Mandate
The Technical Education and Skills Development Authority (TESDA) is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines. It was created by virtue of Republic Act 7796, otherwise known as the “Technical Education and Skills Development Act of 1994”. The said Act integrated the functions of the former National Manpower and

Youth Council (NMYC), the Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and the Office of Apprenticeship of the Department of Labor and Employment (DOLE). Vision

TESDA ILOILO CONDUCTS ORIENTATION ON TVET TRAINING INFORMATION SYSTEM (T2MIS) AND BIOMETRIC-ENABLED SCHOLARSHIP REGISTRATION SYSTEM (BSRS)

The Technical Education and Skills Development Authority (TESDA) Iloilo Provincial Office, headed by Acting Provincial Director Porferio C. Celestial, successfully conducted the Orientation on TESDA Systems: TVET Training Information System (T2MIS) and Biometric-Enabled Scholarship Registration System (BSRS) on May 26, 2026, at Iloilo Gateway Hotel in partnership with the TESDA Supervised Schools Association in Iloilo, Inc. (TSSAII).

The activity aimed to equip registrars and processing officers with updated knowledge and technical competencies on T2MIS and BSRS. Participants were oriented on system navigation, troubleshooting techniques, and compliance reminders to further strengthen efficient and quality service delivery.

Engr. Nelsen Louie V. Villarta, Provincial Scholarship Focal, served as one of the resource speakers and discussed topics on Enrollment and Scholarship Encoding, BSRS Navigation and Features, and the Use of the 2026 Payroll, Billing, and Reports.

Meanwhile, Ms. Ma. Leonora E. Estanque, Provincial CAC Focal, discussed the common feedback and issues reported in the systems and provided guidance on how to avoid errors and improve accuracy in future transactions.

The orientation served as a venue for participants to enhance their understanding of TESDA systems and reinforce their role in ensuring smooth and efficient scholarship processing and program implementation.

The activity concluded with a closing message from Ms. Shiela A. Baarde, President of TSSAII, who expressed appreciation to the participants and organizers for their commitment to continuous learning and quality public service.

Exploring Skills Training Opportunities for Taklong Beneficiaries

On May 28, 2026, Ma’am Julieta Gabayeron, OIC Provincial Environment and Natural Resources (PENR) Officer, visited the TESDA Provincial Office to discuss possible training programs for beneficiaries of the Taklong Island National Marine Reserve.

The discussion focused on identifying relevant skills training and upskilling opportunities aimed at strengthening livelihoods and supporting sustainable income sources for the local community.

This initiative reflects a shared commitment to empowering communities through accessible and livelihood-focused technical education and training.

PTC-Guimaras Conducts Site Visit for the Upcoming Community-Based Training Program

On May 25, the PTC team visited Fatima Farm and met with the owner, Dr. Loel P. Losañes in preparation for the upcoming Community-Based Training Program in Produce Organic Concotions and Extracts LEading to Organic Agriculture Production NC II.

During the visit, coordination activities and collection of trainee registration forms were conducted. Twelve (12) confirmed trainees successfully submitted their forms, while the remaining prospective trainees will be assisted in completing their requirements.

Dr. Losañes also presented the proposed training venue, which was assessed to be suitable and ready for the implementation of the training program.

Strengthening Partnerships for Future Training Opportunities in Nueva Valencia

On May 25, TESDA Guimaras Provincial Director Glenford M. Prospero, PhD, LPT, paid a courtesy visit to Hon. Emmanuel C. Galila, Municipal Mayor of Nueva Valencia.

The meeting focused on exploring potential partnerships with the Local Government Unit (LGU) and discussing the possible utilization of the idle school property located in Brgy. Magamay, Nueva Valencia, Guimaras, as a future training venue for PTC-Guimaras.

This initiative reflects TESDA’s continuing commitment to expanding accessible and community-based training opportunities for the people of Guimaras.

TESDA Guimaras Wins 2nd Place in Service Booth Category During 2026 Manggahan Festival🥭🥭🥭

GUIMARAS — TESDA Guimaras proudly secured 2nd Place in the Service Booth Category of the Government Fair held as part of the 2026 Manggahan Festival, highlighting the agency’s commitment to quality public service and community engagement.
The recognition was achieved through the collective effort, dedication, and cooperation of TESDA Guimaras personnel, particularly the PO and PTC Team, whose hard work contributed to the successful preparation and participation in the event.
TESDA Guimaras showcased its programs and services during the fair, emphasizing its continuing commitment to empower the people of Guimaras through technical education and skills development.

In addition to the Government Fair, TESDA Guimaras also participated in the 2026 Manggahan Festival and Provincehood Anniversary Foot Parade together with other government agencies and organizations. The activity celebrated unity, culture, and solidarity among Guimarasnons.

The agency likewise expressed gratitude to its hands-on and supportive Provincial Director for the guidance and encouragement provided throughout the celebration.

TESDA ANTIQUE CONDUCTS INDUSTRY FORUM

May 21, 2026 - TESDA Antique conducted the Industry Forum 2026, at Kanyogan Garden Restaurant, San Jose de Buenavista, Antique, bringing together representatives from various industry sectors, partner institutions, and government agencies to strengthen collaboration and ensure the continued alignment of technical vocational education and training (TVET) programs with the evolving needs of the local labor market.

Major agenda included the establishment of Industry TVET Board/s, orientation on the principles, objectives, and requirements of enterprise-based education and training (EBET), and the updating of the 2025 Provincial Skills Priorities to ensure that training interventions remain relevant, demand-driven, and responsive to industry needs.

Rick M. Abraham, Provincial Director, emphasized the importance of strengthening needs assessment and aligning training with actual job. He stressed concerns on training programs that do not necessarily translate into employment and highlighted the need to prioritize skills requirements and competency standards based on real industry demand.

Agnes E. Dimzon, Supervising TESD Specialist, discussed the role of Industry TVET Boards, introduction of EBET as a key strategy to ensure stronger linkage between training and actual workplace.

Cristine Marie S. Sedigo, Senior TESD Specialist, presented the Provincial Skills Priorities, Area-Based and Demand Driven (ABDD) approach, and the Provincial Skills Map as essential tools in ensuring that training programs are properly aligned with both local and national industry requirements.

The forum was attended by representatives from the Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Provincial Health Office (PHO), Provincial Tourism Office, various technical-vocational (tech-voc) training institutions, as well as key industry stakeholders from the coconut, cacao, agriculture, construction, electrical, creatives and broader TVET sectors in Antique.
