The Philippine Coast Guard (PCG) through the Coast Guard Procurement Service marks another milestone in its collective effort to strengthen good governance and accountability in public procurement after successfully facilitating a two-day MPhilGEPS Seminar and Workshop delivered by resource persons from the Procurement Service- Department of Budget and Management (PS-DBM) on 05โ06 November 2025 at the City State Tower Hotel, Ermita, Manila with the theme โ๐บ๐๐๐๐๐๐๐๐๐๐๐๐ ๐ท๐๐๐๐๐๐๐๐๐๐ ๐ท๐๐๐๐๐ ๐๐๐
๐ฌ๐๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐ ๐ท๐๐๐๐ฎ๐ฌ๐ท๐บ ๐ฐ๐๐๐๐๐๐๐๐๐โ.
The activity aimed to digitally empower the PCG by enhancing the technical knowledge and skills of its procurement officers and personnel in utilizing the modernized Philippine Government Electronic Procurement System (mPhilGEPS). The endeavor is a response to the transitioning of the PhilGEPS 1.5 to mPhilGEPS 2.0, bold step forward in the governmentโs continuing commitment to reform and modernization.
The training was designed to provide participants with a deeper understanding of the digital tools and processes within the modernized PhilGEPS platform, ensuring transparency, accountability, and efficiency in government procurement. Sessions covered key topics such as electronic bidding, posting of procurement opportunities, evaluation procedures, and compliance with procurement laws and regulations under Republic Act No. 12009.
It was highlighted in the message of ๐๐๐๐ ๐๐๐๐๐๐๐๐๐ ๐ ๐๐๐๐๐๐๐๐๐ ๐๐๐, Commander of the Coast Guard Procurement Service the crucial role of innovation in strengthening the PCGโs procurement system. He emphasized that digital transformation is vital to achieving faster, more transparent, and more efficient procurement processes that support the organizationโs mission readiness and operational capability. Likewise, he described that the upgraded system provides everyone with the tools to simplify and standardize procurement processes, minimize manual errors, reduce opportunities for irregularities and enables greater participation of suppliers, contractors, and service providers, thereby fostering healthy competition and better value for government expenditures.
Throughout the two-day seminar, participants engaged in hands-on exercises, interactive discussions, and knowledge-sharing sessions facilitated by technical experts from the PS-DBM. These sessions aimed to familiarize attendees with system updates, best practices in government procurement using digital platforms and knowledge on the provision of the New Government Procurement Act related to the procurement of Common-use Supplies and Equipment.
The event concluded with a commitment from the participants, expressing their dedication to uphold integrity, professionalism, and transparency in all procurement-related activities of the Philippine Coast Guard.
