🏛️ 27TH REGULAR SESSION | AUGUST 3, 2026

The Sangguniang Bayan of Calinog convened its 27th Regular Session on August 3, 2026, presided over by the Hon. Vice Mayor, with the members of the Sangguniang Bayan in attendance.

The session focused on various communications, requests, proposed measures, committee matters, and pending legislative concerns for the continued development and welfare of the Municipality of Calinog.

📌 Among the matters taken up were:

🔹 Communications from the Sangguniang Panlalawigan, including resolutions concerning:
• The Provincial Livelihood Project Fund (PLPF) for cooperatives and associations;
• The “Bes Probins for MorProGres” youth development program;
• The mutual termination of a Memorandum of Agreement involving the Iloilo Provincial Government and properties located in Calinog;
• The creation of a Provincial Just Compensation and Right-of-Way Legal Desk; and
• The declaration of Pavia as the “Sorbete Capital of Iloilo.”

🔹 Petitions and Requests, including applications for accreditation of local organizations and a request from the Municipal Mayor for authority to implement the 3rd Tranche of the Updated Salary Schedule.

🔹 Updates on Pending Legislative Measures, including proposed ordinances concerning:
• Support and development programs for children with special needs;
• Security screening and inspection protocols in educational institutions; and
• G2 Basic Sanitation Status Policies and Regulations.

🔹 Committee Matters, including the request for the creation of a plantilla position for a Municipal Pharmacist in the Local Government Unit of Calinog.

🔹 Committee Report of the Committee on Health regarding the proposed adoption of Local Health Board 2026-03 Re: Blood Donation

🔹 The Body also proceeded with its Calendar of Business, including unfinished business and other legislative matters requiring appropriate action.

📌 26th Regular Session | Sangguniang Bayan of Calinog

The Sangguniang Bayan of Calinog convened for its 26th Regular Session on July 27, 2026, to discuss and deliberate on matters affecting the municipality and its constituents.

Highlights of the session agenda include:

📍 Communications
• Presentation of the SEF Utilization Report for the second quarter of CY 2026.

📍 Petitions and Requests
• Request for authority to enter into a subscription agreement with the Philippine Statistics Authority (PSA) for the implementation of the Administrative Petition for Correction Automated System (APCAS).
• Review and approval of the SK Annual Budget of Barangay Mambiranan

📍 Proposed Resolution
• A resolution expressing the sincere congratulations and highest commendation of the Sangguniang Bayan to General Antonio G. Nafarrete on his appointment as Chief of Staff of the Armed Forces of the Philippines.

📍 Proposed Ordinance
• An ordinance enacting the G2 Basic Sanitation Status Policies and Regulations within the Municipality of Calinog.

📍 Committee Updates
• Status reports on previously referred measures, including:
✔️ Support and development programs for children with special needs;
✔️ School security and safety protocols;
✔️ Wet market sanitation and waste management concerns;
✔️ Blood donation initiatives;

📢 CONSULTATIVE MEETING HELD ON PROPOSED MUNICIPAL ORDINANCE ON SCHOOL SECURITY MEASURES

As part of the legislative process, the Joint Committee on Ordinances and Legal Matters and the Committee on Education of the Sangguniang Bayan of Calinog conducted a Consultative Meeting on 23 July 2026 regarding Proposed Municipal Ordinance (PMO) No. 2026-07, entitled:

“An Ordinance Institutionalizing Security Screening, Bag Inspection, and Vehicle Inspection of Students, School Personnel, Visitors, Contractors, and Other Persons Prior to Entry into All Public and Private Educational Institutions Within the Municipality of Calinog, Establishing Uniform Security Protocols, Providing Penalties for Violations, and for Other Purposes.”

The proposed ordinance, introduced by Hon. Ruel P. Centina, was referred to the Joint Committee on Ordinances and Legal Matters and the Committee on Education during the 25th Regular Session of the Sangguniang Bayan held on 06 July 2026.

The consultative meeting gathered valuable insights and recommendations from elementary and secondary school heads/principals, PTA Presidents, and representatives of the Calinog Police Station. Their participation is vital in ensuring that the proposed measure is practical, responsive, and effectively promotes the safety and security of students, school personnel, and the entire school community while respecting the rights and welfare of all stakeholders.

The Sangguniang Bayan remains committed to crafting policies through meaningful consultation and collaboration with concerned sectors to promote a safe and secure learning environment in all educational institutions in the Municipality of Calinog.

