers on Culture Sensitivity and Competency for Local Population Officers and Workers of Western Visayas on September 21, 2026, at Guimaras Mountain Resort, Brgy. Daragan, Buenavista, Guimaras.

Day 1 introduced participants to the fundamentals of cultural awareness, sensitivity, and competency, including culture-sensitive health care and the importance of understanding the expectations and experiences of those working with Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The sessions provided participants with valuable knowledge and practical insights that they can bring back to their respective areas and apply in their offices, helping strengthen the delivery of culturally responsive and inclusive population and development services.
