Repeated warnings and hefty fines have not stopped some operators from taking the risk of ferrying passengers without a valid franchise. In Nabas, Aklan, two more vehicles have been caught and subsequently impounded.

Law enforcers from the Land Transportation Office Region VI (LTO-6) apprehended a multi-purpose vehicle (MPV) and a sedan in separate operations for transporting passengers for hire without the required franchise.

The Regional Law Enforcement Section (RLES) team led by Chief Jetster T. Mandadero intercepted the MPV during a random roadside inspection earlier today in the Municipality of Nabas.

On board were six passengers who admitted to the enforcers they had paid about ₱6,000 for the trip from Caticlan to Iloilo.

In a separate roadside operation in the same municipality, enforcers apprehended a sedan rented for ₱4,000 for two days, despite lacking the necessary authority to operate for hire. Both vehicles were subsequently impounded.

The latest apprehensions bring LTO-6’s tally to 197 colorum vehicles intercepted since January, as enforcement operations continue across Western Visayas. These include motorcycles, tricycles, taxis, sedans, vans, and MPVs.

This latest LTO-6’s colorum crackdown addresses risks that go beyond an operator’s unpaid fine. Colorum operations can compromise passenger safety and undermine legitimate transport services, while exposing operators to substantial fines, impoundment, and other sanctions under Joint Administrative Order No. 2014-01.

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II reiterated that operators must secure the appropriate authority and franchise from the Land Transportation Franchising and Regulatory Board (LTFRB) before using their vehicles to transport passengers for hire.

He also urged commuters to choose authorized transport services to help ensure safer travel and proper fares.

When emergencies happen, enforcement is only part of the job.

An LTO law enforcer may be called to apprehend a traffic violator today—and respond to a road emergency, assist an injured motorist, or help in a rescue operation the next.

Recognizing the need for a more capable and prepared enforcement force, the Land Transportation Office (LTO) Region VI is set to host the LTO Specialized Law Enforcement and Emergency Response Capability Enhancement Program.

The initiative goes beyond traditional law enforcement training. It is designed to strengthen the operational readiness, safety, mobility, and emergency response capabilities of LTO personnel who work on the ground and face unpredictable situations in the field.

In preparation for the program, LTO-6 Regional Director Atty. Gaudioso P. Geduspan II recently met with Mr. Lord Byron Torrecarion, Chief of the Finance Division of the LTO Central Office; personnel of the Regional Law Enforcement Section of the LTO Central Office; and various division chiefs of LTO Region VI to discuss preparations for the upcoming capability-building activity.

And this is no ordinary training.

Participants will be exposed to a wide range of specialized skills—from disaster response and defensive riding to water rescue, rappelling, and marksmanship.

The program includes DRRM Fundamentals and Emergency Management, Incident Response and Coordination, Motorcycle Safety and Defensive Driving Training, and Practical Defensive Riding and Assessment.

Participants will also undergo Responsible Gun Ownership and Marksmanship Training, Fi***rm Familiarization, Marksmanship Fundamentals, and Marksmanship Assessment.

The program will likewise equip personnel with specialized rescue skills through Water Ropemanship and Rappelling Training, Rappelling and Practical Rescue, Water Safety and Rescue Fundamentals, Basic Water Rescue / Swift Water Rescue, Swift Water Search Operations, Integrated Water Rescue, and WASAR Practical Evaluation.

Capability-building is not simply about adding more skills to a personnel’s checklist.

It is about preparing law enforcers for the moments when training, discipline, quick judgment, and the ability to respond can make a difference.

Because on the road, the job is not always about enforcing the law.

Sometimes, it is about being ready to help when people need it most.

Colorum drivers keep finding new ways onto the roads, but the LTO-6 law enforcers are keeping up the chase.

Despite repeated warnings and hefty fines, unauthorized passenger operations continue to surface across the region. But for the Land Transportation Office Region VI (LTO-6), every apprehension is another step toward keeping commuters safe.

The latest operations resulted in the apprehension of a multi-purpose vehicle (MPV) in Iloilo City and a private van in Passi City—both found ferrying passengers without the required authority and franchise.

The MPV was intercepted during a random roadside inspection conducted by the Regional Law Enforcement Section (RLES) in Barangay Lanit, Jaro, Iloilo City, led by RLES Chief Jetster T. Mandadero.

The vehicle was carrying eight passengers, who admitted that they had paid fares for the trip from Pototan to Iloilo City.

