The DA–PRDP Scale-Up I-PLAN Component, RPCO IX conducted the Coordination Meeting on the Implementation of I-PLAN Subcomponent 1.2: Applied Research Initiatives on October 7, 2026, at the Zamboanga Sibugay Research and Experiment Station, Ipil, Zamboanga Sibugay.

The meeting focused on the validation of priority commodities, potential proponents, research sites, and farmer-cooperator requirements, with rice and corn identified as priority commodities based on the Value Chain Analysis (VCA) and Commodity Investment Plans (CIPs).

The discussion was further strengthened by the participation of the Focal Persons from the Rice and Corn Research Divisions, who provided relevant technical and research perspectives to guide the identification and validation of appropriate research technologies, sites, farmer-cooperators, and implementation requirements.

Through this collaborative effort, the I-PLAN Component and Research Divisions aim to ensure that proposed Applied Research Initiatives are aligned with identified value chain gaps and responsive to the actual needs of farmers and priority commodities.

For three days, the team came together to review, consolidate, and refine the Commodity Investment Plan—making sure nga ang mga priority commodities, proposed interventions, ug investment priorities are responsive to the needs and development goals of the province.

Through collaborative discussions and sharing of insights, atong gipahugot ang mga strategies ug investment priorities aron mas klaro ang direction sa agricultural development sa Zamboanga del Sur.

𝐎𝐧𝐞 𝐢𝐧𝐝𝐮𝐬𝐭𝐫𝐲. 𝐎𝐧𝐞 𝐜𝐨𝐧𝐯𝐞𝐫𝐬𝐚𝐭𝐢𝐨𝐧. 𝐎𝐧𝐞 𝐬𝐡𝐚𝐫𝐞𝐝 𝐯𝐢𝐬𝐢𝐨𝐧 𝐟𝐨𝐫 𝐚 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐜𝐨𝐫𝐧 𝐬𝐞𝐜𝐭𝐨𝐫.

𝐀𝐓𝐌 | The key stakeholders from across the country came together online for the National Stakeholders’ Consultation on the Yellow and White Corn Value Chain Analysis, led by the Development Academy of the Philippines (DAP) in collaboration with the DA-PRDP I-PLAN NPCO, PSOs, and RPCOs.

The consultation brought together key stakeholders from across the corn industry to present, discuss, and validate the study finding, usa ka importante nga lakang sa pagpalig-on sa evidence-based investment planning ug pagpalambo sa yellow and white corn value chains sa Pilipinas.

𝘞𝘩𝘺 𝘥𝘰𝘦𝘴 𝘪𝘵 𝘮𝘢𝘵𝘵𝘦𝘳?

Because the best investments begin by listening to the farmers, traders, processors, and communities who live the value chain every day. Their experiences, insights, and realities are what turn data into decisions that truly make a difference.

The activity aimed to validate the initial report presented by the DAP Study Team, particularly the Yellow and White Corn Value Chain Maps, gross margin analysis, and cost-of-production benchmarks based on primary and secondary data. It also sought to deepen the analysis of key constraints and opportunities across the value chain, including gender, youth, social inclusion, and climate risk considerations; build consensus on priority interventions, upgrading strategies, and investment programming directions; and capture stakeholder feedback to further strengthen the Final Report on the National Yellow and White Corn Value Chain Analysis.

The consultation was attended and actively participated in by representatives from:

National and Regional DA Corn Programs, including Regions II, VI, and X;
Local Government Units (LGUs) from Regions II, VI, and X;
Value Chain Actors, including input suppliers, producers, traders, processors, importers, and retailers;
Corn Industry Associations;
Academic and Research Institutions; and
National Government Agencies, including the Bureau of Plant Industry (BPI), Philippine Crop Insurance Corporation (PCIC), Agricultural Training Institute (ATI), Agricultural Credit Policy Council (ACPC), Philippine Center for Postharvest Development and Mechanization (PhilMech), DA-Agribusiness and Marketing Assistance Service (DA-AMAS), Philippine Statistics Authority (PSA), and National Food Authority (NFA).

