1 YEAR OF CARE: INSIDE ATIPAN CENTER'S FIRST YEAR OF LIFELONG COMMUNITY SUPPORT
One year after its establishment on August 18, 2025, the Atipan Center has fundamentally reshaped how public assistance is delivered in Iloilo City. Operating as a streamlined, "womb-to-tomb" social welfare hub, it was designed to provide care and essential easy-access service to all Ilonggos in Iloilo City. Over the past 12 months, the center has served 30,694 clients, proving that compassionate and efficient governance is not just an ideal, but an everyday operational standard.
A YEAR OF DIRECT COMMUNITY IMPACT
Central to this success is the center's accessible intake system, which guided thousands of visitors through dedicated assistance desks. Atipan Center ensures timely, tailored support so every resident receives the exact help they need, right when they need it. Through these touchpoints, the center provided specialized support across every stage of life.
KEY PROGRAMS and HIGHLIGHTS
Social Services formed the largest share of operations, reaching 12,650 individuals in need of family welfare support. Direct Financial Assistance benefited 7,831 residents facing unexpected crises, while Burial Assistance provided compassionate aid to 1,577 families covering funeral expenses, arrangements and caskets.
Healthcare and community empowerment also played a crucial role in the center's inaugural year. Health and Dental Services reached 4,107 clients, an effort highlighted by the distribution of wheelchairs to 138 mobility-impaired residents through strategic partnerships with private organizations and the Department of Health.
Additionally, 939 individuals accessed Livelihood and Education Services to pursue skills development, job placements, and TESDA training programs. Furthermore, Atipan Center’s main 7th Floor Help and Assistance Desk served 1,536 clients with complex case management, while the Ground Floor Help and Assistance Desk handled 1,712 walk-in inquiries.
Beyond individual casework, the center also celebrated major life milestones through its civil support initiatives, uniting 363 couples through the Free Mass Wedding Program and welcoming 233 children through the Free Baptism Program.
TAKING SERVICES BEYOND CITY HALL
Recognizing the barrier of distance, the center expanded its reach through the Atipan Fair. This mobile initiative brought medical consultations, guidance, and social welfare directly into local communities, successfully staging four major outreach events in Arevalo District, Bito-on Site, Jaro District, and Molo District.
THE HAPLOS PROGRAM
Building on this momentum, the city recently launched the HAPLOS Program (Health Assistance sa Pumuluyo, Laboratory kag Ospital Serbis) to address urgent medical expenses. Designed to assist families struggling with severe healthcare costs, HAPLOS has already served 342 clients requiring hospital bill and laboratory coverage, dispensing a total of ₱7, 812, 100 in aid.
As the Atipan Center enters its second year, it remains firmly committed to its founding core promise: to care for every Ilonggos with dignity, efficiency, and compassion.