📍 25TH REGULAR SESSION OF THE SANGGUNIANG BAYAN OF CALINOG

The Sangguniang Bayan of Calinog successfully conducted its 25th Regular Session for Calendar Year 2026 on July 20, 2026, at the SB Session Hall

Among the matters taken up during the session were:

✅ Executive Order No. 2026-003 reconstituting the Gender and Development Focal Point System (GFPS) of the Municipality of Calinog;

✅ Adoption of Local Health Board Resolutions recommending:
• the issuance of Blood Donor Cards/Certificates and incentives for qualified voluntary blood donors; and
• the creation of a plantilla position for a Municipal Pharmacist;

✅ Resolutions from the Office of the Municipal Mayor:
• Authorizing the Municipal Mayor to enter into a Tripartite Agreement for the implementation of the PAGYABONG: Poverty Transformation Program; and
• Requesting funding assistance for the proposed Farm-to-Market Road (FMR) Project in Brgy. Guiso;

✅ Accreditation of two tricycle operators and drivers associations;

✅ Review of the Supplemental Budget of Barangay Malag-it;

✅ Updates on the status of measures previously referred to various committees;

✅ Presentation and consideration of Committee Reports, including:
• Proposed development of the Calinog Town Plaza;
• Inadequate lighting in the Municipal Plaza;
• Financial assistance for the Municipality’s Tourism Week and Octoberfest Celebration;
• Committee Report on the El Niño Phenomenon and MTOP
• Temporary transfer of the observance of Tourism Week to October; and
• Other committee recommendations submitted for the consideration of the Sangguniang Bayan.

The Sangguniang Bayan remains steadfast in advancing responsive legislation, strengthening local governance, and promoting programs and initiatives that contribute to the continued growth and development of the Municipality of Calinog.

The concerned Committee of the Sangguniang Bayan convened a meeting last Tuesday together with representatives from the Municipal Economic Enterprise and Development Office (MEEDO), Rural Health Unit (RHU), Municipal Environment and Natural Resources Office (MENRO), and Punong Barangay Niño Zaldarriaga of Brgy. Poblacion Rizal Ilaud to discuss the persistent issue of scattered garbage and foul odor at the Calinog Public Market.

During the meeting, the committee and the concerned offices identified the root causes of the problem and discussed both immediate interventions and long-term solutions to improve waste management, sanitation, and the overall cleanliness of the market.

✅ Cooperating with the market management and concerned offices in implementing proper waste disposal practices.

Together, through discipline, cooperation, and shared responsibility, we can maintain a cleaner, healthier, and more orderly Calinog Public Market for the benefit of everyone.

📌 24TH REGULAR SESSION | Sangguniang Bayan of Calinog

The Sangguniang Bayan of Calinog successfully conducted its 24th Regular Session on July 13, 2026, where members deliberated on matters aimed at strengthening governance, supporting community development, and advancing programs beneficial to the people of Calinog.

Among the agenda taken up during the session were:

✅ Letter of Intent requesting Provincial Government assistance for the establishment of post-harvest facilities (Flatbed Dryer, Rice Mill, and Warehouse)

✅ Accreditation of the Calinog Roving Association Zone 5.

✅ Resolution expressing support for the implementation of the Enhanced Partnership Against Hunger and Poverty (EPAHP) through the SAGIP SAKA Program.

✅ Resolution authorizing the Calinog Primary Health Care Facility to apply for the licensing of its pharmacy.

✅ Acceptance of the Revitalized Pulis sa Barangay (R-PSB) Program.

The Sanggunian likewise received updates on pending committee referrals and acted on committee reports concerning local legislation, public infrastructure, tourism development, and other municipal concerns.

🐖 JOINT COMMITTEE MEETING ON ASF PREPAREDNESS

The Joint Committee on Agriculture, Agrarian Affairs and Animal Welfare and the Committee on Economic Affairs convened to discuss the current status of African Swine Fever (ASF) in the Municipality of Calinog.

The Municipal Agriculture Office confirmed that Calinog remains ASF-Free, while reminding everyone that ASF-positive cases have been reported in nearby areas. The Committee discussed preventive measures, including intensified information campaigns, strict biosecurity compliance, activation of the Municipal and Barangay ASF Task Forces, and protection of local hog raisers.

Together, let us remain vigilant and work hand in hand to protect our swine industry, support our hog raisers, and keep Calinog ASF-Free! 🐷💚

🌞 United for a Resilient Calinog: Preparing for Severe El Niño 🌾💧 July 2, 2026

The Committee of the Whole of the Sangguniang Bayan of Calinog successfully convened a coordination meeting with concerned national agencies, local government offices, and service providers to discuss the Municipality’s preparedness for the anticipated effects of the El Niño phenomenon.

The meeting was attended by representatives from the following offices and agencies:

🌱 Municipal Agriculture Office (MAO)
🏥 Municipal Health Office (MHO)
🛡️ Municipal Disaster Risk Reduction and Management Office (MDRRMO)
🚒 Bureau of Fire Protection (BFP) – Calinog Fire Station
💧 South Balibago Resources, Inc. – Calinog Branch
🌾 National Irrigation Administration (NIA)
🌿 Municipal Environment and Natural Resources Office (MENRO)

During the meeting, each participating office presented its respective preparedness measures, mitigation strategies, and contingency plans to address the potential impacts of El Niño on the Municipality of Calinog. The discussions highlighted ongoing programs, available resources, response mechanisms, and collaborative efforts to ensure food security, protect public health, conserve water resources, reduce fire risks, sustain irrigation services, and strengthen the municipality’s overall disaster preparedness.

While government agencies continue to prepare and coordinate their respective interventions, every Calinognon also has an important role to play. Small actions, when done collectively, can make a significant difference in reducing the impacts of El Niño.
