Our deepest condolences to the family of Ma’am Carmen L. Cari.
The Local Government Unit of Inopacan joins the people of Baybay City and the 5th District of Leyte in mourning the passing of a distinguished public servant whose years of dedicated service helped shape the community she so faithfully served.
Her contributions, sacrifices, and commitment to public service will remain part of the history and development of Baybay City and the wider 5th District of Leyte.

We extend our deepest condolences to the Loreto-Cari family as we mourn a woman whose many years of public service became deeply intertwined with the story of our beloved Baybay.
As Baybayanons, we will remember Ma’am Carmen as part of a generation of leaders who helped shape Baybay and stood with our people through important chapters of our growth, including our journey from a municipality into the city we proudly call home today.
For that legacy, we are grateful.
The Baybay City we know today carries the work, sacrifices, and aspirations of those who came before us. Ma’am Carmen’s years of service to Baybay City and the 5th District of Leyte will forever be part of that story.
