The Sangguniang Bayan of Calinog convened its 27th Regular Session on August 3, 2026, presided over by the Hon. Vice Mayor, with the members of the Sangguniang Bayan in attendance.

The session focused on various communications, requests, proposed measures, committee matters, and pending legislative concerns for the continued development and welfare of the Municipality of Calinog.

๐Ÿ“ข CONSULTATIVE MEETING HELD ON PROPOSED MUNICIPAL ORDINANCE ON SCHOOL SECURITY MEASURES

As part of the legislative process, the Joint Committee on Ordinances and Legal Matters and the Committee on Education of the Sangguniang Bayan of Calinog conducted a Consultative Meeting on 23 July 2026 regarding Proposed Municipal Ordinance (PMO) No. 2026-07, entitled:

โ€œAn Ordinance Institutionalizing Security Screening, Bag Inspection, and Vehicle Inspection of Students, School Personnel, Visitors, Contractors, and Other Persons Prior to Entry into All Public and Private Educational Institutions Within the Municipality of Calinog, Establishing Uniform Security Protocols, Providing Penalties for Violations, and for Other Purposes.โ€

The proposed ordinance, introduced by Hon. Ruel P. Centina, was referred to the Joint Committee on Ordinances and Legal Matters and the Committee on Education during the 25th Regular Session of the Sangguniang Bayan held on 06 July 2026.

The consultative meeting gathered valuable insights and recommendations from elementary and secondary school heads/principals, PTA Presidents, and representatives of the Calinog Police Station. Their participation is vital in ensuring that the proposed measure is practical, responsive, and effectively promotes the safety and security of students, school personnel, and the entire school community while respecting the rights and welfare of all stakeholders.

The Sangguniang Bayan remains committed to crafting policies through meaningful consultation and collaboration with concerned sectors to promote a safe and secure learning environment in all educational institutions in the Municipality of Calinog.

The Sangguniang Bayan of Calinog successfully conducted its 25th Regular Session for Calendar Year 2026 on July 20, 2026, at the SB Session Hall

Among the matters taken up during the session were:

โœ… Executive Order No. 2026-003 reconstituting the Gender and Development Focal Point System (GFPS) of the Municipality of Calinog;

โœ… Adoption of Local Health Board Resolutions recommending:
โ€ข the issuance of Blood Donor Cards/Certificates and incentives for qualified voluntary blood donors; and
โ€ข the creation of a plantilla position for a Municipal Pharmacist;

โœ… Resolutions from the Office of the Municipal Mayor:
โ€ข Authorizing the Municipal Mayor to enter into a Tripartite Agreement for the implementation of the PAGYABONG: Poverty Transformation Program; and
โ€ข Requesting funding assistance for the proposed Farm-to-Market Road (FMR) Project in Brgy. Guiso;

โœ… Accreditation of two tricycle operators and drivers associations;

โœ… Review of the Supplemental Budget of Barangay Malag-it;

โœ… Updates on the status of measures previously referred to various committees;

โ€ข Inadequate lighting in the Municipal Plaza;
โ€ข Financial assistance for the Municipalityโ€™s Tourism Week and Octoberfest Celebration;

โ€ข Temporary transfer of the observance of Tourism Week to October; and

The concerned Committee of the Sangguniang Bayan convened a meeting last Tuesday together with representatives from the Municipal Economic Enterprise and Development Office (MEEDO), Rural Health Unit (RHU), Municipal Environment and Natural Resources Office (MENRO), and Punong Barangay Niรฑo Zaldarriaga of Brgy. Poblacion Rizal Ilaud to discuss the persistent issue of scattered garbage and foul odor at the Calinog Public Market.

During the meeting, the committee and the concerned offices identified the root causes of the problem and discussed both immediate interventions and long-term solutions to improve waste management, sanitation, and the overall cleanliness of the market.

โœ… Cooperating with the market management and concerned offices in implementing proper waste disposal practices.

The Sangguniang Bayan of Calinog successfully conducted its 24th Regular Session on July 13, 2026, where members deliberated on matters aimed at strengthening governance, supporting community development, and advancing programs beneficial to the people of Calinog.

Among the agenda taken up during the session were:

โœ… Letter of Intent requesting Provincial Government assistance for the establishment of post-harvest facilities (Flatbed Dryer, Rice Mill, and Warehouse)

โœ… Accreditation of the Calinog Roving Association Zone 5.

โœ… Resolution expressing support for the implementation of the Enhanced Partnership Against Hunger and Poverty (EPAHP) through the SAGIP SAKA Program.

๐Ÿ– JOINT COMMITTEE MEETING ON ASF PREPAREDNESS

The Joint Committee on Agriculture, Agrarian Affairs and Animal Welfare and the Committee on Economic Affairs convened to discuss the current status of African Swine Fever (ASF) in the Municipality of Calinog.

The Municipal Agriculture Office confirmed that Calinog remains ASF-Free, while reminding everyone that ASF-positive cases have been reported in nearby areas. The Committee discussed preventive measures, including intensified information campaigns, strict biosecurity compliance, activation of the Municipal and Barangay ASF Task Forces, and protection of local hog raisers.

The Committee of the Whole of the Sangguniang Bayan of Calinog successfully convened a coordination meeting with concerned national agencies, local government offices, and service providers to discuss the Municipalityโ€™s preparedness for the anticipated effects of the El Niรฑo phenomenon.

The meeting was attended by representatives from the following offices and agencies:

During the meeting, each participating office presented its respective preparedness measures, mitigation strategies, and contingency plans to address the potential impacts of El Niรฑo on the Municipality of Calinog. The discussions highlighted ongoing programs, available resources, response mechanisms, and collaborative efforts to ensure food security, protect public health, conserve water resources, reduce fire risks, sustain irrigation services, and strengthen the municipalityโ€™s overall disaster preparedness.

While government agencies continue to prepare and coordinate their respective interventions, every Calinognon also has an important role to play. Small actions, when done collectively, can make a significant difference in reducing the impacts of El Niรฑo.
