MONDAY FLAG RAISING CEREMONY | OCTOBER 5, 2026
Initao District Jail successfully conducted its Monday Flag Raising Ceremony on October 5, 2026, under the leadership of JSINSP JEFFREY A RIBLES, Acting Jail Warden, reaffirming the commitment of jail personnel to duty, discipline, professionalism, and faithful public service.

The keynote message was delivered by JO1 Gina A Hurtado, who shared the inspiring words of C.S. Lewis:
"You can’t go back and change the beginning, but you can start where you are and change the ending.”
Her message emphasized that every new chapter presents an opportunity to move forward with purpose, determination, and renewed commitment.
“New leadership is not here to erase the hard work and dedication that built this foundation. It is here to build upon it—to give us new momentum, new strategies, and stronger support as we move forward.”
✨ KICK-OFF OF THE 15TH BJMP COMMUNITY RELATIONS SERVICE MONTH ✨
As part of the ceremony, JO1 Queenie E Requieron, Unit CRS, delivered the kickoff message for the 15th BJMP Community Relations Service (CRS) Month, with this year’s theme:
“Empowered Communicators, Engaged Public: Promoting Responsible Messaging in Jail Management.”
Fifteen years of Community Relations Service represents fifteen years of building bridges between the Bureau and the communities we serve, strengthening public trust, and fostering meaningful engagement.
As jail officers and public servants, we are not only custodians of Person Deprived of Liberty (PDL); we are also communicators of the Jail Bureau. Every message we deliver carries the responsibility to speak with truth, transparency, accuracy, and purpose.
Behind every jail wall is a human being who deserves dignity, fairness, and respect.

Responsible communication is more than simply sharing information. It is about building trust, correcting misconceptions, strengthening partnerships, promoting understanding, and giving hope.
As we celebrate the 15th BJMP Community Relations Service Month, alongside Communications Month and National Correctional Consciousness Week, let us continue to strengthen our connection with the community and uphold our commitment to caring for the lost, the least, and the last—while creating pathways toward second chances and successful reintegration.
Together, let us communicate responsibly, engage meaningfully, and serve with integrity.
