The Misamis Oriental Provincial Jail headed by PMAJ Rogelio R Labor (Ret.), gives a heartfelt appreciation to the Barangay Council of Kamelon, Initao, Misamis Oriental, headed by Barangay Captain, Hon. Fatti Angelou Bagares together with the dedicated Barangay Kagawads and Sanguniang Kabataan Chairman Hon. Vincent Tacbobo, for their meaningful initiatives last April 13, 2026.

Through their generosity, hygiene kits were provided to our female PDLs, while engaging physical activities with prizes were organized for the male PDLs. Truly, these efforts reflect their commitment to the community of Barangay Kamelon.

📰THE KATATAU NEWS JOURNAL

On March 10, 2026, the Opol Community College team visited the Misamis Oriental Provincial Jail in Initao to discuss the implementation of the Reformation Education Program. The visit was warmly welcomed by key officials, including Warden PMAJ Rogelio R. Labor Jr. (Ret.), Assistant Warden Francisco R. Sarangay, Administrative Officer Redin B. Baranda, and Ms. Catherine D. Wabe, Rehabilitation & Reformation Officer.

This collaboration aligns with SDG 4 (Quality Education), as the program focuses on enhancing the academic progression of persons deprived of liberty (PDLs), providing them with the skills and knowledge necessary for reintegration into society. By offering educational opportunities to PDLs, the program supports lifelong learning, fostering personal growth and empowerment.

The initiative also contributes to SDG 16 (Peace, Justice, and Strong Institutions) by promoting the rehabilitation and reformation of PDLs, helping reduce recidivism and building a more just and peaceful society. Through education, the program plays a crucial role in enhancing the rule of law, improving access to justice, and building strong institutions.

Additionally, the partnership between OCC and the Misamis Oriental Provincial Jail reflects SDG 17 (Partnerships for the Goals), as it exemplifies the power of collaboration between educational institutions, government officials, and correctional facilities. 📘 Anti-Photo and Video Voyeurism Act of 2009 (RA 9995) –

Ang RA 9995 ay batas sa Philippines na nagde-define at nagpaparusa sa pagkuha, pagkopya, at pagpapakalat ng private photos or videos nang walang consent ng taong involved, lalo na kung s*xual o private ang content.

🎯 Purpose ng Batas
Pinoprotektahan nito ang:
•Privacy
•Dignidad
•Moral integrity

Lalo na laban sa:
•Revenge p**n
•Hidden camera
•Scandal videos

📌📌Prohibited Acts

1) 📸 Pagkuha ng private photo o video nang walang consent

📖 Paliwanag:
Ito ay ang pag picture o pag video ng isang tao sa private o s*xual na sitwasyon nang hindi niya alam o walang pahintulot niya.

Kahit hindi mo ipakalat, basta illegal ang pagkuha, may kaso ka na.

✅ Example:

🔹 Naglagay si Mark ng hidden camera sa CR para i-record ang naliligo niyang boardmate.

🔹 Nag video si Carlo sa babae habang nagpapalit ng damit nang hindi nito alam.

👉 Violation ito ng RA 9995

2) 📂 Pagkopya o pag reproduce ng private photo o video

📖 Paliwanag:
Ito naman ay ang pag save, pag copy, o pag duplicate ng sensitibong larawan o video, kahit hindi ikaw ang original na kumuha.

Basta kinopya mo nang walang consent, crime pa rin.

✅ Example:

🔹 Nakatanggap si Ana ng scandal video sa Messenger, tapos sinave niya ito sa phone niya.

🔹 Kinopya ni John ang n**e video ng kakilala niya mula sa laptop ng iba.

👉 Kahit hindi ikaw ang nag video, liable ka pa rin

3) 📤 Pagbebenta, pamamahagi, o pagpapakalat

📖 Paliwanag:
Ito ay ang pag share, pag send, o pag distribute ng private video o photo sa ibang tao.

Kahit libre mo lang sinend, pasok pa rin sa crime.

✅ Example:

🔹 Sinend ni Paul ang scandal video ng ex niya sa group chat.

🔹 Pinasa ni Lisa sa tropa niya ang n**e photo ng kaklase nila.

👉 Ito ang tinatawag na Revenge P**n

4) 🌐 Pag publish o pag upload

📖 Paliwanag:
Ito ay ang pag upload sa internet o social media ng private video o larawan.
Kahit dummy account pa gamitin mo, crime pa rin.

✅ Example:
🔹 Inupload sa Facebook ang private video ng ex girlfriend.
🔹 Pinost sa p**n website ang s*x video.
🔹 Inupload sa Telegram channel.
👉 Kahit anonymous ka, liable ka pa rin.

❗ IMPORTANTENG RULE:
⚠️ Kahit may consent sa pagkuha,
pero walang consent sa pag share,
CRIME pa rin.

Mag jowa sina Ken at Mia
Pinayagan ni Mia na i-video siya
Pero nung naghiwalay sila,
Pinost ni Ken online
👉 CRIME pa rin iyon

⚖️ Parusa
📌 Kulong: 3 to 7 years
📌 Multa: ₱100,000 to ₱500,000

❗Additional penalties:
✔ Kung public officer → may administrative liability
✔ Kung alien (Foreigner)→ subject to deportation
✔ Kung media → possible revoke license

⚖️ Exemption under Anti-Photo and Video Voyeurism Act (RA 9995) – Ang Exemption ay makikita sa Section 6 ng batas. Ito ang mga sitwasyon kung saan pinapayagan ang pagkuha o paggamit ng photo o video kahit private, basta ito ay legal at may authority.

Ibig sabihin, hindi lahat ng pagkuha ng sensitibong larawan ay automatic na krimen, kung ito ay ginawa para sa imbestigasyon at may tamang proseso sa Philippines.

📘 Ano ang sinasabi ng Section 6 (Exemption)?
Hindi magiging illegal kung ang pagkuha, pagkopya, o paggamit ng photo o video ay:
✅ May court order
✅ May written order ng court
✅ Ginamit bilang evidence sa investigation
✅ Ginamit para mapatunayan ang krimen

🎯 Simple Explanation
Pinapayagan ang pagkuha ng sensitibong larawan o video kung:

👉 Ito ay bahagi ng legal na imbestigasyon
👉 At may approval ng korte

👮 Example 1 – Police Investigation (LEGAL – EXEMPTED)

Scenario:
May suspect na nagbebenta ng illegal s*x videos
Humingi ng court order ang pulis
At kinopya nila ang files sa cellphone
Result:
✅ LEGAL ito
✅ EXEMPTED ito
❌ Hindi violation ng RA 9995
Kasi may court authority
