Behind every public school is land that must also be protected.

Through the Special Patent process, public schools may secure legal ownership of the sites they occupy, helping ensure that classrooms, campuses, and community spaces remain dedicated to education and public service for years to come.

Here’s a guide on who may apply, the requirements needed, and how the process works.

Four programs. One directive from President Bongbong Marcos carried out through Handog ng Pangulo: Luntiang Bukas in Iloilo.

Land titles were formally awarded to beneficiaries, translating long-standing occupation into legal ownership reflected in official records.

Climate-resilient housing support was extended alongside this, responding to the President’s directive to improve settlement conditions for Filipino families by providing safer and more adaptive shelter solutions suited to local risks.

Environmental programs were advanced as part of the same rollout, strengthening protection and rehabilitation efforts in areas where communities depend closely on surrounding ecosystems.

All of these were implemented in coordination with local governments and national agencies, reflecting the President’s emphasis on aligning government action so that services reach communities in a more integrated and responsive way.

From directive to delivery, how does President Bongbong Marcos' Handog ng Pangulo: Luntiang Bukas take shape in communities?

In this address, DENR Secretary Juan Miguel T. Cuna traces how the program moves across four fronts: securing land through Handog Titulo, building climate-resilient homes, opening up green public spaces, and anchoring livelihoods in forest and natural resource management.

Taken together, these are not stand-alone efforts, but a coordinated push to reduce everyday uncertainty and strengthen how communities live, build, and grow.

There are lives built on land that has long been home, yet never fully certain. In Barangay Buenavista, that has been Ms. Elsa Gerongani’s story for 59 years.

That uncertainty shapes everyday decisions—what to invest in, what to hold back, what to hope for.

Through Handog Titulo, that line begins to shift. What was once informal becomes recognized. What felt temporary begins to take root.

Watch how her story unfolds—where security over land opens space for stability, livelihood, and a more grounded future.