The Zamboanga Peninsula Regional Agriculture and Fisheries Investment Portfolio (RAFIP) was presented today, September 10, 2026, during the 192nd Regional Development Council (RDC) IX Meeting for the Council’s support and consideration.

It should be noted that the RAFIP was presented by Rev. Fr. Enrico V. Montano, Chairperson of the Economic Development Committee (EDCom) IX, following its presentation and discussion during the 3rd Quarter Regular Meeting of EDCom IX on August 18, 2026.

EDCom IX subsequently adopted Resolution No. 045, Series of 2026, endorsing the RAFIP to RDC IX for support with the following eight prime commodities

🌱 Rubber | 🐖 Swine | 🐟 Bangus | 🍫 Cacao

With an estimated investment requirement of PHP 15.887–15.907 billion, RAFIP provides an evidence-based investment framework to strengthen value chains, address production and market constraints, and advance climate-smart, resilient, and competitive agriculture and fisheries.

The Department of Agriculture, through the I-PLAN Component of PRDP RPCO 9, continues to strengthen local investment planning through coordination and planning activities with the City Core Planning Teams (CCPTs) of Zamboanga City and Isabela City on August 11–12, 2026.

📍 Zamboanga City | August 11
The I-PLAN Team met with the CCPT at the Office of the City Agriculturist to assess the progress of updating the Zamboanga City Commodity Investment Plan (CIP) 2026–2031. Discussions focused on the updating process and preparations for the upcoming Joint Technical Review.

📍 Isabela City | August 12
The team facilitated the Commodity Prioritization, Risk Profiling, and Area Prioritization Workshops as part of the updating of the Isabela City Commodity Investment Plan.

The workshops brought together representatives from the Office of the City Agriculturist and the City Planning and Development Office, whose insights helped identify priority commodities, investment areas, risks, and development opportunities.

Coffee • Lowland Vegetables • Goat (Chevon) • Rubber • Coconut • Sardines • Cassava • Native Chicken • Layer Chicken • Sweet Corn • Lowland Rice • White Corn • Swine • Milkfish

The Department of Agriculture – Regional Field Office IX successfully concluded the Capacity Building on Integrating the Expanded Vulnerability and Suitability Assessment (eVSA) into Agriculture and Fisheries Plans and Investment Programming on July 7–9, 2026 at the Conference Hall, DA RFO IX, Pagadian City.

The three-day activity served as a major mainstreaming initiative to strengthen the generation and utilization of eVSA in evidence-based planning and investment programming across the Department's banner programs and operating units. It was spearheaded by the Planning, Monitoring and Evaluation Division (PMED) in collaboration with the Field Operations Division (FOD).

The activity was participated in by representatives from the Field Operations Division, Planning, Monitoring and Evaluation Division, Corn Program, Rice Program, Livestock Program, Organic Agriculture Program, High Value Crops Development Program (HVCDP), Registry System for Basic Sectors in Agriculture (RSBSA), National Urban and Peri-Urban Agriculture Program (NUPAP), Special Area for Agricultural Development (SAAD), and the Halal Food Industry Development Program (HFIDP).

Throughout the training, participants enhanced their competencies in generating and interpreting eVSA maps using both the online and offline eVSA platforms. They also gained practical experience in producing and analyzing geospatial maps using Quantum Geographic Information System (QGIS), enabling them to better integrate climate, vulnerability, and suitability information into agriculture and fisheries planning and investment programming.

The sessions were facilitated by resource persons from the Geomapping and Governance Unit (GGU), the Planning at the National and Local Levels (I-PLAN) Component, and the Institutionalization and Development Unit (IDU). The facilitators shared their technical expertise on eVSA generation, geospatial analysis using QGIS, and the practical application of eVSA in identifying priority areas and guiding evidence-based investment decisions.

The capacity-building initiative reinforces DA RFO IX's commitment to institutionalizing the use of the Expanded Vulnerability and Suitability Assessment (eVSA) as a key decision-support tool and to promoting data-driven, climate-responsive, and evidence-based planning for resilient and sustainable agriculture and fisheries development across the region.
