From nothing to something.
Who would have thought that a team of six would grow into Iloilo Cityโs number one emergency response unit? For something to last 23 years, it has to be forged. Through ups and downs. Through backlash and praise. Through doubt, exhaustion, and the kind of days that test why you started. Yet the Iloilo City Emergency Responders kept rising.
Because it takes more than training to do this work. It takes a pure heart, one that chooses to keep serving when the city is watching, judging, and hoping all at once. Today, July 25, 2026, marks the 23rd anniversary of ICER.
Amidst the odds and sacrifices, ICER still rises. They are one of Iloiloโs most dependable forces under the OCDRRMO for a reason. Not just responders, but planners. Not just reacting, but preparing. Their work now lives in barangays.
In trainings. In first aid seminars. In community workshops where neighbors learn to save each other before help arrives. Because the best way to shrink disaster is to grow knowledge at the grassroots.
You know ICER by their presence. In typhoons that wonโt quit. In floods that swallow streets. In earthquakes that shake the ground. In health crises that test a cityโs nerve. Thatโs how trust is earned, by showing up.
What keeps ICER strong are not just equipment, itโs people. Men and women whose hearts burn with the desire to serve, who carry the weight of keeping the city safe.
And when storms raged, ICER stood firm. When floods rose, they waded through waters to bring others to safety. And when COVID-19 struck, when no one dared to go, they wrapped themselves in suffocating plastic suits, sweating and breathing in their own fear. They were the Iloilo City Emergency Responders, and they chose to fight an enemy they could not see. Working hand in hand with volunteers, leading by example, proving that courage is contagious.
As Iloilo faces new climate and urban pressures, ICER remains central to the cityโs defense. Their legacy will not be measured only by emergencies answered, but by communities empowered and by a city where safety is part of everyday life.
A quiet presence, protecting the city, day after day, storm after storm. Unseen yet unwavering. ICER: 23 years of resilience, compassion, and love for the Ilonggos, a living reminder that true strength is not loud, but steady, faithful, and born of the heart.