In a separate operation, LTO-6 law enforcers also apprehended a van in Passi City. The vehicle had reportedly been rented for three days for a total fee of P19,000 while being used to transport passengers without the necessary authority. Both vehicles were subsequently impounded.

With the latest apprehensions, LTO-6 has now intercepted nearly 192 colorum vehicles since January, as intensified enforcement operations continue across Western Visayas.

The crackdown has covered various types of vehicles used in unauthorized passenger operations—from motorcycles, tricycles and taxis to sedans, vans and MPVs.

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II reiterated that operators who intend to use their vehicles for passenger transport must first secure the appropriate authority and franchise from the Land Transportation Franchising and Regulatory Board (LTFRB).

The road to becoming a licensed driver is about more than earning a livelihood. For 212 beneficiaries of the Livelihood Upscaling Program for the Transport Sector, it is also about learning the responsibility that comes with being behind the wheel.

That message took center stage during the LTO Scholars Graduation and Medical Mission under the Livelihood Upscaling Program for the Transport Sector, held on Sept. 24, 2026, at the Little Theater of the University of the Philippines–Visayas.

With the theme “Empowering Drivers, Ensuring Safer Roads,” the program provides qualified beneficiaries with comprehensive training and practical assistance, helping them navigate the requirements and processes needed to earn their driver’s licenses.

Land Transportation Office Region VI Director Atty. Gaudioso P. Geduspan II said the program is designed to go beyond technical driving skills.

“Through this end-to-end livelihood intervention, we hope to equip them not only with the technical knowledge and skills needed on the road, but also with the values and sense of responsibility that every motorist must uphold,” Director Geduspan said.

LTO-6's goal is not simply to put more drivers on the road. It is to help develop motorists who understand the weight of that responsibility.

“Because at the end of the day, we do not simply want to produce more drivers,” Director Geduspan said. “We want to develop responsible road users who understand that every journey carries a responsibility to protect lives.”

That responsibility is at the heart of the program: helping beneficiaries build a livelihood while preparing them to become safer, more responsible road users.

A female insurance agent was arrested in Kalibo, Aklan, for allegedly engaging in illegal fixing activities, arranging a driver's license transaction outside the required procedures of the Land Transportation Office (LTO).

The arrest came after an entrapment operation conducted by personnel of the Kalibo Municipal Police Office in coordination with the LTO Kalibo District Office.

The case began when a senior citizen from Numancia, Aklan, sought the assistance of Engr. Marlon Velez, chief of the LTO Kalibo District Office, over the delayed release of his driver’s license.

Engr.Velez ordered the transaction checked through the Land Transportation Management System (LTMS), where his personnel discovered that the license had been processed in another region.

The finding raised questions, particularly because the complainant said he had never traveled to another region to apply for or process his license.

Police investigation showed that the complainant had paid ₱12,000 for the transaction. He was reportedly promised a license without having to complete the usual requirements, including a medical certificate, Theoretical Driving Course (TDC) or Practical Driving Course (PDC) certificates, and the required examination.

The alleged fixer later sent the complainant a photo showing his driver’s license number. But when LTO Kalibo District Office personnel verified the number, they found that it had not been issued by any LTO District Office in Western Visayas.

When the woman later scheduled the release of the license, the complainant sought assistance from the police and LTO Kalibo District Office. Authorities then set up an entrapment operation within the compound of LTO Kalibo District Office, where the suspect was arrested.

Engr. Velez said the purported transaction showed several irregularities, including the absence of biometric records and other required documents—indicating that the license had not gone through the legitimate LTO process.

The suspect is now detained at the Kalibo Municipal Police Office. She will face charges for alleged violations of Article 172 of the Revised Penal Code and Section 21(h) of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II commended the police and LTO Kalibo District Office personnel for their swift action. He also urged the public to follow the legitimate LTO process and to report anyone offering to secure a license through unofficial or fraudulent means.

“This is a continuing concern for authorities—individuals who offer shortcuts to people seeking driver’s licenses, allowing them to bypass procedures designed to ensure that only qualified and properly trained motorists get behind the wheel,” Director Geduspan said.

The entrapment operation adds to LTO-6’s growing list of anti-fixing operations, which have resulted in 18 criminal convictions for falsification of public documents and violations of Republic Act No. 11032. In a span of four years, more than 90 cases have also been filed or remain pending before various courts and prosecutors’ offices across Western Visayas.
